2016/06/09 Planning Commission MinutesAg&*k%*4 ROHNERT PARK PLANNING COMMISSION MINUTES June 9, 2016 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Commissioner Borba presiding. Call To Order Chairperson Borba called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Borba leading the pledge. Present: (5) Commissioners: Commissioner Adams, Commissioner Blanquie, Roll Call Commissioner Borba, Commissioner Giudice, Commissioner Haydon were present. Planner Manager, Jeffrey Beiswenger, Technical Advisor, Norm Weisbrod and Recording Secretary, Suzie Azevedo were present. Declaration of None. Abstention Acknowledgement of Chairperson Borba acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes A motion was made by Commissioner Haydon, seconded by Commissioner Blanquie to approve the minutes of the meeting of February 25, 2016 as presented. The motion passed with a 5-0 vote. (AYES: Adams, Borba, Blanquie, Giudice, Haydon; NOES: 0; ABSENT: 0) A motion was made by Commissioner Giudice, seconded by Commissioner Haydon to approve the minutes of the meeting of March 24, 2016 as presented. The motion passed with a 4-0-1 vote. (AYES: Adams, Borba, Giudice, Haydon; NOES: 0; ABSTAIN: Blanquie) Unscheduled Public None. Appearances Site Plan and Technical Advisor, Norm Weisbrod presented the staff report. He stated that the Architectural applicant, Bear Republic Brewing, intends to occupy 10,000 square foot portion of Review/Conditional Use the former Latitude restaurant building (5000 Roberts Lake road) for a new Permit restaurant and brewery. Their proposal will include the following: File No. PLSU2016-0002 Full service brewpub open for lunch and dinner seven (7) days a week. Hours are Sunday through Thursday 10:00 a.m. to midnight and Friday Richard Norgrove/Bear and Saturday 10:00 a.m. to 2 a.m. Food to be California pub fare. Republic Brewing Table service with approximately 320 seats on both the interior and Company, Inc. exterior of the building. • Production of beer on site to be used primarily for onsite sales. Planning Commission Minutes June 9, 2016 • Relocation of refuse enclosure so that it is no longer inside the building adjacent to the kitchen. • Installation of a grain silo on the west side of the building adjacent to the main entrance. • Addition of an exterior bar and stage to the lake side of the building. • Expansion of the beer garden area and of the covered service yard. Mr. Weisbrod provided an overview and more specific details of the proposal in the following areas: • Restaurant operation • Microbrewery component • Parking • Building elevations • Landscaping • Signage Mr. Weisbrod stated that based on the analysis and findings of his report and the attached resolution, Staff recommends that the Planning Commission, by motion, adopt Resolution No. 2016-17 approving the Conditional Use Permit and Site Plan and Architectural Review to allow the addition of a microbrewery to an existing restaurant, subject to the findings and conditions of approval. Questions of staff included: Commissioner Haydon requested clarification of hours for the live music? Mr. Weisbrod responded that staff is recommending no music past midnight. The applicant has proposed a very unique set up for the music component by way of a metal stage area and shipping container shell. This will significantly attentuate noise levels. Commissioner Adams — Were residents across the lake notified? Mr. Weisbrod stated that a notice was mailed to parcels within 300' as required by law. If there are any complaints, the city will evaluate and impose noise restrictions as required by the Municipal Code. Commissioner Borba — Asked for clarification on parking study versus traffic study. Mr. Weisbrod noted that, yes, the City would advise parking study to show adequate parking for the new restaurant as well as other uses located on site and in the vicinity if the applicant were to request more than 320 seats. The Commission could waive this if it was felt adequate parking exists. Chairperson Borba opened the public hearing. The applicant's representative, Paul Fritz, was recognized and shared a powerpoint presentation that included discussion on the following: • Overall site design and function. • Location of new trash enclosure. • Primary entrance to new restaurant. • Brewery function (tanks, viewing windows etc) • Location of merchandise area. • Availability to purchase beer. 2 Planning Commission Minutes June g, 2016 • Beer garden. • Shipping container as a shell for the stage. • Additonal modified shipping container to serve as exterior bar. • Landscaping. • Other design element features (silo, corrugated rooftop element) Cary Busch, Landscape Architect, was recognized and briefly spoke to the Commission about the proposed landscaping features, especially with regard to the beer garden. The owner, Richard Norgrove, was introduced and spoke to the Bear Republic operation, establishment and family history. He noted that have been looking for another spot for about 5 years. They are looking forward to coming to Rohnert Park and are very committed to the communities they come into. Mr. Norgrove commented on the previous noise issues and guaranteed the Commission that every possible avenue would be taken to mitigate any issues if any should arise, including an acoustic study. He touched on the shipping container concept and believes that would alleviate projection of noise as previously experienced. Commissioner Borba closed the public hearing. Further discussion was held. Key discussion points and comments included: • Susan Adams — How did you hear about this site? Mr. Norgrove responded he received a call from Joyce Rogers that the site was available. Immediately they felt it was a fit for their operation and have actually had their eye on Rohnert Park for some time. • Dan Blanquie — Looking forward to Bear Republic coming to Rohnert Park. Appreciates the family oriented business concept and the values placed on employee benefits that Bear Republic is committed to. • Susan Haydon - Can hear it now, "Rohnert Park Pale Ale". Excited that Rohnert Park was chosen. • John Borba — Has Bear Republic looked into the cost of a parking study as is being suggested? Mr. Norgrove responded yes they had and the timeframe for conducting this would be about 30-45 days; however Bear Republic is not anticipating opening until after the first of the year. A motion was made by Commissioner Giudice, seconded by Commissioner Haydon to adopt Resolution No. 2016-17 approving the Conditional Use Permit and Site Plan and Architectural Review to allow the addition of a microbrewery to an existing restaurant, subject to the findings and conditions of approval and eliminating the need for a parking study. The motion passed with a 5-0 vote. (AYES: Adams, Borba, Blanquie, Giudice, Haydon; NOES: 0; ABSENT: 0) Modification of Norm Weisbrod presented the staff report. He stated that on August 27 2015, the Temporary Use Permit Planning Commission adopted Resolution No. 2015-14 approving a Temporary Use Permit for the construction and operation of the model homes, sales offices File No. PLTU2015-0032 and design centers for the Mulberry, Cypress and Magnolia neighborhoods in Vast Oak Land Development Phase I. The Temporary Use Permit was approved Kevin subject to the 17 conditions listed in Resolution No. 2015-14. Further, on April Poh/son/Brookfield 14, 2016, the Planning Commission adopted Resolution No. 2016-10 approving a Homes modification to the Temporary Use Permit for the Model Homes, Sales Offices Planning Commission Minutes June 9, 2016 General Plan Consistency Finding File No. PLCF2016-0002 City of Rohnert Park and Design Centers for University District Vast Oak Land Development Phase 1. This included signage for the model home complex. Mr. Weisbrod presented the Commission with modifications to the signs previously approved and additional signage being requested. Mr. Weisbrod recommended adoption of Resolution No. 2016-19 approving a Modification to the Temporary Use Permit for University District Vast Oak Land Development Phase 1 Model Home Complexes related to project signage. Commissioner Borba opened the public hearing. There being no comment, Chairperson Borba closed the public hearing. Chris Borr, 975 Elizabeth, (Parks and Recreation Commissioner) wanted to note that the Twins Creeks park is not defined as a community park as indiciated, but per definition is a neighborhood park. Commissioner Haydon wanted clarification that all the signs are "temporary". Mr. Weisbrod confirmed, yes, that all signs will eventually be removed. A motion was made by Commissioner Adams, seconded by Commissioner Giudice to adopt Resolution No. 2016-19 approving a Modification to the Temporary Use Permit for University District Vast Oak Land Development Phase 1 Model Home Complexes related to project signage adding the word 'temporary' to Condition 2 of the Resolution. The motion passed with a 5-0 vote. (AYES: Adams, Borba, Blanquie, Giudice, Haydon; NOES: 0; ABSENT: 0) Planning Manager, Jeff Beiswenger presented the staff report. The Planning Commission is charged with the responsibility for ensuring that adopted plans/programs are consistent with goals and policies of the adopted General Plan. The Planning Commission is being requested to review the attached draft Five -Year Capital Improvements Program FY 2016-17 through 2020-21 (CIP) to determine consistency with the General Plan. Mr. Beiswenger briefly touched on the various programs/projects proposed. A brief discussion was held. A motion was made by Commissioner Haydon, seconded by Commissioner Blanquie finding the Draft Five -Year Capital Improvement Program FY2016-17 through 2020-21 is consistent with the Rohnert Park General Plan 2020.
