2018/05/30 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION SPECIAL MEETING MINUTES May 30,2018 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding. Call To Order Roll Call Declaration of Abstention Acknowledgement of Public Noticing Approval of Minutes Unscheduled Public Appearances Conditional Use Permit File No. PLUP18-0002 Matthew Moore for GTE Chairperson Adams called the meeting of the special session to order at approximately 6:00 p.m. with Chairperson Adams leading the pledge. Present: (4) Commissioners: Commissioner Adams, Commissioner Blanquie, Commissioner Giudice and Commissioner Haydon were present. Commissioner Borba was excused. Planning Manager, Jeff Beiswenger, Technical Advisor, Brett Bollinger, Recording Secretary, Sonia Espino and Office Assistant, Kelsey Bracewell were present. None. Chairperson Adams acknowledged the posting of the Agenda of this meeting in three (3) public places, per the requirements of the Brown Act. None . None. CONSIDERATION OF RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR A WIRELESS ANTENNA STRUCTURE AND AN ENCLOSURE FOR SUPPORTING ELECTRONIC EQUIPMENT LOCATED AT 5210 COMMERCE BOULEVARD (APN 143-021-014) Mobilnet of California LP Planning Manager, Jeff Beiswenger presented the staff report. He provided the Verizon Wireless project description as follows: • Demo existing Monopole Wireless Antenna Structure • Construct new Monopole Wireless Antenna Structure • Collocate existing Antennas with new Antennas No Changes to: • Existing Building Footprint • Site Circulation • Rear Parking Mr. Beiswenger noted that at the May 10, 2018 Planning Commission meeting, the following action was taken: Planning Commission Minutes May 30 , 2018 Matters from Planning Commissioners Matters from Planning Staff Adjournment Motion and second to table the item pending further information as follows : • Purpose and need of additional height • Location of all existing "cell towers" and heights thereof in the city • Confirmation of Verizon coordination with AT&T regarding site landscaping and maintenance • Maintain original Condition 12 Mr. Beiswenger further noted that there are federal (FCC) regulations in place that provide for timely processing of these types of applications . More specifically the FCC "shot clock" would require action within 150 days . The current timeline would apply: • Application complete in early February • Shot clock deadline: July 7 • City Council decision : June 26 • Noticing deadline : June 13 • Appeal deadline: June 11 • Planning Commission action : May 30 The City has received an agreement from the applicant waiving the shot clock timeframe and requesting an extension of the July 71h deadline to September 7, 2018. To allow for processing and time for a possible appeal and noticing, the Planning Commission would need to hear the item prior to July 26, 2018. Mr. Beiswenger recommended the following action: Table Item to: • Allow for Verizon to negotiate with AT&T • More time for applicant to produce information requested by Commission • Hold a subsequent meeting with representative from Verizon present Chairperson Adams opened the public hearing . Matthew Moore was recognized and spoke briefly to the Commission. Chairperson Adams closed the public hearing. ACTION: Moved/seconded (Haydon/Bianquie) to continue the item to the July 26, 2018 Planning Commission meeting. Motion carried by the following unanimous 4-0 vote: AYES: Adams, Blanquie, Giudice, Haydon; NOES: None; ABSTAIN: None; ABSENT: Borba None.
