1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Stafford called the joint regular meeting to order at 5:02 pm, the notice for which being
legally noticed on October 5, 2018.

Absent: None.
Staff present: City Manager Jenkins, Assistant City Manager Schwartz, City Attorney
Marchetta-Kenyon, Development Services Director Pawson, Director of Public Works and
Community Services McArthur, Senior Analyst L. Tacata, Planning Manager Beiswenger,
Sergeant Rick Bates, Community Services Supervisor Bagley, and City Clerk Buergler.
2. PLEDGE OF ALLEGIANCE
Led by Assistant City Clerk Saldanha.
3. PRESENTATIONS
A. Mayor's Certificate of Recognition: Honoring Brookdale Senior Living for Their
Generous Contributions to the Rohnert Park Senior Center.
Mayor Stafford read and presented the certificate to Amanda Martino, Brookdale
Senior Living Executive Director.
B. Mayor's Proclamation: Recognizing October as Domestic Violence Awareness
Month
Mayor Stafford read and presented the Proclamation to Wendy Adams, Director of A
Special Place Preschool-YWCA Sonoma County, who publicized various events
happening in October that support the community's awareness of domestic violence.

4. SSU STUDENT REPORT
Aracely Duron, Senator for Diversity, Sonoma State University (SSU) Associated Students,
Inc. (SSU ASI) reported on, on behalf of Briana Rodriquez, the voter registration drive,
efforts to bridge the gap between student government and the student body, Join Us Making
Progress (JUMP) is coordinating a Sonoma Serves event on October 13, 2018, and the Core
Values Committee is holding the World Café this week.
5. DEPARTMENT HEAD BRIEFING
A. Community Services: Update on Founder's Day 2018 and Announcement on
Halloween Carnival on October 27, 2018 from 12:00 p.m.—5:00 p.m. at Rohnert
Park Community Center 5401 Snyder Lane
City Manager Jenkins report on Founder's Day 2018 (7th annual in recent history).
Cindy Bagley announced the Halloween Carnival.
6. PUBLIC COMMENTS
Fran Otani expressed her concerns regarding a letter she received from the City regarding her
RV parked on gravel in her front yard. She also expressed concern regarding properties in
Rohnert Park that have high weeds and garbage and requested those be addressed.
Robert Silveira expressed his concerns regarding a letter he received from the City regarding

ACTION: By Consensus (none opposed), City Council directed staff to notify Fran Otani
and Robert Silveira when the regulation of recreation vehicles and unattached
trailers are agendized.

1. 2018-127 Approving the Library Boiler and Control System Replacement
Project No. 2018-01, Finding the Project Exempt from CEQA,
Approving and Adopting Plans and Specifications, Authorizing the
Finance Director to Transfer Appropriations in FY 18/19, and
Awarding the Contract to Peterson Mechanical, Inc.
ACTION: Moved/seconded (Mackenzie/Ahanotu)to approve the Consent Calendar.

8. Project Update: Station Avenue (Laulima Development)
Planning Manager Beiswenger presented the item. Recommended Action(s): Receive
presentation on current status and design of the Station Avenue project and provide feedback
to staff.
Public Comment: John McEntagart, Joshua Moore, and Chris Meyer.
ACTION: By Consensus (none opposed), City Council received the presentation.
9. Consideration of a Memorandum of Understanding (MOU)with Clarion Partners
Regarding Cooperation with the Sonoma County Housing Authority to Maintain
Affordability for Existing Residents of the Current Affordable Units at Oak View at
Sonoma Hills

10. Informational Update on Emergency Operations Improvements
City Manager Jenkins presented the item. Recommended Action(s): Receive informational
update on the changes and improvements to emergency operations the City has made over the
last year.

ACTION: By Consensus (none opposed), City Council received the update.
11. PUBLIC HEARING: (NO EARLIER THAN 6PM) (Noticed: 8/28/2018)
Consideration of the Following Approvals to Allow a High-Density Residential Project at
the Southeast Corner of Dowdell Avenue and Business Park Drive (APN 143-040-135):
(1) Mitigated Negative Declaration for Redwood Crossings Project; (2) General Plan
Amendment from Industrial to High Density Residential Designation; and (3)Rezoning
from Industrial(I-L) to High Density Residential (R-H); (4) Development Agreement
between the City and Redwood Crossings RP and Sonoma Media Investments
Planning Manager Beiswenger presented the item. Recommended Action(s): Conduct a Public
Hearing, adopt the resolutions and introduce and waive the first readings of the ordinances: 1)
Resolution approving the Mitigated Negative Declaration for the Redwood Crossings Project
located on the southeast corner of Dowdell Avenue and Business Park Drive (APN 143-040-
135), 2) Resolution approving a General Plan Amendment for the property located on the
southeast corner of Dowdell Avenue and Business Park Drive (APN: 143-040-135) from a
land use designation of Industrial to a Designation of High Density Residential, 3) Ordinance
amending the City of Rohnert Park Zoning Map for the property located at the southeast
corner of Dowdell Avenue and Business Park Drive (APN 143-040-135) from a zoning
designation of Industrial (I-L)to a designation of High Density Residential (R-H), and 4)
Ordinance approving a Development Agreement between the City of Rohnert Park and
Redwood Crossings RP LLC and Sonoma Media Investments LLC for the development of an
the Redwood Crossings Project(APN: 143-040-135).

Applicant Chris Sherri, Redwood Crossing RP, expressed his concerns regarding costs to
build the project and asked if City Council had questions pertaining to the site plan.
ACTION: Moved/seconded (Mackenzie/Ahanotu)to continue the item to give
staff time to negotiate for inclusion of up to 15% affordable housing
units in the project.
Motion carried by the following unanimous 5-0 vote: AYES: Ahanotu,
Belforte, Mackenzie, Callinan, and Stafford,NOS: None, ABSTAINS: None,
ABSENT: None.

Mayor Stafford reported the next Russian River Friendly Landscape program is
February 5, 2019, on kids' watershed education restaurant placemat program, and the
safe medicines disposal continues to be an issue.
2. Sonoma Clean Power(10/4)
Councilmember Belforte reported on electric vehicle charging station infrastructure
program.
3. Golf Course Oversight Committee (10/2)
Vice Mayor Callinan reported the Committee reviewed the Golf Course report and
expressed his concerns regarding CourseCo's compliance with the contract.
C. Other Reports
Sonoma County Transportation Authority/Regional Climate Protection Authority
(SCTA/RCPA) (10/8)
Councilmember Mackenzie reported he did not attend the meeting. However, budgets
were passed and there was a report on the potential impact if Proposition 6 passes.
