2017/10/12 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES October 12, 2017 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Vice -Chairperson Adams presiding. Call To Order Vice -Chairperson Adams called the meeting of the regular session to order at approximately 6:00 p.m. with Vice -Chairperson Adams leading the pledge. Roll Call Present: (3) Commissioners: Commissioner Adams, Commissioner Borba and Commissioner Blanquie were present. Commissioner Giudice and Commissioner Haydon were excused. Planning Manager, Jeff Beiswenger, Technical Advisor, Norm Weisbrod and Recording Secretary, Suzie Azevedo were present. Declaration of None. Abstention Acknowledgement of Vice -Chairperson Adams acknowledged the posting of the Agenda of this meeting Public Noticing in three (3) public places, per the requirements of the Brown Act. Approval of Minutes None Unscheduled Public None. Appearances SIGN PROGRAM Technical Advisor, Norm Weisbrod, presented the staff report. He stated that in 2014, the shopping center owner received Site Plan and Architectural Review for File No. PLS117-0015 facade and other improvements to the center. These improvements have been completed. The owner of the shopping center is now proposing a Sign Program Tom JacksonlVeale for building wall signs and a monument sign on the Southwest Boulevard frontage. Investment Under the Section of the Zoning Ordinance regarding signs, any center with more than three (3) tenant spaces needs a Sign Program approved by the Planning Commission. Mr. Weisbrod reviewed in more detail the sign package submitted and provided elevation renderings of the look and placement. The consensus of the Commission was favorable in design and overall look and improvement the sign package would bring to the center. A brief description was held by staff and the Commission. A motion was made by Commissioner Blanquie, seconded by Commissioner Borba to adopt Resolution 2017-25, approving a sign program for Southwest Shopping Center located at 93- 121 Southwest Boulevard. The motion passed with a 3-0-2 vote. (AYES: Adams, Borba, Blanquie; NOES: None; ABSENT: Giudice, Haydon Planning Commission Minutes October 12, 2017 STUDY SESSION File No. PLSU17-0003 Don Zebrak, Golden Gate Doughnuts Municipal Code Amendments PLMC17-0003 City of Rohnert Park Technical Advisor Norm Weisbrod, presented the staff report. He stated that the purpose of the study session is to provide the Commission with an overview of the project and to discuss the potential issues related to the Conditional Use Permit and Site Plan and Architectural Review. Mr. Weisbrod noted that environmental studies are underway for consideration at a future public hearing. The applicant, Golden Gate Doughnuts (Krispy Kreme), is proposing to occupy a portion of the building formerly known as EI Torito and lease out the remainder of the building to an unknown commercial tenant. The building is located at the southern corner of the site adjacent to the main access driveway serving this property and the Chick-Fil-A Restaurant. There is a second driveway at the south side of the building serving a minor parking area and for employee parking, delivery truck access for both tenants and refuse storage. Mr. Weisbrod overviewed the operational and architectural features of the project and asked for any comments/concerns from the Commission. The applicant Don Zebrak was recognized. Discussion was held between staff, the Commission and Mr. Zebrak. Key discussion points focused on the interaction of the two tenants in regards to the 1200 square feet of shared space and drive- through circulation and how it relates to the other adjacent commercial building operations in the immediate vicinity. No formal action is required at this time. The proposal will be brought back to Commission at a future meeting. Planning Manager, Jeff Beiswenger, presented the staff report. Currently, temporary signs are codified under exempt signs and include "special event signs" which are defined as signs or banners that advertise and publicize special events to be held within Rohnert Park, including, but not limited to, civic events and special events, grand openings, religious services and athletic sign-ups, to name just a few. In order to clarify and update provisions and language as well as location of exempt sign placement for civic events and special events throughout the city, staff will be proposing amendments to this section of the sign code to allow for a more enforceable sign code provision, to create additional flexibility for the more seasonal events and to establish alternative key sites for sign placement of all special event signage. Mr. Beiswenger noted that the city attorney has yet to complete their review; therefore, staff is recommending continuance of this item to a date certain of October 22, 2017. Vice -Chairperson Adams opened the public hearing. There being no further comment, Vice -Chairperson Adams closed the public hearing A motion was made by Vice -Chairperson Adams, seconded by Commissioner Blanquie to continue this item to a date certain of October 22, 2017. The motion passed with a 3-0-2 vote.
