2014/03/13 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES Thursday, March 13, 2014 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Giudice presiding. Call To Order Chairperson Giudice called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Giudice leading the pledge. Roll Call Present: (5) Commissioners: Chairperson Giudice, Commissioner Adams, Commissioner Blanquie, Commissioner Haydon and Commissioner Borba were present. Interim Development Services Director, Marilyn Ponton, Recording Secretary, Suzie Azevedo, and Asst. City Attorney, Alexandra Barnhill were present. Declaration of None. Abstention Acknowledgement of Chairperson Giudice acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes A motion was made by Commissioner Adams, seconded by Commissioner Blanquie to approve the January 23, 2014 minutes as corrected: remove duplicate `seconded by'. The motion passed with a 4-0 vote. (AYES: Adams, Blanquie, Haydon, Giudice; NOES: 0; ABSTAIN: Borba). Commissioner Haydon requested that any amendments or corrections be fully documented in the minutes. A motion was made by Commissioner Haydon, seconded by Commissioner Blanquie to approve the February 13, 2014 minutes as presented. The motion passed with a 4-0 vote. (AYES: Adams, Blanquie, Haydon; Giudice; NOES: 0; ABSTAIN: Borba). Unscheduled Public Appearances Public Hearing Marilyn Ponton presented the staff report. The University District Specific Plan (UDSP) is one of five specific plan areas designated in the City's General Plan for University District future development. The UDSP includes approximately 300 acres of lands Specific Plan owned by five property owners (University District LLC, Vast Oak Properties, Amendments Cotati-Rohnert Park Unified School District, Gee, and Linden) in the City of Rohnert Park. In 2006, the UDSP document ("Specific Plan") was approved and Kevin associated General Plan amendments were adopted and implemented. The Pohlson/Brookfield adopted Specific Plan addresses the land use and development standards for the Homes UDSP area, which was annexed to the City in 2006. The approved Specific Plan allowed a maximum of 1,645 residential units (excluding second residential units) and a maximum of 175,000 square feet (so of building area. An Environmental Planning Commission Minutes March 13, 2014 Impact Report (EIR) was prepared and adopted by the City in conjunction with the 2006 approval of the Specific Plan. The applicant, University District LLC, is proposing revisions to the adopted Specific Plan (the "Project"). In general, the changes, which are discussed in greater detail in the staff report, would alter the number of residential units by land use designation, the gross acreage and configuration for each designation, and reduce the total commercial building area. Ms. Ponton outlined the amendments in more detail and recommended approval as noted. Discussion was held between the Commission and staff Chairperson Giudice opened the public hearing. Kevin Pohlson, Brookfield Homes, was recognized and responded to questions from the Commission. Further discussion was held between the Commission, staff and applicant. A motion was made by Commissioner Borba, seconded by Commissioner Adams to adopt Resolution No. 2014-13 recommending to the City Council rescission of Resolution Nos. 2006-144 (Tentative Map - U.D. LLC), 2006-145 (Tentative Map - Vast Oak), 2006-146 (Development Area Plan - U.D. LLC), and 2006-147 (Development Area Plan - Vast Oak). The motion passed with a 5-0 vote (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSTAIN: 0) A motion was passed by Commissioner Haydon, seconded by Commissioner Borba to adopt Resolution No. 2014-07 recommending to the City Council approval of an Addendum to the Final Environmental Impact Report for the University District Specific Plan Project. The motion passed with a 5-0 vote (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSTAIN: 0) A motion was made by Commissioner Blanquie, seconded by Commissioner Haydon to adopt Resolution No. 2014-08 recommending approval to the City Council for an amendment to the General Plan Land Use Diagram and text of the General Plan. The motion passed with a 5-0 vote (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSTAIN: 0) A motion was made by Commissioner Adams, seconded by Commissioner Haydon to adopt Resolution No. 2014-09 recommending approval to the City Council of a revised specific plan for the University District Specific Plan Project. The motion passed with a 5-0 vote (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSTAIN: 0) A motion was made by Commissioner Blanquie, seconded by Commissioner Haydon to adopt Resolution No. 2014-10 recommending to the City Council approval of a Tentative Map to allow for subdivision of property located south of Keiser Avenue, west of Petaluma Hill Road, and north of Rohnert Park Expressway (APN 045-262-001 through -004, 047-131-019, and 047-131-024 and -025). The motion passed with a 5-0 vote (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSTAIN: 0) A motion was made by Commissioner Adams, seconded by Commissioner Borba to adopt Resolution No. 2014-11 recommending to the Citv Council approval of a Planning Commission Minutes March 13. 2014 Tentative Parcel Map to allow the subdivision of property located south of Rohnert Park Expressway, east of J Section, and north of Copeland Creek (APN 047-131- 026 and 047-131-027). The motion passed with a 5-0 vote (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSTAIN: 0) A motion was made by Commissioner Borba, seconded by Commissioner Blanquie to adopt Resolution No. 2014-12 recommending City Council adoption of an ordinance approving an Amended and Restated Development Agreement between the City of Rohnert Park and University District LLC and Vast Oak Properties L.P. for development of the property located south of Keiser Avenue, west of Petaluma Hill Road, and north of Rohnert Park Expressway (APN 045- 262-001 through -004, 047-131-019, and 047-131-024 and -025) and the property located south of Rohnert Park Expressway, east of J Section, and north of Copeland Creek (APN 047-131-026 and 047-131-027). The motion passed with a 5-0 vote (AYES: Adams, Blanquie, Borba, Giudice, Haydon; NOES: 0; ABSTAIN: 0) Items from the Planning Commissioner Haydon spoke about the annual Liveable Cities Conference.
