Mayor Stafford called the joint regular meeting to order at 5:02 p.m., the notice for which being
legally noticed on November 8, 2018.

4. SSU STUDENT REPORT
Briana Rodriquez, Legislative Representative, Sonoma State University (SSU) Associated
Students, Inc. (SSU ASI) reported on various issues such as housing affordability resolutions,
political efficacy efforts, hunger and homeless awareness week, culture fest events, friends
and family weekend, 2025 graduation initiatives, recent poor air quality concerns on campus,
interests surrounding active shooter plans and announced upcoming budget forums being held
from 2:00 p.m.to 4:00 p.m. on November 27, 2018.
5. DEPARTMENT HEAD BRIEFING
A. Public Works: 2018 Report and Energy and Home Audit Program
Environmental Coordinator Bennett provided a brief report and presentation on the
Rising Sun Energy program.

For the record, Vice Mayor Callinan stated Rohnert Park has more affordable housing
per capita than any other city out of the nine cities in the surrounding area.
8. Discussion and Direction on an Appendix to the Purchasing Policy: Emergency and
Disaster Purchasing Policy
Purchasing Agent Smith presented the item. Recommended Action(s): Provide direction to
staff to finalize the proposed Appendix to the Purchasing Policy: Emergency and Disaster
Purchasing Policy and return to City Council for adoption.
Public Comments: None.
ACTION: By Consensus (none opposed), City Council directed staff to add a provision
allowing authorization through electronic or verbal means when the Mayor or a
Councilmember is physically unavailable to provide a signature and bring back
the final Appendix to the Purchasing Policy: Emergency and Disaster
Purchasing Policy for adoption at a future City Council meeting.

9. Consideration of Declaring a Homeless Shelter Crisis to Ensure City Eligibility for Full
Range of Homeless Funding Available through the Homeless Emergency Aid Program
Assistant City Manager Schwartz presented the item. Recommended Action(s): Adopt a
resolution declaring a shelter crisis to make Rohnert Park eligible for the full range of
homeless funding available through the Homeless Emergency Aid Program.

City Manager to sign an agreement with SDI Presence LLC for Consulting Services to
Improve Business Processes and Use of Information Technology.

17.06 (Land Use Regulations) to Implement a Form-Based Code for the Downtown
District Amenity Zone (File No. PLMC18-0003) (CEQA Review: Consistent with
Environmental Impact Report for the Central Rohnert Park Priority Development

Planning Manager Beiswenger presented the item. Recommended Action(s): Conduct a Public
Hearing and introduce and waive the first reading of an ordinance to (1) Amend the Rohnert
Park Zoning Map to alter the boundaries of the Downtown District Amenity Zone (DDAZ);
and (2) Amend Chapter 17.06 (Land Use Regulations) of the Rohnert Park Zoning Ordinance
to rescind and replace Article XIII (Downtown District Amenity Zone (DDAZ))to implement
Form-Based Code provisions.)

Station LLC.

project and answered questions from Council.

Mata, Aaron Hadzess, Victor MiBell, Kevin Robinson, Jacob Haberman, Lisa Orloff, Robert
Weinstein, Kyle Swarers, Lois Campton, Javier Banuelos spoke on behalf of various local
labor unions, apprenticeship programs and new businesses in support of the project and
encouraged hiring local contractors.
Chris Meyer and Teri Shore (Greenbelt Alliance) expressed their concerns regarding
affordable housing.

in favor of future discussions.

Consideration of the Following Approvals to Allow a High-Density Residential Project at
the Southeast Corner of Dowdell Avenue and Business Park Drive (APN 143-040-135):
(1) Mitigated Negative Declaration for Redwood Crossings Project; (2) General Plan
Amendment from Industrial to High Density Residential Designation; and (3) Rezoning
from Industrial (I-L) to High Density Residential (R-H); (4) Development Agreement
between the City and Redwood Crossings RP and Sonoma Media Investments
Development Services Director Pawson presented the item and noted an error in the staff
report regarding the estimated number of units under the ten percent of units reserved for
moderate income earners which should read as approximately 16 units instead of
approximately 12 units. Recommended Action(s): Conduct a Public Hearing, adopt the
following resolutions and introduce and waive the first readings of the ordinances:
1. Resolution approving the Mitigated Negative Declaration for the Redwood Crossings
Project located on the southeast corner of Dowdell Avenue and Business Park Drive
(APN 143-040-135)
2. Resolution approving a General Plan Amendment for the property located on the
southeast corner of Dowdell Avenue and Business Park Drive (APN: 143-040-135)
from a land use designation of Industrial to a Designation of High Density Residential
3. Ordinance amending the City of Rohnert Park Zoning Map for the property located at

City Attorney Marchetta-Kenyon presented the item and reported that a Council
Subcommittee created by the City Council consisting of the Mayor and Vice Mayor has
recommended the salary adjustments proposed by staff. Recommended Action(s): Approve
the attached resolution approving the City Manager Employment Agreement between the City
of Rohnert Park and Darrin Jenkins ("Agreement").
