2018/05/24 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES May 24, 2018 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Commissioner Blanquie presiding. Call To Order Commissioner Blanquie called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Blanquie leading the pledge. Roll Call Present: (3) Commissioners: Commissioner Blanquie, Commissioner Borba, Commissioner Haydon were present. Commissioner Adams and Commissioner Giudice were excused. Planning Manager, Jeff Beiswenger, Technical Advisor, Brett Bollinger, Recording Secretary, Sonia Espino and Office Assistant Kelsey Bracewell were present. Declaration of None. Abstention Acknowledgement of Commissioner Blanquie acknowledged the posting of the Agenda of this meeting Public Noticing in three (3) public places, per the requirements of the Brown Act. Approval of Minutes ACTION: Moved/seconded (Borba/Haydon) to approve the minutes of the March 8, 2018 regular Planning Commission meeting as presented. Motion carried by the following unanimous 3-0 vote: AYES: Blanquie, Borba, Haydon; NOES: None; ABSTAIN: None; ABSENT: Adams, Giudice Unscheduled Public Mr. Alan Moody was recognized and spoke to the CIP Consistency Finding item Appearances on the agenda regarding ADA improvements at the Sr. Center. He also spoke to ADA requirements and discrimination against disabled persons in the City of Rohnert Park. Temporary Conditional CONSIDERATION OF RESOLUTION 2018-31, APPROVING A TEMPORARY Use Permit CONDITIONAL USE PERMIT FOR UNIVERSITY DISTRICT SPECIFIC PLAN (UDSP) JUNIPER NEIGHBORHOOD MODEL HOME COMPLEX MASTER SIGN File No. PLTU18-0007 PROGRAM Jerry Marcus/Richmond Technical Advisor, Brett Bollinger presented the staff report. He provided a project American Homes summary as noted that there has been a change to the previously approved model home complex approval with regard to signage. The size and design of the signs have been amended and the number of signs is identified as follows: Signs will consist of "Model' home sign at each model home, for a total of three (3) signs. At the Sales Center site, there will be one (1) "Sales Center" sign, and two (2) "Water Conservation" signs. Other Model Home signage includes; one (1) directional "Parkin Sign", one 1 Juniper Neighborhood home details "Project Signage", one Planning Commission Minutes May 24, 2018 Consistency Finding File No. PLCi18-0001 City of Rohnert Park (1) "Grand opening' banner sign, two (2) vvatcn Your step sign", one (1) American Flag on a galvanized steel pole, and one (1) "Welcome Sign" with brochure box. RECOMMENDED ACTION(S): Receive staff report, open public hearing, consider all testimony and adopt Resolution 2018-31, approving a temporary conditional use permit for University District Specific Plan (UDSP) Juniper Neighborhood model home complex master sign program. A brief discussion was held between staff and the Commission. The number of signs has decreased from the previous approval and prohibited signage the applicant wished to display has been negated. The newly proposed signage is now consistent with other model home complexes in the University District. There was a concern regarding the time limitation of 48 months for the duration the signs were allowed to be placed. A condition can be added to clearly identify the removal of signage after 48 months. Commissioner Blanquie opened the public hearing. Mr. Moody, was recognized asked if the signs were ADA compliant and talked about the parameters and rights of all through the Americans with Disabilities ACT? A brief discussion was held and Mr. Moody's questions were addressed. ACTION: Moved/seconded (Borba/Haydon) to adopt Resolution 2018-31, approving a temporary conditional use permit for University District Specific Plan, (U DSP) Juniper Neighborhood model home complex master sign program to include Condition 4, all signage shall be removed at the end of the 48 month period unless application has been made for an extension. Motion carried by the following 3-0 vote: AYES: Blanquie, Borba, Haydon; NOES: None; ABSTAIN: None; ABSENT: Adams, Giudice 19 CAPITAL IMPROVEMENTS PROGRAM CONSISTENT WITH THE ROHNRT PARK GENERAL PLAN 2020 Planning Manager, Jeff Beiswenger presented the staff report. Section 65401 of the California Government Code requires that for agencies that have adopted a general plan, a "coordinated program of proposed public works ensuing fiscal year" (i.e. a capital improvement plan) is to be "submitted to the city planning agency for review... as to conformity with the adopted general plan or part thereof." The Planning Commission has been charged with this responsibility by the City Council. The determination of consistency (or "conformity" as it is sometimes called) is needed prior to the City Council's adoption of the CIP as part of the budget process. The Council will use the Commission's determination for this purpose. RECOMMENDED ACTION(S): Receive staff report, adopt Planning Commission Resolution No. 2018-32 reporting to the City Council that the proposed FY 2018- 19 Capital Improvements Program is consistent with the Rohnert Park General Plan 2020. An ADA transition plan to include ramps, upgrade of city facilities etc. has been listed and funds have been secured form the Community Development Block Grant funding source for this project. Commissioner Haydon noted that one of the projects listed involves the agency she is employed with, but there are no conflicts with the ability to vote on this item with regard to the consistency finding. ACTION: Moved/seconded (Borba/Haydon) to adopt Resolution 2018-32, reporting to the City Council that the proposed FY 2018-19 Capital Improvements Program is consistent with the Rohnert Park General Plan 2020.
