MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the joint regular meeting to order at 5:00 pm, the notice for which being
legally noticed on October 18, 2018.

A. Mayor's Certificate of Recognition: Recognizing October 31'as Girl Scout Founder's
Day
Mayor Stafford read and presented the certificate to Girl Scout Troops 10162, 11354,
11359, 10241, and 11355 and handed out City of Rohnert Park pens.
B. Mayor's Certificate of Recognition: Honoring Barbara Novak for Her Many
Contributions to the Girl Scouts
Mayor Stafford read and presented the certificate to Barbara Novak.

4. DEPARTMENT HEAD BRIEFING
A. Development Services: Update on Affordability Extensions at the Oak View Complex.
Development Services Director Pawson reported that while the affordability covenants
could not be affordably extended, through the work of City staff, Sonoma County
Housing Authority, and Clarion management a housing choice voucher program is
available to the residents of Oak View. This program provides rental assistance to the
existing tenants to ensure that qualifying residents will not be displaced because of the
covenant expiration. The majority of the existing tenants have elected to take
advantage of this program.

ACTION: Moved/seconded (Belforte/Mackenzie)to approve the Consent Calendar.
Motion carried by the following unanimous 4-0-1 vote: AYES: Ahanotu,
Belforte, Mackenzie, and Stafford,NOS: None, ABSTAINS: None, ABSENT:
Callinan.
7. Presentation on the General Plan Update Existing Conditions Whitepapers
Planning Manager Beiswenger, Rick Rust and Amy Yang with Mintier Harnish, and Doug
Svensson with Applied Development Economics presented the item. Recommended
Action(s): Receive presentation on the Public Review Drafts of the Existing Conditions
Whitepapers and provide feedback to staff and General Plan consultants.
Public Comment: Teri Shore, Greenbelt Alliance North Bay Regional Director, and Rick
Savel.
ACTION: By Consensus (none opposed, Callinan absent) City Council received the
presentation, provided feedback, and requested the team to explore the
implications annexing Sonoma State University.
8. Discussion and Direction on Keiser Avenue and Snyder Lane Intersection Improvements
Development Services Director Pawson presented the item. Recommended Action(s): Add a
new signalized intersection at Snyder Lane and Keiser Avenue, Option 2 in the agenda report.
Public Comment: None.
ACTION: By Consensus (none opposed, Callinan absent), City Council directed staff to
move forward with the recommended action.
9. Consideration of Authorizing the Addition of a Full-Time Property Technician Position
and a Full-Time Community Services Officer Position in the Public Safety Department
and Authorizing the Finance Director to Increase Appropriations in the FY 2018-19
Budget
Public Safety Commander Johnson presented the item. Recommended Action(s): Approve a
resolution authorizing the addition of a full-time Property Technician position and a full-time
Community Services Officer position in the Public Safety Department and authorize the
Finance Director to increase appropriations in the FY 2018-19 Budget.

Public Safety Commander Johnson presented the item. Recommended Action(s): Approve the
participation, capped at two deployments per fiscal year, of Public Safety Officers and an
Engine on out of county mutual aid Strike Team or Task Force assignments.

ACTION: By Consensus (none opposed, Callinan absent) City Council directed staff to
move forward with the Recommended Action.

Councilmember Mackenzie reported he did not attend the meeting.
2. Santa Rosa Plain Groundwater Sustainability Agency (10/11)
Mayor Stafford reported Andy Rogers has been chosen as the GSA administrator,
work continues on the rate study process, Sonoma on Farm Conservation and
Recharge District has applied to LAFCO to be recognized and to get a seat on the
GSA Board. Director of Development Services Pawson reported the board continues
to work through the rate study process and has developed a consumption based
structure.
3. Chamber of Commerce (Board of Directors) (10/16)
Mayor Stafford reported the new chair is Chrissy Knox was elected as Board Chair.
4. Library Advisory Board (10/16)
Councilmember Ahanotu reported the Library Board is seeking volunteers to serve on
the Board.

Mayor Stafford reported the City received its share of funding from the passage of Senate Bill
1 Road Repair and Accountability Act of 2017.
