2014/04/24 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES Thursday, April 24, 2014 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Vice -Chairperson Blanquie presiding. Call To Order Vice -Chairperson Blanquie called the meeting of the regular session to order at approximately 6:00 p.m. with Vice -Chairperson Blanquie leading the pledge. Roll Call Present: (4) Commissioners: Vice -Chairperson Blanquie, Commissioner Adams, Commissioner Borba and Commissioner Haydon were present. Commissioner Giudice was excused. Technical Advisor, Norm Weisbrod and Recording Secretary, Suzie Azevedo were present. Declaration of None. Abstention ......... .......... ..... Acknowledgement of __. ._ u.....� -. Vice -Chairperson Blanquie acknowledged the posting of the Agenda of this Public Noticing meeting in three (3) public places, per the requirements of the Brown Act. Approval of Minutes A motion was made by Commissioner Haydon, seconded by Commissioner Adams to approve the April 10, 2014 minutes as corrected: Revise `Roll Call' to reflect Chairperson Borba was excused from the meeting. The motion passed with a 4-0 vote. (AYES: Adams, Blanquie, Haydon, Borba; NOES: 0; ABSENT: Giudice). _ Unscheduled Public Appearances Site Plan & Architectural Norm Weisbrod presented the staff report. Mr. Weisbrod reported the applicant, Review Veale Investment Properties, is proposing a general upgrade of the Southwest Plaza Shopping Center located at 93-121 Southwest Boulevard. The remodel will File No. PLSR2014-0001 include new fagade treatment, improvements to the parking lot with an increase in the number of parking stalls, addition of two (2) covered refuse enclosures, Tom Jackson/Veale improved lighting including energy conserving light fixtures, ADA accessibility Investment Properties improvements and new landscaping. Current tenant, Juanita's Market, will expand from 2,267 square feet to 4,846 square feet by merging suites 101, 103 and 113 into their existing suite 93. Suite 113 will be used as storage for the market. Suites 109 and 121 will remain with their existing occupants. Mr. Weisbrod noted that the the expansion of Juanita's Market will include the kitchen which, until recently, served breakfast and lunch in a separate suite in the shopping center. Seating will be provided in the market and outside in front of store. Mr. Weisbrod recommended approval of the proposal, subject to the conditions of approval listed in Resolution 2014-16. Discussion was held between staff and the Commission. The general consensus was that the color alettelschematic for the center, as proposed, was "too bright". Planning Commission Minutes April 24, 2014 Site Plan and Architectural Review File No. PLSR2014-0002 Jim Olmstead for RBS Properties The Commission would like to work with the applicant to possibly tone down the brightness of colors proposed. Tom Jackson, Veale Investment Properties, was recognized. He stated that currently the shopping center is located on two parcels. As part of the project, the lots will be merged to a single parcel and will be submitted prior to building permit application. Mr. Jackson stated that he would be open to suggestion on the color schematic. Further discussion was held. A motion was made by Commissioner Adams, seconded by Commissioner Haydon to approve Site Plan and Architectural Review for the remodel of southwest Plaza Shopping Center located at 93-121 Southwest Boulevard with the following change: Add condition 14. The paint color identified as P3 (Wild Flower) on the lower portion of the building at the North Elevation shall be changed to P2 (Auberge). Staff to work with the applicant to tone down the brightness of color P3 (Wild Flower), if possible. The motion passed with a 4-0 vote. (AYES: Adams, Blanquie, Haydon, Borba; NOES: 0; ABSENT: Giudice). Mr. Weisbrod presented the staff report. Beverly Apartments is a 38 -unit apartment complex at the corner of Beverly Drive and East Cotati Avenue. The three (3) apartment buildings were constructed in 1968, 1969 and 1974. The applicant proposes the addition of two (2) two-bedroom units over each of the two (2) carports serving the building at 8030 Beverly Drive. The area where the two units will be constructed is presently developed as roof top open space with a wrought iron fence surrounding the area. There is no outdoor furniture in the area and it does not appear to be used as a common open space. Mr. Weisbrod reviewed the architectural and site details of the proposal and recommended approvals as conditioned. Discussion was held between the Commission and staff. It was a concern of the Commission that given the history of this site related to fires, the units proposed will not be sprinkled. The applicant's representative, Stan Warner was recognized and briefly spoke to the Commission. Further discussion was held. A motion was made by Commissioner Adams, seconded by Commissioner Haydon, to adopt Resolution No. 2014-21, approving Site Plan and Architectural Review for the addition of two apartment units at the Beverly Apartments located at 8020 to 8050 Beverly Drive with the following condition added: Require that the two units proposed be provided with fire sprinklers. The motion passed with with a 4-0 vote. (AYES: Adams, Blanquie, Haydon, Borba; NOES: 0; ABSENT: Giudice). Items from the Planning Commissioner Haydon reported that the drought forum was well attended and Commission provided excellent presentations on drought issues facing Sonoma County.
