2015/01/08 Planning Commission Minutes-01 MINUTES Thursday, January 8, 2015 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Giudice presiding. Call To Order Chairperson Giudice called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Giudice leading the pledge. Roll Call Present: (5) Commissioners: Commissioner Giudice, Commissioner Blanquie, Commissioner Haydon and Commissioner Borba and Commissioner Adams were present. Planner III, Jeff Beiswenger, Technical Advisor, Norm Weisbrod and Recording Secretary, Suzie Azevedo were present. Election of Officers Election of Officers will occur at the January 22, 2014. Declaration of None. Abstention Acknowledgement of Chairperson Giudice acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes Minutes from the Planning Commission meeting(s) of October 23, 2014 and November 13, 2014 meeting will be considered at the January 22, 2014 Planning Commission Meeting. Unscheduled Public Appearances Conditional Use _ Technical Advisor, Norm Weisbrod presented the staff report. The subject Permit/Site Plan & property is a vacant parcel just under an acre in size fronting on Redwood Drive. Architectural Review The property backs up to the Hampton Inn and Hinebaugh Creek extends along the north side of the site. To the south is another vacant parcel of approximately PLSU2014-0002 the same size and shape as the subject property. The proposal is to construct a 7,373 square foot America's Tire Discount Tire Service facility. A paved trail that Thomas Coppin/Kimley extends along the south side of Hinebaugh Creek is located on the applicant's Horn/America's Tire property and will remain undisturbed. Mr. Weisbrod briefly touched on the following specifics/details of the proposal: • Parking • Site Plan • Building Design • Landscaping • Signage • Exterior Lighting Planning Commission Minutes January 8, 2015 Site Plan & Architectural Review File No. PLSR2014-0011 Fabian Graf/Graf & Tolosa, Inc./Boathouse Sushi Mr. Weisbrod stated that based on the analysis and findings of the staff report and the attached resolution, Staff recommends that the Planning Commission, by motion, adopt Resolution No. 2014-48 approving a Conditional Use Permit for America's Tire, subject to the findings and Exhibit A, Conditions of Approval. Discussion was held between the Commission and staff. Topics included: • Exterior Tire display; why not allowed? • Trash enclosure location; more appropriate location than close proximity to creek • Noise impacts • Influx of like businesses Chairperson Giudice opened the public hearing. Don Thrailkill, Discount Tire and Thomas Coppin, Kimley Horn (project engineer) were recognized and briefly spoke and responded to Commission comments and questions. Chairperson Giudice closed the public hearing. A motion was made by Commissioner Adams, seconded by Commissioner Borba to adopt Resolution No. 2014-48 approving a Conditional Use Permit/Site Plan and Architectural Review for America's Tire, subject to the findings and Exhibit A, Conditions of Approval. Applicant to work with staff regarding relocation of the trash enclosure. The motion passed with a 5-0 vote. (AYES: Adams, Borba, Blanquie, Giudice, Haydon; NOES: 0; ABSENT: 0) Norm Weisbrod presented the staff report. He stated that the existing building occupied by Boathouse Sushi was constructed in the early 1970's as a restaurant. In 2006, the owner of the restaurant remodeled the exterior of the building to its present day appearance. The present owner of the restaurant proposes to add a garden terrace dining area at the rear of the existing restaurant building. The 2,200 square foot area is presently landscaped and has a concrete walkway to the entrance to the restaurant from the parking lot. Mr. Weisbrod touched on the following details of the proposal: • Garden terrace details • Parking lot & refuse enclosure modifications • Landscaping • Signage A brief discussion was held between staff and the Commission. The Commission questioned the lack of bicycle parking and was favorable in their comments regarding the proposal and overall design. A motion was made by Commissioner Adams, seconded by Commissioner Haydon to adopt Resolution No. 2014-58 approving the Site Plan and Architectural Review for Boathouse Sushi garden terrace, subject to the findings and Conditions of Approval. The motion passed with a 5-0 vote. Chairperson Giudice closed the public hearing. Mark Cunningham/Tiffany Manor Items from the Planning Commissioner Haydon reported on attendance at the Sonoma State University Commission annual Planning Commission Conference and the New Partner for Smart Growth Conference she will be attending in Baltimore at the end of January.
