A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING THE ADDITION OF A FULL-TIME PROPERTY TECHNICIAN POSITION
AND A FULL-TIME COMMUNITY SERVICES OFFICER POSITION IN THE PUBLIC
SAFETY DEPARTMENT AND AUTHORIZING THE FINANCE DIRECTOR TO INCREASE
APPROPRIATIONS IN THE FY 2018-19 BUDGET
WHEREAS, the Public Safety Department currently has one full-time Property Technician
position authorized and the incumbent is able to process and manage incoming property and
evidence but increased workload demands prevent the ability to focus on the critical task of purging
property; and
WHEREAS,there are currently two full-time Community Services Officers in the Public
Safety Department who handle non-emergency calls to Public Safety yet based on the high
volume of calls, the City's Public Safety Officers are still frequently dispatched to assist with
these calls instead of focusing on enforcement and community policing; and
WHEREAS, staff has reviewed the current operations model of the Department, in
addition to the recommendations made in a recent study by the Center for Public Safety
Management, and recommends that the City Council approve the addition of a full-time Property
Technician and a full-time Community Services Officer position to help the Department
effectively manage the increased workload and allow the Public Safety Officers to focus on other
critical functions; and,
WHEREAS, the City Council of the City of Rohnert Park adopted the FY 2018-19 Budget on
June 12, 2018; and,
WHEREAS,the City Council has the authority to amend the budget; and,
WHEREAS, it is estimated that first year costs for the positions will be $125,000; and,
WHEREAS,there are insufficient funds in the FY 2018-19 Public Safety Budget; and,
WHEREAS, it is projected that the City will have unanticipated Sales Tax revenue in FY 2018-
19 that is sufficient to cover the cost of the new positions for the remainder of the current fiscal year.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby approve the addition of a full-time Property Technician and a full-time
Community Services Officer in the Public Safety Department.
BE IT FURTHER RESOLVED that the Finance Director is hereby authorized to
increase appropriations for FY 2018-19 by$125,000 to fund the cost of this change through the
end of the current fiscal year.
