A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROHNERT PARK, CALIFORNIA, APPROVING SITE PLAN AND
ARCHITECTURAL REVIEW FOR THE REMODEL OF SOUTHWEST PLAZA
SHOPPING CENTER AT 93 TO 121 SOUTHWEST BOULEVARD
(APN 143-150-049 AND 057)

WHEREAS, the applicant, Tom Jackson for Veale Investment Properties, filed Planning
Application No. PLSR2014-0001 Revised for Site Plan and Architectural Review to allow
building facade improvements, modification to the parking, lighting, two new refuse enclosures
and landscaping on property located at 93 to 121 Southwest Boulevard (APN 143-150-049 and
057), in accordance with the City of Rohnert Park Municipal Code;
WHEREAS, Planning Application No. PLSR2014-0001 Revised was processed in the
time and manner prescribed by State and local law;
WHEREAS, on August 13, 2015, the Planning Commission reviewed Planning
Application No. PLSR2014-0001 Revised at which time interested persons had an opportunity to
testify either in support of or opposition to the project; and,
WHEREAS, at the August 13, 2015, Planning Commission meeting, upon considering
all testimony and arguments, if any, of all persons desiring to be heard, the Commission
considered all the facts relating to Planning Application No. PLSR2014-0001 Revised;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Factors considered. The Planning Commission, in approving Planning
Application No. PLSR2014-0001 Revised, makes the following factors, to wit:
A. That the developments general appearance is compatible with existing development and
enhances the surrounding neighborhood.
Criteria Satisfied. The Southwest Plaza Shopping Center is located on Southwest
Boulevard near the intersection with Commerce Boulevard. The shopping center and
uses in the shopping center are permitted in the C -N Neighborhood Commercial District.
The proposed improvements to the building fagade, parking, refuse enclosures and
landscaping will improve the appearance of the shopping center and bring it up to current
standards.
B. That the development incorporates a variation from adjacent on-site and off-site
structures in height, bulk, and area; arrangement on the parcel; openings or breaks in
the facade facing the street; and/or the line and pitch of the roof.
Criteria Satisfied. The proposed modification to the shopping center building, the
landscaping, parking lot and refuse enclosure will improve the front fagade of the
building and will result in a more attractive shopping center. The architecture of the
building will stand out as an attractive visual element in this commercial complex.
C. That the development will be located and oriented in such a manner so as to provide
pedestrian, bicycle and vehicular connections with adjacent properties, as appropriate,
and avoids indiscriminate location and orientation.
Criteria Satisfied. The shopping center will have good access for pedestrians and
cyclists. Bicycle parking facilities will be included on the site. Two driveways will
provide vehicle access to the center from Southwest Boulevard.
Section 3. Environmental Clearance. The project is categorically exempt from the
California Environmental Quality Act (CEQA), Article 19, Section 15301 (Existing Facilities
Expansion).
NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby
approve Planning Application No. PLSR2014-0001 Revised subject to the following conditions:
1. The Site Plan and Architectural Review approval shall expire one year from the
Planning Commission approval date, unless prior to the expiration a building permit
is issued and construction is commenced and diligently pursued toward completion
and the use is initiated, or an extension is requested and approved.
2. The facility shall comply with any and all applicable provisions of the Rohnert Park
Municipal Code and any state or federal agency.
3. The subject property shall be merged into a single parcel prior to issuance of a
Building Permit.
4. Any landscaping damaged during construction shall be replaced.
5. The parking lot shall be slurry sealed and the parking stalls clearly marked as
shown on Exhibit A.
6. The existing tree on the east side of the shopping center adjacent to the new refuse
enclosure shall be retained.
7. The Two (2) refuse enclosures shall be painted the same color scheme as the
building details subject to approval of the Development Services Director.
8. Prior to the installation of any signs, the applicant shall submit and receive approval
of a Sign Program.
9. Prior to issuance of a Building Permit, the rear area of the building shall be kept
clear of any vehicles, storage or other materials that would restrict flow of Public
Safety equipment behind the building, details subject to approval of the
Development Services Department.
10. There shall be no vending machines or propane tank exchange enclosure located
outside the building.
11. All exterior illumination shall consist of LED energy conserving fixtures.
12. The damaged concrete approaches to the paved parking area shall be repaired or
replaced.
13. The property shall be maintained in a weed free and litter free condition at all times.
14. Bicycle parking shall be installed as required by the Zoning Ordinance and placed
close to the building entrance. Location shall be approved by staff prior to
installation.
BE IT FURTHER RESOLVED that said action shall not be deemed final until the
appeal period has expired and that the appeal period shall be ten (10) working days from the date
of said action. No building permits shall be issued until the appeal period has expired, providing
there are no appeals.
DULY AND REGULARLY ADOPTED on this 13th day of August, 2015 by the City
of Rohnert Park Planning Commission by the following vote:
