2015/08/27 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES August 27, 2015 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Blanquie presiding. Call To Order Chairperson Blanquie called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Blanquie leading the pledge. Roll Call Present: (5) Commissioners: Commissioner Adams, Commissioner Blanquie, Commissioner Borba, Commissioner Giudice and Commissioner Haydon were present. Planner III, Jeffrey Beiswenger and Recording Secretary, Suzie Azevedo were present. Declaration of None Abstention Acknowledgement of Chairperson Blanquie acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes A motion was made by Commissioner Borba, seconded by Commissioner Haydon to approve the minutes of the meeting of May 28, 2015, as presented. The motion was passed with a vote of 5-0. (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSENT: 0) A motion was made by Commissioner Borba, seconded by Commissioner Giudice to approve the minutes of the meeting of June 11, 2015, as presented. The motion was passed with a vote of 5-0. (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSENT: 0) Unscheduled Public None Appearances Temporary Use Permit Planner III, Jeffrey Beiswenger presented the staff report. He noted that the proposed project is the construction and operation of model homes, sales offices File No. PLTU2015-0032 and design centers for the Mulberry, Cypress and Magnolia neighborhoods of Vast Oak/University District Specific Plan. Mr. Beiswenger previewed the Kevin locations for each and showed the layout and plan numbers for each lot/complex Poh/son/University as well as the signage proposed. Mr. Beiswenger noted that there is one sign District LLC proposed, a nylon project flag, that is not consistent or allowed within the city's sign code that is not being recommended for approval. Discussion arose regarding the nylon flag signs and overall project details as follows: • Commissioners questioned whether other cities allowed these types of signs, how high they are and how they are installed. • Need visually attentive/attracting signage. • Is 12 signs enough? • Parking — May not be enough. Kevin Pohlson, University District LLC — Agreed with Commission on the need for banner/flag types that are visually attractive and attention getting. Chairperson Blanquie opened the public hearing. There being no comment, Chairperson Blanquie closed the public hearing. Further discussion was held. Commission consensus was to allow the nylon signs and increase the number to 20 per each model home complex. A motion was made by Commissioner Adams, seconded by Commissioner Giudice to adopt Resolution No. 2015-14 approving the Temporary Use Permit for the Model Homes, Sales Offices and Design Centers for the Cypress, Mulberry and Magnolia Neighborhoods in University District Vast Oak Land Development Phase I with the following change to Resolution 2015-14: Conditionl3 to be deleted and Condition 14 shall be changes to read: Signage shall be installed as shown on the proposed model home complex site plans, except that a maximum of twelve (12) rigid project banners will be permitted for each complex and up to twenty (20) nylon project flags per model home complex. Nylon project flags may be placed along Kerry Road, but no other signage has been requested or approved outside of the area within the three model home complexes.
