2015/08/15 Planning Commission ResolutionPLANNING COMMISSION RESOLUTION NO. 2015-13 A RESOLUTION OF THE PLANNING COMMISSSION OF THE CITY OF ROHNERT PARK DENYING MODIFICATION TO SITE PLAN AND ARCHITECTURAL REVIEW FOR ASPHALT SHINGLE ROOFING MATERIAL IN LIEU OF THE ORIGINALLY APPROVED CONCRETE TILE ROOFING MATERIAL FOR AN 84 UNIT APARTMENT COMPLEX (THE RESERVE) LOCATED ON A 5.4 ACRE SITE ON DOWDELL AVENUE NORTHERLY OF CARLSON COURT (APN 143-040-126 & 127) FILE NO. PLSR2015-0004 WHEREAS, the applicant, Chris Scerri of Bellwether Properties, filed Planning Application No. PLSR2015-0004 proposing a revision to the originally approved plans to provide asphalt shingle roofing material in lieu of the originally approved concrete tile roof material for the 84 unit apartment complex (The Reserve) on a 5.4 acre site fronting on Dowdell just north of the Carlson Avenue extension (APN 143-040-126 & 127), in accordance with the City of Rohnert Park Municipal Code ("RPMC"); and WHEREAS, in conjunction with Application No. PROJ2014-0003, the applicant seeks approval of Site Plan and Architectural Review for modification to the roofing material for the entire Project site, as provided in the Stadium Area Master Plan; and WHEREAS, Planning Application No. PLSR2015-0004 was processed in the time and manner prescribed by State and local law; and WHEREAS, This proposal is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) Class 1 Section 15301 Existing Facilities. No further action is required pertaining to environmental review. WHEREAS, on August 13, 2015, the Planning Commission held a public meeting at which time interested persons had an opportunity to testify either in support or opposition to the proposal; and WHEREAS, the Planning Commission has reviewed and considered the information contained in Planning Application No. PLSR2015-0004 for the proposed Site Plan and Architectural Review modification to the roofing material to provide asphalt shingles in lieu of the originally approved concrete tile roofing material. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Rohnert Park makes the following findings, determinations and recommendations with respect to the proposed modification to the Site Plan and Architectural Review approved by the Planning Commission at its meeting on August 14, 2014: Section 1. The above recitations are true and correct. Section 2 Findings Regarding: Site Plan and Architectural Review — Stadium Area Master Plan. The Planning Commission hereby makes the following findings concerning the Site Plan and Architectural Review — Stadium Area Master Plan proposed by Planning Application No. PLSR2015-0004 pursuant to Rohnert Park Municipal Code section 17.06.390: A. That the developments general appearance is compatible with existing development and enhances the surrounding neighborhood. Criteria Not Satisfied. The originally approved roof material was concrete tile. The modification of the roof material to asphalt shingles would not be compatible with existing apartment development in the area. The apartment complex called Fiori Estates across the street from this proposal has concrete tile roofs. The Reserve should also use concrete tile roofs which is a higher quality material than asphalt shingles and will enhance the appearance of the development. section 3 A public meeting on the proposed modification to Site Plan & Architectural Review was held on August 13, 2015. NOW, THEREFORE, BE IT FURTHER RESOLVED, THAT the Planning Commission does hereby adopt the Findings stated hereinabove and deny the modification to Site Plan and Architectural Review as provided for in Exhibit A and Exhibit B.
