A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING AND APPROVING AMENDMENT FIVE TO THE MEMORANDUM
OF AGREEMENT BETWEEN THE CITY OF ROHNERT PARK AND THE
ROHNERT PARK PUBLIC SAFETY OFFICERS' ASSOCIATION(RPPSOA)
WHEREAS, on March 28, 2017,the City Council adopted Resolution No. 2017-035
approving and adopting a Memorandum of Agreement with the Rohnert Park Public Safety
Officers' Association (RPPSOA); and
WHEREAS, on April 24, 2018,the City Council adopted Resolution No. 2018-051
approving and adopting Amendment One to the Memorandum of Agreement with the Rohnert
Park Public Safety Officers' Association(RPPSOA); and
WHEREAS, on May 8, 2018,the City Council adopted Resolution No. 2018-068
approving and adopting Amendment Two to the Memorandum of Agreement with the Rohnert
Park Public Safety Officers' Association (RPPSOA); and
WHEREAS, on June 12, 2018,the City Council adopted Resolution No. 2018-078
approving and adopting Amendment Three to the Memorandum of Agreement with the
Rohnert Park Public Safety Officers' Association(RPPSOA); and
WHEREAS, on August 28, 2018 the City Council adopted Resolution No. 2018-117
approving and adopting Amendment Four to the Memorandum of Agreement with the
Rohnert Park Public Safety Officers' Association(RPPSOA); and
WHEREAS, on September 25, 2018 the City Council adopted Resolution No. 2018-
125 approving reimplementation of the Public Safety K9 (Canine)Program; and
WHEREAS, the RPPSOA and City staff have met and conferred in good faith to
amend certain terms and conditions of the Agreement effective October 3, 2018; and
WHEREAS, staff prepared the attached Amendment Five (Side Letter Agreement
dated October 3, 2018)to the Memorandum of Agreement; and
WHEREAS, the attached Amendment Five(Side Letter Agreement dated October 3,
2018) has been approved by representatives of RPPSOA.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of
Rohnert Park that it does hereby authorize and approve Amendment Five(Side Letter
Agreement dated October 3,2018)to the Memorandum of Agreement for the RPPSOA,
effective October 3, 2018, which is attached hereto as Exhibit"A"and incorporated by this
reference.

BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to
execute documents pertaining to same for and on behalf of the City of Rohnert Park.

SIDE LETTER OF AGREEMENT
BETWEEN
THE CITY OF ROHNERT PARK
AND
THE ROHNERT PARK PUBLIC SAFETY OFFICERS ASSOCIATION
October 3,2018
WHEREAS, the City of Rohnert Park ("City") and Rohnert Park Public Safety Officers
Association ("RPPSOA") are parties to a Memorandum of Agreement effective April 2, 2017
through June 30,2021 ("MOA");
WHEREAS, on September 25, 2018, the City Council adopted Resolution 2018-125
Reimplementation of the Public Safety K9 (Canine) Program;
WHEREAS,the City and the RPPSOA now desire to add a provision for Canine Premium
pay to the existing MOA;
WHEREAS, the City and RPPSOA desire to enter into this Side Letter of Agreement
adding Section 7.22(f)to the MOA.
NOW THEREFORE,the parties hereby agree to add Section 7.22(t)of the MOA to read
as follows:
7.22 Longevity and Incentive Pay (P.O.S.T., Detectives, Motor Officers, Canine
Handler)
(f)Canine Premium.
The City will provide Incentive Pay to Public Safety Officers assigned as the Police
Canine Handler of three(3)percent of base salary per month. Canine officers shall
be compensated for canine care as follows: On days when canine officers are
scheduled for regular assigned work shifts, canine officers leave work one hour
prior to the end of their scheduled shift. On days when canine officers are not
scheduled to work a regular assigned work shift, canine officers will record one-
half hour of overtime for the purpose of canine care.
This Agreement is contingent upon approval by the City Council.
