2017/04/13 Planning Commission Minutes• . � '-A;",knFawLLILLexeicIi�tIBwis]zzj MINUTES April 13, 2017 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Haydon presiding. Call To Order Chairperson Haydon called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Haydon leading the pledge. Roll Call Present: (3) Commissioners: Commissioner Borba, Commissioner Giudice and Commissioner Haydon were present. Commissioner Adams and Commissioner Blanquie were excused. Development Services Director, Mary Grace Pawson, Technical Advisor, Norm Weisbrod, Planner I, Zachary Tusinger and Recording Secretary, Suzie Azevedo were present. Declaration of None. Abstention Acknowledgement of Chairperson Haydon acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes A motion was made by Commissioner Giudice, seconded by Commissioner Borba to approve the minutes of the February 9, 2017 regular Planning Commission meeting as presented. The motion passed with a 3-0 vote. (AYES: Borba, Giudice, Haydon; NOES: None; ABSENT: Adams, Blanquie) Unscheduled Public None. Appearances Mitigated Negative Technical Advisor, Norm Weisbrod, presented the staff report. Mr. Weisbrod Declaration/Conditional reported that in 2002, the city approved the Oak View Senior Residential Project. Use Permit/Site Plan and Phase 1 consisted of Oak View Senior Apartments completed in 2006. Phase II Architectural Review was to consist of 100 to 200 assisted living units which was never constructed on the remaining 3.5 acre site. The "Phase 2" site is now under a purchase File No. PLSU16-0003 agreement by CSL Berkshire Acquisitions, LLC. The proposal submitted by CSL Berkshire acquisitions, LLC is for a 90 -unit 114 bed facility with assisted living and Carissa Savant/CSL memory care. The memory care component consists of 20 -units and 28 beds. Mr. Berkshire Acquisitions, Weisbrod spoke in more detail regarding the following specific project details: LLC • Site Plan • Operational Plan • Parking • Floor Plan • Building Architecture • Landscaping Planning Commission Minutes April 13, 2017 • Signage • Traffic Analysis • Public Safety concerns • Project amenities Mr. Weisbrod stated that based on the analysis of this report and the attached resolution, staff recommends that the Planning Commission, by motion, adopt Resolution No. 2017-09 Certifying the Mitigated Negative Declaration and Resolution No. 2017-10 approving a Conditional Use Permit and Site Plan and Architectural Review to allow a two story building with 90 units consisting of assisted living and memory care facility, subject to the findings and conditions of approval. There being no questions of staff at this time, the applicant, Toni Ferrero, Clearwater Senior Living was recognized. Mr. Ferrero commented that he was involved in the Wellness Campus project 17 years ago and was the development manager for the Oakview of Sonoma Hills and has stayed very close to the operations of that community. Mr. Ferrero indicated that they have read through the conditions of approval and are in agreeance as presented. Mr. Ferrero introduced the project manager, Carissa Savant. Comments and questions from the Planning Commission included: Commissioner Giudice — The existing Oakview senior campus has been a wonderful asset to the Rohnert Park community. Commissioner Giudice has seen many residents of Rohnert Park transition well in to this living environment. Commissioner Giudice stated that he is extremely supportive of the project and feels the architecture, treatments, amenities and location are all wonderful. He asked what is the occupancy rate of the existing Oakview facility and what does the migration of those residents to the new facility look like? Mr. Ferrero responded that Oakview has been running at a 98% level the last few years. It is a natural progression, Oakview has an average age of 72 years, assisted living communities generally have an average age of 82-86 but could not comment at this time to the percentage of residents that would transition. Commissioner Borba — In terms of care (memory home), is it going to be a place where the medical needs of the residents are accommodated? Discussion was held regarding assistance to residents under the assisted living and memory care type of licensing and whose responsibility for assistance as it relates to transportation, immobility etc. and ratio staffing under state licensing for this type of facility. Commissioner Haydon — Questioned the memory care portion of the facility; can the unit count change when needs change in this regard? Mr. Ferrero responded that memory care is a specialty care and it would be pretty difficult to add additional memory care units to this building. Commissioner Haydon had a comment with respect to the top board of the monument sign; is it similar to existing Oakview? Appreciated the stone/structure but had a concern with the aesthetics of the top. If it is consistent with other signage? Mr. Ferrero responded yes, they all are of this type of design. Commissioner Haydon also questioned whether the construction would be solar read?. Mary Grace Pawson indicated that the Planning Commission Minutes April 13, 2017 Site Plan & Architectural Review File No. PLSR16-0003 Anthony CaltaldoMare Malcomb The standard Caltrans letter regarding bike lane connectivity and traffic was introduced into the record and briefly discussed. Chairperson Haydon opened the public hearing. There being no further comment, Chairperson Haydon closed the public hearing. A motion was made Commissioner Borba, seconded by Commissioner Giudice to adopt Resolution 2017-09, approving the Mitigated Negative declaration for the assisted living and memory care facility Conditional Use Permit and site Plan and architectural Review located east of the intersection of Rohnert Park Expressway and Snyder Lane. The motion passed with a 3-0 vote. (AYES: Borba, Giudice, Haydon; NOES: None; ABSENT: Adams, Blanquie) A motion was made by Commissioner Giudice, seconded by Commissioner Borba to adopt Resolution 2017-10, approving a Conditional Use Permit, Site Plan and Architectural Review for an assisted living and memory care facility located east of the intersection of Rohnert Park Expressway and Snyder Lane. The motion passed with a 3-0 vote. (AYES: Borba, Giudice, Haydon; NOES: None; ABSENT: Adams, Blanquie) A motion was made by Commissioner Borba, seconded by Commissioner Giudice to adopt Resolution 2017-13, approving a Sign Program for Clearwater Facility located east of the iintersection of Rohnert Park expressway and Snyder Lane. The motion passed with a 3-0 vote. (AYES: Borba, Giudice, Haydon; NOES: None; ABSENT: Adams, Blanquie) Mr. Weisbrod presented the staff report. He stated that the project site is a 1.49 acre parcel that was formerly used for employee parking for an adjacent office building. The property is paved and landscaped as a parking lot. KG Technologies has purchased the property and proposes construction of a 10,000 square foot building for offices and warehousing for their electronic distribution business. Mr. Weisbrod noted that the property is located within the Triangle Business Area as described in the recently approved Central Rohnert Park Priority Development Area Plan (PDA), is zoned I-L/O allowing for corporate headquarters research and development, light manufacturing and similar industrial and offices uses and the proposed use of the property is in conformance with the I-L/O zoning of the property and is consistent with job creation goals of the PDA's Triangle Business Area. Mr. Weisbrod gave an over of the project specifics as follows: • Permitted land use • Site Plan • Floor plan • Parking • Building architecture • Landscaping • Signage Mr. Weisbrod stated that based on based on the analysis of his report and the attached resolution, staff recommends that the Planning Commission, by motion 3 Planning Commission Minutes April 13, 2017 Conditional Use Permit File No. PLUP17-0002 James Mahon, Grizzly Malt, LLC adopt Resolution No. 2017-11 approving Site Plan and Architectural Review to allow a 10,000 square foot building at 6028 State Farm Drive, subject to the findings and conditions of approval. There being no comments/questions of staff, the applicant Anthony Caltaldo (architect), was recognized and briefly responded to Commission questions. Aaron D., Director of Sales was also recognized and spoke to the branding/corporate colors of KG Technologies (blue), expansion of an engineering wing to accommodate growing staff and spoke heavily to the specialized industry and process for which the relay switch is manufactured and processed. Commissioner Giudice commented that the building is extremely attractive. Commissioner Haydon and Giudice had a concern with the color of the building but the overall consensus was that the project/architecture is desireable. Commissioner Borba stated that for the record he liked the blue. Commissioner Haydon questioned if the building is engineered for solar ready per building code? Mr. Caltaldo responded in the affirmative. A motion was made by Commissioner Giudice, seconded by Commissioner Borba approving Site Plan and Architectural review for KG Technologies office/industrial building (APN 143-021-079). The motion passed with a 3-0 vote. (AYES: Borba, Giudice, Haydon; NOES: None; ABSENT: Adams, Blanquie) Planner I, Zachary Tusinger presented the staff report. The subject property is a tenant space at 5500 Commerce Boulevard formerly occupied by Sonoma County Distilling. Building B is a 4,010 square foot space located in the middle of the block on the eastern edge of the 5500 Commerce complex. Grizzly Malt intends to occupy the entire building with a barley malting operation (Exhibit A). Mr. Tusinger indicated that their proposal includes the following: • Raw barley will be delivered to the facility between June and July as barley is harvested. It will be stored on premises until it goes through the malting process. • Approximately one ton of malt will be processed at the facility each week. • Deliveries will be made from the facility by truck or trailer approximately once a week for transportation to breweries and distilleries in the area. • Malting processes are a 24 hour operation and like any sort of food/beverage production, progress checks may need to occur at any time of day or night (although the owner will strive to have those occur during daytime hours as possible). • Grizzly Malt expects to eventually employ one to two employees at this facility. • There will be a small (approximately 50 square feet) office located in the facility. Mr. Tusinger briefly touched on the craft malting industry and provided more specific details on traffic, parking, surrounding uses, exterior modifications and the proposed conditions. Mr. Tusinger stated that based on the analysis and findings of his report and the attached resolution, Staff recommends that the Planning Commission, by motion, adopt Resolution No. 2017-14 approving the Conditional Use Permit to allow a barley malting operation (agricultural processing), subject to the findings and conditions of approval. A lengthy discussion was held between staff, the Commission and applicant regarding the malting process; is there a by product with the barley itself; wastewater; what is the energy source used in the kiln; harvesting process; gas versus electric source generation. Mr. Mahon also discussed in detail the history of the malting business worldwide. A motion was made by Commissioner Giudice, seconded by Commissioner Borba to adopt Resolution No. 2017-14 approving the Conditional Use Permit to allow a barley malting operation (agricultural processing), subject to the findings and conditions of approval. The motion passed with a 3-0 vote. (AYES: Borba, Giudice, Haydon; NOES: None; ABSENT: Adams, Blanquie) Municipal Code Given that there was not a quorum and that this topic is of high priority and Amendments importance to both the Commission and City Council, a discussion was held to possibly defer the item to a future meeting to assure that all (5) five members of File No. PCMC17-0002 the Commission are present and available to weigh in. City of Rohnert Park A motion was made by Commissioner Giudice, seconded by Commissioner Borba to delay/table the hearing until such time all planning commissioners can be present.
