A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT 1 TO TASK
ORDER NO. 2017-01 WITH LCA ARCHITECTS FOR ADDITIONAL DESIGN
SERVICES FOR THE WESTSIDE FIRE STATION(PROJECT NO.2004-13)AND
RELATED ACTIONS
WHEREAS, after a qualifications-based selection process and consistent with the
Purchasing Policy,the City entered into a Master Agreement with LCA Architects for Design
Professional Services on June 14, 2016 and Task Order No. 2016-01 for programming services;
and
WHEREAS, under the 2016 agreement the City entered into Task Order No. 2017-01
with LCA Architects for design services of the Westside Fire Station (Project No. 2004-13); and
WHEREAS, Task Order No. 2017-01 was intended for design services, bidding
assistance, and design support during construction, totaling $478,075; and
WHEREAS, during the design process, staff needed to add joint trench and corrosion
protection design services, and negotiated with LCA to provide those services under Task Order
No. 2017-01; and
WHEREAS, LCA Architects completed the construction drawings and the City put the
project out to bid, receiving nine sealed bids at the public bid opening on February 6th, 2018,but
all of the bids greatly exceeded the City's programmed funding; and
WHEREAS, at the City Council meeting on April 24th 2018, City Council rejected all
bids for the Westside Fire Station Project, and on July 10th, 2018 gave staff direction to redesign
the station to fit within the budget; and
WHEREAS, at this point, Task Order No. 2017-01 has $81,988.01 remaining on it for
design support during construction, and an additional $212,195 is required for additional services
staff had LCA provide during the initial design as well as station redesign services; and
WHEREAS,the total amount of Task Order No. 2017-01 with the amendment will
become $699,270; and
WHEREAS,the City Council considered Amendment 1 to Task Order No.2017-01 at its
duly noticed regular meeting of November 13th, 2018.
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that it does hereby authorize the City Manager to execute Amendment 1 to Task Order No.
2017-01 by and between LCA Architects, a California Corporation, and the City of Rohnert Park,
a municipal corporation, for additional design services in an amount not to exceed two hundred
and twelve thousand one hundred and ninety-five dollars and no cents($212,195.00).
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed
to take all actions to effectuate the amended Task Order on behalf of the City of Rohnert Park,
including execution, if necessary, in substantially similar form to the Task Order Amendment
1
attached hereto and incorporated by this reference as Exhibit"A," subject to minor modifications
by the City Manager or City Attorney.
BE IT FURTHER RESOLVED the Finance Director is authorized to increase
appropriations to the Task Order to a total of$690,270.00.

AUTHORIZATION OF ADDITIONAL DESIGN SERVICES AND SUPPORT FOR THE
WESTSIDE FIRE STATION(Project No. 2004-13)
SECTION 1 —PURPOSE
The purpose of this Amendment 1 to Task Order No. 2017-01 ("Amendment") is to authorize
and direct LCA Architects to proceed with the work specified in Section 2 below in accordance
with the provisions of the MASTER AGREEMENT between the City of Rohnert Park("City")
and LCA Architects ("Consultant") dated June 14, 2016.
SECTION 2—SCOPE OF WORK
The additional items authorized by this Amendment are presented in Exhibit"A,"attached
hereto and incorporated herein.
SECTION 3—COMPENSATION AND PAYMENT
Compensation shall be as provided in the MASTER AGREEMENT between the parties
referenced in SECTION 1. The additional cost for the additional services as set forth in
SECTION 2 shall be actual costs(time and materials)based on Consultants' standard labor
charges in accordance with the provisions of the MASTER AGREEMENT and as shown in
Exhibit"B"attached hereto and incorporated herein, for an amount not-to-exceed $212,195.
Total compensation under Task Order No. 2017-01 and this Amendment shall not exceed
$690,270.
SECTION 4—TIME OF PERFORMANCE
The work described in SECTION 2 shall be completed by December 31, 2019, or as extended by
the City Engineer or her designee.
SECTION 5—ITEMS AND CONDITIONS
All items and conditions contained in the MASTER AGREEMENT for professional services
between City and Consultant are incorporated by reference.

DESCRIPTION: Requesting additional services as follows:
Provide redesign and rebid services for the new Fire Station 3. The construction cost budget
shall be discussed and determined based on costs occurred to date.
A. Schematic Design/Design Approvals
1. Schematic architectural floor plan and site plan design.
2. Prepare architectural elevations and sections.
