A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROHNERT
PARK, CALIFORNIA, FINDING THAT THE CONSTRUCTION OF THE SMART
MULTI -USE PATH BETWEEN EAST COTATI AVENUE AND COPELAND CREEK
ON CITY -OWNED LAND IS CONSISTENT WITH GENERAL PLAN 2020
WHEREAS, on February 24, 2015 meeting, the City Council authorized a multi -use path
(MUP) easement to SMART for property between 850 feet north of East Cotati Avenue and
Copeland Creek.
WHEREAS, this segment of the MUP will serve as a Class I bicycle trail as identified in
the General Plan and the City Bicycle Master Plan for this location.
WHEREAS, the Planning Commission is appointed by the City Council as the Planning
Agency for the City of Rohnert Park and is required by State law to review and find that all
proposed construction projects initiated by the City are consistent with the adopted General Plan;
and
WHEREAS, since this is a consistency finding, the previous environmental document
for the General Plan is adequate documentation for purposes of the California Environmental
Quality Act (CEQA) and additionally the Sonoma Marin Area Regional Transit agency has
analyzed the environmental impacts of the Multi -Use Trail in its Sonoma -Marin Area Rail
Transit Project Final Environmental Impact Report, dated June 2006, and found that the impacts
were not significant or adopted a Statement of Overriding Considerations for the project with
respect to significant impacts; and
WHEREAS, on April 9, 2015 the Planning Commission reviewed Planning Application
No. PLCF2015-0001 (Finding of Consistency with the General Plan to Construct the SMART
Mulit-Use Path on City -Owned Property), at which time interested persons had an opportunity to
testify either in support or opposition to the project; and
WHEREAS, at the April 9, 2015, Planning Commission meeting, upon hearing and
considering all testimony and arguments, if any, of all persons desiring to be heard, the
Commission considered all the facts relating to Planning Application No. PLCF2015-0001; and
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ROHNERT PARK DOES RESOLVE: that the construction of the SMART multi -use path
between east Cotati Avenue and Copeland Creek on city -owned land is consistent with General
Plan 2020 and incorporates all information and comment provided at its April 9, 2015 public
meeting as part of its finding, including the staff report.
DULY AND REGULARLY ADOPTED on this 91h day of April, 2015 by the City of
Rohnert Park Planning Commission by the following vote:
