CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Stafford called the joint regular meeting to order at 5:03 pm, the notice for which being legally noticed on September 20, 2018. Present: Pam Stafford, Mayor Joseph T. Callinan, Vice Mayor Gina Belforte, Councilmember Jake Mackenzie, Councilmember Absent: Amy O. Ahanotu, Councilmember Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney Marchetta-Kenyon, Interim Public Safety Director Weaver, Development Services Director Pawson, Human Resources Director Perrault, Director of Public Works and Community Services McArthur, Senior Analyst L. Tacata, Management Analyst E. Tacata, and City Clerk Buergler. 2. PLEDGE OF ALLEGIANCE Led by Petri Nicholas Alva. 3. PRESENTATIONS A. Mayor's Certificate of Recognition: Honoring Rohnert Park Resident, Petri Nicholas Alva, for Winning Eight Medals at the ACA Sprint Kayaking National Championships Mayor Stafford read and presented the certificate to Petri Alva. 4. DEPARTMENT HEAD BRIEFING None. 5. PUBLIC COMMENTS Julie Rayes requested the City Council to agendize banning Roundup and all synthetic pesticides. Rigel Bowen requested the City Council to not agendize the banning of synthetic pesticides prior to a scientific investigation. For the record, Councilmember Mackenzie stated that he has spent a lifetime as a pesticide regulator for the United States Environmental Protection Agency, has a PhD in Weed Science, is intimately familiar with the pesticide use reporting system conducted by the agricultural commissioners in California Department of Pesticide Regulation, and has a strong interest in these matters. Councilmember Mackenzie requested that City Manager Jenkins report on the City's current use of glyphosate. City Manager Jenkins reported Public Works & Community Services Director McArthur provided the following on the City's practice for using glyphosate in the community is consistent with the City's Integrated Pest Management program. Staff does not apply glyphosate for weed control in areas accessed by the public, such as parks and recreation centers. Glyphosate is applied in street medians and streetscape areas as these locations are not accessed by the public. We are aware of the growing public health concerns with using glyphosate, and have incrementally reduced the use of the product while actively looking into, and testing, alternative methods of weed control. Some alternative methods under consideration include more efficient application, timing and coverage of pre -emergent weed control, alternative treatments, as well as mulching. 6. CONSENT CALENDAR A. Recommended Action(s): Approvc. a Resolution authorizing the Finance Director to increase appropriations in the FY 2019-19 budget by $27,550 for the Re -Implementation of the Department of Public Safety K9 Program.
