2014/06/12 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES Thursday, June 12, 2014 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Giudice presiding. Call To Order Chairperson Giudice called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Giudice leading the pledge. Roll Call Present: (5) Commissioners: Commissioner Giudice, Commissioner Blanquie, Commissioner Borba,Commissioner Haydon and Commissioner Adams were present. Interim Director of Development Services, Marilyn Ponton, Planner III, Jeff Beiswenger, Technical Advisor, Norm Weisbrod and Recording Secretary, Suzie Azevedo were present. Declaration of Commissioner Giudice indicated that he would be abstaining from Item 8.2. Abstention Chairperson Giudice acknowledged the posting of the Agenda of this meeting in Acknowledgement of Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes A motion was made by Commissioner Borba, seconded by Commissioner Blanquie to approve the May 8, 2014 minutes as corrected: Under Items From the Planning Commission; Commissioner Giudice reported on the Walkability Workshop and under Item 8.2, A motion was made by Commissioner Haydon. The motion passed with a 5-0 vote (AYES: Giudice, Blanquie, Haydon, Borba, Adams; NOES: 0; ABSENT: 0), Unscheduled Public Appearances Site Plan & Architectural Norm Weisbrod presented the staff report. The Park Plaza Shopping Center is Review located at the southeast corner of Commerce Boulevard and Rohnert Park Expressway. The center consists of three buildings. The Safeway Market at the File No. PLSR2014-0005 north end of this shopping center has been remodeled. The remaining buildings in Park Plaza maintain the existing dated design. The owner of the center proposes Bruce Wilson/Caltex exterior renovation of the remaining strip buildings including CVS and the Equities freestanding building. The emphasis of the remodel will focus on improving the roof line, fagade treatment and use of contemporary colors. Also landscaping and irrigation will be upgraded. Mr. Weisbrod provided further details of the proposed changes and recommended approval, as conditioned. Discussion was held between staff and the Commission. A motion was made by commissioner Adams, seconded by Commissioner Blanquie adopt Planning Commission Resolution No. 2014-17, approving Site Plan and Architectural Review for the remodel of Park Plaza shopping Center at Planning Commission Minutes June 12, 2014 Administrative Use Permit File No. PLAP2014-0003 Morty Wiggins/Second Octave Entertainment 6350 to 6400 Commerce Boulevard as conditioned. The motion passed with a 5- 0 vote (AYES: Giudice, Blanquie, Haydon, Borba, Adams; NOES: 0; ABSENT: 0). Commissioner Giudice excused himself from the dias. Norm Weisbrod presented the staff report_ Sonoma Mountain Village (SMV) is a Planned Development that presently consists of office, industrial and commercial uses. The remainder of the site is parking and sport fields. The applicant proposes using the parking areas and a small outdoor area for a series of summer concerts. The proposal was submitted under an Administrative Permit; however, because of the potential of noise impacts to nearby residents, staff is referring this matter to the Planning Commission. Property owners within 400 feet of Sonoma Mountain Village were notified by mail and a legal notice was published in the Community Voice regarding the Planning Commission hearing. Mr. Weisbrod provided operational and event details in the following areas: • Noise Analysis • Security and Medical • Utilities • Parking and Access • Event Dates and Time Mr. Weisbrod recommended approval as conditioned. A brief discussion was held. Vice Chairperson Blanquie, opened the public hearing. The applicant, Morty Wiggins and Lee Smith, were recognized and spoke briefly to the Commission. Mr. Wiggins and Smith responded to questions from the Commission. Richard Pope, representative of Sonoma Mountain Village was also recognized and made a brief presentation to the Commission. The noise Consultant, Luke Saxelby of JC Brennan, spoke briefly regarding the noise analysis conducted. A motion was made by Commissioner Adams, seconded by Commissioner Haydon, to adopt Resolution No. 2014-24 approving Administrative Permit for Sonoma Mountain Village Green Summer Concert Series located at 1100 Vall Planning Commission Minutes June 12, 2014 House Drive, as conditioned. The motion passed with a 4-0 vote. (AYES: Blanquie, Haydon, Borba, Adams; NOES: 0; ABSENT/RECUSED: Giudice). A five minute recess was taken. The meeting reconvened and Commissioner Giudice returned to the dias. The Commission heard Item 9.1 (Old Business) at this time. Old Business Fire Marshall, Dan Adam, was present and informed the Commission of the code requirements related to the fire sprinklers and housing designation for the Beverly PLSR2014-0002 Apartment addition. 8020-8050 Beverly Drive Study Session Planner III Jeff Beiswenger spoke briefly. The Housing Element is one of seven mandated elements of the City's General Plan. The Housing Element presents File No. PLGP2013-0001 the City's plan to meet existing and projected housing needs of the community. A new eight-year time frame has been set by State law with prior timeframes City of Rohnert Park requiring a new or updated Housing Element every five years. A Public Review Draft of the 2014-2022 Housing Element has been prepared for review by the Planning Commission. Once this document has been presented to and reviewed by the Planning Commission and City Council, it will be submitted to the California Department of Housing and Community Development (HCD) for review. The State requires that the updated Housing Element is adopted by Rohnert Park by February 15, 2015. The following is the schedule to adopt the Housing Element by the end of 2014: Forums to consider Public Review Draft Housing Element: • Community Workshop, May 29, 2014. • Planning Commission Study Session, June 12, 2014 • City Council Study Session, July 22, 2014 The City's consultant, Ted Holzem of Mintier Harnish was introduced and made a presentation on the Draft Housing Element 2014-2022. Items from the Planning Commissioner Haydon reported on Ethics training and groundwater forum on the Commission Santa Rosa Plain. Commissioner Giudice reported on the Rotary sponsored beercraft festival in the plaza. Matters from Planning Marilyn Ponton informed the Commission on upcoming activity and meetings.
