MEETING MINUTES
June 28,2018
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding.
Call To Order Chairperson Adams called the meeting of the special session to order at
approximately 6:00 p.m. with Chairperson Adams leading the pledge.
Roll Call Present: (5) Commissioners: CommissionerAdams, Commissioner Blanquie,
Commissioner Borba, Commissioner Giudice and Commissioner Haydon were
present.
Plan ning Manager, Jeff Beiswenger, Plan n er lll, Zach Tusinger and Recording
Secretary, Sonia Espino and Kelsey Bracewell, Office Assistant were present.

Chairperson Adams acknowledged the posting of the Agenda of this meeting in
three (3) public places, per the requirements of the Brown Act.
ACTION: Moved/seconded (Adams/Giudice) to continue approval of the minutes
of the March 29,2018 SPECIAL Planning Commission meeting to the next
meeting.
Motion carried by the following unanimous 5-0 vote: AYES: Adams, Borba

CONSIDERATION OF RESOLUTION 2018.12 RECOMMENDING TO THE CITY
COUNCIL THE AMENDMENTS TO TITLE 17 OF THE CITY OF ROHNERT PRK
MUNtCtPAL COE, SECTTON 17.07.020(N) |NCLUS|ONARY HOUSTNG
Planner lll, Zachary Tusinger presented the staff report. Background information
was provided as follows:
. lnclusionary Housing Ordinance is key tool for affordable housing;
language in code applies to both rental and ownership projects. Sets a percentage (15o/o) of affordable units as part of market rate projects;. Option to pay a fee "in lieu" of building the affordable units;. Fees can be used on new affordable housing or preserving existing units;

June 2018 . Proceed with eliminating rental inclusionary requirement (replace with
nexus fee);. Modify and establish in-lieu fee option and set fee level;. Craft limited exception for a defined geographic area within the downtown
Proposed changes
. Eliminate inclusionary requirement for rentals (will replace with fee). Allow projects of 50 units or less to pay fee (versus building affordable
units). Create exception for downtown.
RECOMMENDED ACTION(S): Receive staff report, open public hearing,
consider all testimony and adopt Resolution 2018-12 recommending to the City
Council the amendments to Title 17 of the City of Rohnert Park Municipal Code,
Section 17.07.020(N) lnclusionary Housing
Lengthy discussion was held between staff and the Commission. Key concerns,
discussion points and comments included:
Consideration and feasibility of extension of current affordability covenants
when they expire; study would need to be conducted.
Utilizing in lieu fees to preserve current affordable units; buy down and
extend covenants, City priority.
Low and very low qualifications for tax credits; very low hard to make
pencil; looking for ways to bridge that gap.
Annual monitoring and transfer fees; mainly used for staff time; would not
be able to be used to generate funds to extend affordability covenants.
SSU moderate units - deficiencies and large need for student and faculty
housing; 36 moderate units in Southeast.
Approximately $200,000 generated from non-residential linkage fee
currently on file, additional $50,000 from Five Creek.
Has there been any studies/analysis conducted to determine what is the
better avenue, in lieu fees or buildout?
ls creating exception for downtown area Station Avenue developer driven?
DA negotiations still ongoing, developer concentrating on funding
amenities versus housing obligations and what the outcome of that might
be given the current amount of affordable units in the area.
Concerns: Not interested in approving amendments without seeing
development application for downtown area and how that looks; nicer
amenities in place of affordable housing should not be the message;
Consensus of the Commission: not favorable on creating exception for
downtown Station Avenue project.
ACTION: Moved/seconded (Haydon/Giudice)to continue the item to the July 12,
2018 meeting based on the grounds of due process and the numerous requests to
conduct a work session on what is being proposed in the downtown area.
