2014/11/13 Planning Commission Minutesr1q ROHNERT PARK PLANNING COMMISSION MINUTES Thursday, November 13, 2014 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Giudice presiding. Call To Order Chairperson Giudice called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Giudice leading the pledge. Roll Call Present: (5) Commissioners: Commissioner Giudice, Commissioner Blanquie, Commissioner Haydon and Commissioner Borba and Commissioner Adams were present. Director of Development Services, Marilyn Ponton, Technical Advisor, Norm Weisbrod, Planner III, Jeff Beiswenger and Recording Secretary, Suzie Azevedo were present. Declaration of Commissioner Giudice stated that due to conflict of interest, he would be Abstention abstaining from items 8.1 and 8.2. Acknowledgement of Chairperson Giudice acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes Minutes from the October 23, 2014 Planning Commission will be considered at the December 9, 2014 Planning Commission Meeting. Unscheduled Public Appearances Site Plan & Architectural Technical Advisor, Norm Weisbrod presented the staff report. Raley's Market is Review located in the Raley's Town Center Shopping Center fronting on State Farm Drive. The property backs up to the Safeway Center fronting on Commerce File No. PLSR2014-0009 Boulevard with a truck and vehicle access aisle way separating the rear area of the two shopping centers. Raley's is remodeling the interior of the market and Mark Marvelli/SKW would also like to remodel the exterior. The exterior remodel will be unique to Architects Rohnert Park and upgrade the appearance of a 1980 building facade. They will be introducing agrarian forms and materials in the new design that incorporates the influence of viticulture and agriculture heritage of the region. Mr. Weisbrod spoke to the specifics of the design and recommended approval. Mark Marvelli/SKW Architects was recognized and spoke briefly to the Commission. Mr. Marvelli noted that the remodel will also include roll up door feature in the front which will house a cafe in the storefront and spoke to the them of agritechture for the design of the remodel. A motion was made by Commissioner Borba, seconded by Commissioner Adams Planning Commission Minutes November 13, 2014 Site Plan $ Architectural Review/Sign Review File No. PLS2014- 0009/PLS12014-0020 Kirstie Moore/Codding Enterprises EIR/General Plan Amendment/Rezone /Tentative Map File No. PROJ2014-0003 Sonoma Media Investments/Press Democrat to adopt Resolution No. 2014-54 approving Site Plan and Architectural Review for Raley's Market, subject to the findings and conditions of approval. The motion passed by a 4-0-1 vote. (AYES: Adams, Blanquie, Borba, Haydon; NOES: 0; ABSTAIN: Giudice) Norm Weisbrod gave the staff report. Raley's Towne Center Shopping Center is proposing minor modifications to the exterior of the shopping center buildings. This will take place about the same time as the remodeling of the exterior of Raley's Market. They are also proposing a Sign Program for the center since none was ever adopted. The property backs up to the Safeway center fronting on Commerce Boulevard with a truck and vehicle access aisle way separating the rear area of the two shopping centers. Mr. Weisbrod reviewed the proposal in detail, outlining the site plan and architectural features/fagade improvements and elements of the sign program. Mr. Weisbrod recommended that the Commission adopt Resolution No. 2014-55 approving Site Plan and Architectural Review/Sign Review for Raley's Towne Center, subject to the findings and conditions of approval. Richard Pope, Sonoma Mountain Village/Codding Enterprises, was recognized and responded to questions and comments from the Commission. Commission consensus was positive to the changes proposed. A motion was made by Commissioner Adams, seconded by Commissioner Haydon to adopt Resolution No. 2014-55 approving Site Plan and Architectural Review/Sign Program for Raley's Towne Center, subject to the findings and conditions of approval. The motion passed by a 4-0-1 vote. (AYES: Adams, Blanquie, Borba, Haydon; NOES: 0; ABSTAIN: Giudice) Mr. Weisbrod presented the staff report. He gave a brief overview of the proposal. The Press Democrat production facility located at 5505 Redwood Drive is located just southerly of Business Park Drive at 5505 Redwood Drive. The 12.7 acre site is developed with a 73,000 square foot industrial building containing the printing and production facility and related offices for the Press Democrat. The applicant proposes to subdivide the property into two parcels. The larger 12.7 acre parcel would contain the existing building. The smaller 3.8 acre parcel consisting of the landscaped setback in front of the building and the south side parking area would be rezoned to C-R Regional Commercial zoning. This requires a General Plan Amendment from Industrial to Regional Commercial, a rezoning from I -L Industrial to C-R Regional Commercial and a Tentative Parcel Map to create the two parcels. Mr. Weisbrod reviewed in more detail each action to be determined by the Planning Commission and noted that there is no development currently proposed. Mr. Weisbrod recommended the following: 1. Resolution No. 2014-50: recommending approval to the City Council of the Mitigated Negative Declaration for the Press Democrat General Plan Amendment, Zoning Amendment, and Tentative Parcel Map. 2. Resolution No. 2014-51: recommending approval to the City Council of amendments to the General Plan Diagram and Table 2.3-1 of the City of Rohnert Park General Plan for a portion of the project site from Industrial to Regional Commercial. 3. Resolution No. 2014-52: recommending approval to the City Council of the Planning Commission Minutes November 13, 2014 proposed rezoning of a portion of the project site from Industrial (I -L) to Regional Commercial (C-R) and amending the City of Rohnert Park Zoning Map. 4. Resolution No. 2014-53: recommending approval to the City Council of the Press Democrat Tentative Parcel Map to allow the subdivision of property located at 5505 Redwood Drive (APN 143-040-112). Discussion was held between staff and the Commission. The applicant, Bill Cooper, Sonoma Media Investments, Andy Bordessa, Engineer and Jean Kapolchok, Land Use Planner representing the applicant were recognized, spoke briefly and responded to questions and comments from the Commission. Commission consensus: Good use of property for the area; concur with rezoning of property to Regional Commercial; will enhance the property and diminish the unsightliness of brown grass area. A motion was made by Commissioner Borba seconded by Commissioner Adams to adopt Resolution No. 2014-50: recommending approval to the City Council of the Mitigated Negative Declaration for the Press Democrat General Plan Amendment, Zoning Amendment, and Tentative Parcel Map. (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSENT: 0) A motion was made by Commissioner Haydon, seconded by Commissioner Borba to adopt Resolution No. 2014-52: recommending approval to the City Council of the proposed rezoning of a portion of the project site from Industrial (I- L) to Regional Commercial (C-R) and amending the City of Rohnert Park Zoning Map. The motion passed with a 5-0 vote. (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSENT: 0) A motion was made by Commissioner Borba, seconded by Commissioner Blanquie to adopt Resolution No. 2014-53: recommending approval to the City Council of the Press Democrat Tentative Parcel Map to allow the subdivision of property located at 5505 Redwood Drive (APN 143-040-112). General Plan Planner III, Jeff Beiswenger presented the staff report. The City of Rohnert Park Consistency is preparing a grant application for funding through the FY 2015-16 Community Development Block Grant (CDBG) Program administered by the Sonoma County File No. PLCF2014-0002 Community Development Commission. Two projects are proposed to be submitted for consideration for CDBG funding: (1) Alicia and Colegio Vista Parks City of Rohnert Park Restroom Rehabilitations and ADA Upgrades, and (2) Sidewalk Access Ramps ADA Upgrades. The funding application requires a certification of projects' consistency with the Rohnert Park General Plan. Mr. Beiswenger reviewed the two proiects in detail and presented the findings for consistencv. A motion was made by Commissioner Adams, seconded by Commissioner Haydon to adopt Planning Commission Resolution No. 2014-56 reporting to the City Council that proposed park and street improvements are consistent with General Plan 2020 and eligible for CDBG and other funding. The motion passed with a 5-0 vote. (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSENT: 0) Items from the Planning Commissioner Haydon brought up for discussion the possibility of holding a Commission collective visionary forum with the City Council.
