June 14, 2018
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p .m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding.

Chairperson Adams called the meeting of the special session to order at
approximately 6:00p.m. with Chairperson Adams leading the pledge.
Present: (4) Commissioners: Commissioner Adams, Commissioner Borba ,
Commissioner Giudice and Commissioner Haydon were present. Commissioner
Blanquie was excused .
Director of Development Services, Mary Grace Pawson, Technical Advisor, Brett
Bollinger and Recording Secretary, Suzie Azevedo were present.
None .
Chairperson Adams acknowledged the posting of the Agenda of this meeting in
three (3) public places, per the requirements of the Brown Act.
ACTION: Moved/seconded (Giudice/Haydon) to approve the minutes of the
March 22, 2018 regular Planning Commission meeting as presented.
Motion carried by the following unanimous 3-0 vote: AYES: Adams, Giudice,
Haydon; NOES: None; ABSTAIN: None; ABSENT: Blanquie.
Commissioner Borba arrived 6:10pm .

CONSIDERATION OF RESOLUTION 2018-33 RECOMMENDING TO THE CITY
COUNCIL THE APPROVAL OF A TENTATIVE SUBDIVISION MAP AND
DEVELOPMENT AREA PLAN TO ALLOW THE SUBDIVISION AND
DEVELOPMENT OF PROPERTY (COMMONLY KNOWN AS THE GEE
PROPERTY) LOCATED SOUTH OF KEISER AVENUE AND WITHIN THE
UNIVERSITY DISTRICT SPECIFIC PLAN AREA (APN 045-253-009 THRU -012)
Technical Advisor, Brett Bollinger, presented the staff report. He provided a
project overview as follows:
• 6.2 Acre Project Site
• 42 New Single-Family Home Lots
• 3 Floor Plans
• 3 Architectural Styles per Plan

• 9,814 sq.ft. Water Quality Detention Basin
• Subdivision Map Infrastructure Improvements
The Tentative Map includes :
• New Onsite Roadway
• Private Lane Connections
• Keiser Avenue Widening
• Water Basin Maintenance
• Park Land Dedication
• Affordable Housing Obligation
• Offsite Improvements
Mr . Bollinger also provided architectural and site plan details as well as a narrative
on the various floor plan types. He noted that the following conditions have been
revised:

• #66 (sewer line construction) Changes timing requirement of sewer line in
Keiser (8" line) versus Snyder (12" line); Works with City's roadway
improvement schedule; Works with Signature 's timing on home
construction
• #126 (pathway to school); Sentence added to relate to GOA #1 04; If school
district rejects pathway, then this GOA is not needed
RECOMMENDED ACTION(S): Receive staff report, open public hearing,
consider all testimony, adopt Resolution No . 2018-33 , recommending to the City
Council the approval of a Tentative Subdivision Map and Development Area Plan
(Bristol) to allow the subdivision and development of property (commonly known
as the Gee property) located south of Keiser Avenue and within the University
District Specific Plan Area (APN 045-253-009 THRU -012)
Comments, concerns and discussion items from the Commission included:
• Are there any provisions in the code that allow/requirement for a certain
number of single story plan types to be included in a
"subdivision/development area plan "?
• Variety and mix of housing types; single story versus two story plan types;
desireable housing types as it relates to location and proximity to schools.
• Age in place housing .
• Connectivity between subdivisions and school property.
Steve Miller, Signature Homes, was recognized and responded to Commission
questions. Key discussion points included:
• Design features; two story component allows for 35% additional backyard
space.
• Proximi t to school desireable .

• Age in place concept ; start out in one phase life and having the ability to
progress into the next phase of life in one housing unit.
• Discussions with school district representatives; receptive to pedestrian
connection to site.
• Developer agreeable to solar installed feature.
Further discussion was held regarding the lack of a single story component in the
plan . There is a need and demand; however Mr. Miller noted that these are
typically "slow sellers" and experience has been that prospective home buyers are
looking for the amenities that a two story plan with the age in place feature offers .
ACTION: Moved by Commissioner Adams to deny recommendation to the City
Council approval of a Tentative Subdivision Map and Development Area Plan
(Bristol) to allow the subdivision and development of property (commonly known
as the Gee property) located south of Keiser Avenue and within the University
District Specific Plan Area (APN 045-253-009 THRU -012) due to the lack of a
single story plan type. The motion failed for the lack of a second. The motion

ACTION: Moved/seconded (Haydon/Borba) to adopt Resolution No . 2018-33,
recommending to the City Council the approval of a Tentative Subdivision Map
and Development Area Plan (Bristol) to allow the subdivision and development of
property (commonly known as the Gee property) located south of Keiser Avenue
and within the University District Specific Plan Area (APN 045-253-009 THRU -
012) with recommended changes as noted.
Motion carried by the following 3-1 vote: AYES: Borba, Giudice, Haydon; NOES:
Adams; ABSTAIN: None; ABSENT:
Commissioner Haydon requested that the following discussion topics be
agendized for further comment and review by the Commission: Single family
variety requirement; update on downtown planning .
Commissioner Giudice commented on a sustainability conference held at Sonoma
Mountain Village.
Director of Development Services, Mary Grace Pawson, commented on the
annual Development Agreement review(s); June 26 1h study session on the Station
Avenue development.
There being no further business, Chairperson Adams adjourned the meeting at
7:10pm.
