SPECIAL MEETING MINUTES
Monday, June 4, 2018
The Parks and Recreation Commission of the City of Rohnert Park met this date at City Hall,
130 Avram Avenue, City Council Chambers, Rohnert Park, for a special meeting to commence
at 5:30 p.m.
Call to order K-
The meeting was called to order by Chair Black at 5:34 p.m.
Item 1. Roll Call
Present: Chair Black, Commissioners Bird, Borr, Griffin
Absent: Vice-Chair Canterbury
Staff Present: John McArthur, Director of Public Works & Community Services
Cindy Bagley, Community Services Manager
Nelle Herman, Community Services Supervisor
Item 2. Pledge of Allegiance
The Pledge of Allegiance was led by Chair Black.
Item 3. Acknowledgment of Meeting Agenda Posting
Community Services Manager Bagley acknowledged posting of the regular meeting agenda in
the required public places per Brown Act requirements.
Item 4. Public Comment
None.
Item 5. Approval of Minutes—Approval of minutes for Parks and Recreation Commission
Special Meeting on April 30, 2018
Action: Moved/second (Bird/Borr)to approve the meeting minutes for Special Meeting of
April 30, 2018. Motion carried with the following 4-0-0-1 vote AYES: Black, Bird,
Borr, Griffin; NOS: None; ABSTAINS: None; ABSENT: Canterbury
Item 6. Magical Bridge Presentation
a. Discussion
Jay Beckwith(board member) and Howard Sapper(consultant) with the Magical
Bridge Foundation, gave a presentation about the Magical Bridge inclusion park
concept, and the possibility of Rohnert Park as a future location. The Commission
agreed to create a sub-committee to look into the development of a Magical Bridge
park in Rohnert Park. Commissioners Borr and Griffin agreed to be on the
subcommittee.
Item 7. Sister Cities Student Ambassador Presentation
a. Presentation
Sister Cities Student Ambassador for 2018 Evan Crow gave a presentation about his
experiences this spring visiting Hashimoto, Japan.
Item 8. Consideration of The Parks and Recreation Commission Adoption of Official
Protocols of The Golf Course Oversight Committee
a. Staff Report
Director McArthur presented a resolution to adopt protocols for The Golf Course
Oversight Committee. The protocol lays out plans for an advisory committee made up of
five members(Rohnert Park residents)meeting quarterly, with a chair and vice-chair, in
four year staggered terms, appointed by the Parks and Recreation Commission.
b. Recommendation
Commissioner Borr had one typo correction for the draft protocol document("e"of
the word"vote"was incorrectly on next line starting new bullet point),but otherwise
the protocol was accepted. Chair Black suggested the possibility of having the current
committee members re-apply to remain on the committee. Director McArthur will
check with the City Clerk to see what the appropriate process should be.
Action: Moved/second (Griffin/Borr)to adopt the resolution (with Commissioner Borr's typo
correction) on the Adoption of Official Protocols of The Golf Course Oversight
Committee. Motion carried with the following 4-0-0-1 vote AYES: Black, Bird, Borr,
Griffin; NOS: None; ABSTAINS: None; ABSENT: Canterbury
Item 9. Parks and Facilities Master Plan Update
a. Staff Report
Manager Bagley presented the update of the Parks and Facilities Master Plan,which will
be presented to the City Council at the June 26th meeting. First reviewed were the
accomplishments from the last master plan update,the review of aquatics funding, the
city-wide court resurfacing plan, and future park development(pickle ball,bocce ball and
an all-weather field). Manager Bagley compared 2015 and 2017 park audits for city parks
to illustrate improvements made and projects still to be completed.
b. Discussion
Commissioner Borr asked about the list of desired amenities that was generated out of
the Commission's last workshop, and if that list was part of the Master Plan. Manager
Bagley confirmed that those desired amenities were included. Commissioner Borr also
expressed his disappointment about the City Council's rejection of a skate park
proposal, and asked if it was still in the Master Plan. Commission Bird suggested that
new developments may be the key to a future skate park, as opposed to developing a
skate park in an existing park. Manager Bagley confirmed that a skate park is still in
the current Master Plan.
Item 10. Parks and Recreation Liaison/Committee Assignments
a. Discussion
In 2017, the following assignments were made: Golf Course Oversight Committee:
Griffin, Bird(both attend); Bicycle and Pedestrian Advisory Committee: Griffin(lead),
Bird(alternate); Creeks Committee(on hiatis): Borr(lead), Griffin(alternate); Senior
Citizen Advisory Committee: Black(lead),Canterbury(alternate); Dog Park Committee:
Black(lead), Canterbury(alternate); Park Sponsorship Committee: Borr(lead),Griffin
(alternate); Parks and Facilities Master Plan Committee: Black, Bird(both attend);
Callinan Sports and Fitness Center Committee: Borr, Griffin(both attend).
Chair Black suggested keeping current assignments for the rest of the year, but adding the
new Magical Bridge Committee: Borr and Griffin(to look into the Magical Bridge park).
Item 11. Matters to and from
a. Commission Liaison Reports
Commissioner Griffin reported on the Bicycle and Pedestrian Advisory Committee
meeting, presenting the draft bi-laws and agenda to the other Commissioners for review.
Chair Black reported on the Senior Citizen Advisory Committee meeting she attended.
Bingo raised over$28,000 in the past four months. Some concerns were expressed about
homeless seniors in the Senior Center. Robert's Rules of Order were reviewed at the
meeting to inform attendees of the formal nature of the meeting. Grants from the Rohnert
Park Foundation were also discussed, as were the upcoming building improvements to the
Senior Center. Manager Bagley reported that Amanda Foley is the new Senior Center
Coordinator.
b. Sunrise Tennis Courts Update
Manager Bagley updated the Commission that the tennis serving wall will be moved from
Sunrise Park to Magnolia Park at the request of the Rohnert Park Tennis Club. The Club
will pay for the moving of and improvements to the wall sometime in July. Conversion of
the tennis courts at Sunrise Park into pickle ball courts is slated to begin in July.
c. Joint Use Agreement
Manager Bagley reported that the superintendent of schools has agreed to the City's terms
and will soon go to the school board for approval of the joint use agreement.
d. Project Graduation
Manager Bagley reported that Project Graduation took place at the Sports Center June Pt
and was a very smooth and successful event.
e. Staff Training and Summer Programs
Manager Bagley gave an update on the part-time staff training that took place in the
Community Center. Team building exercises involving aquatics staff, facility attendants
and camp staff highlighted customer service, and discussion of the City's mission
statement and values. Swimming lessons begin June 9th at Magnolia Pool, and Manager
Bagley looks forward to a busy summer.
f. Other Matters
Commissioner Griffin asked for an update on the Peace Garden at the Burton Recreation
Center, and Manager Bagley informed him that Rotary will come back to the Commission
before installing the Peace Pole to get approval of language written on that pole.
Commissioner Borr reported on the Rohnert Bark dog park, the importance of having
posted rules at the park, and how many arguments can be stopped by having clearly posted
rules. Commissioner Bird asked about the restrooms at Dorotea Park. Director McArthur
replied off mic (not audible in video). A portable toilet will be available at Dorotea Park
until the new restroom is completed later this summer. Chair Black reported observing
increased attendance at Golis Park since the new playground structures went up, and how
wonderful it is to see the park being utilized and appreciated. Chair Black also suggested
having more municipal codes posted in parks to help clarify rules for users.
There being no further business, Chair Black adjourned the regular meeting of the Parks and
Recreation Commission at 7:51 p.m.
