A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROHNERT PARK, CALIFORNIA, APPROVING SITE PLAN AND
ARCHITECTURAL REVIEW FOR THE REMODEL OF RALEY'S TOWNE CENTER
AND A SIGN PROGRAM AT 6455 STATE FARM DRIVE (APN 143-051-054)

WHEREAS, the applicant, Kristie Moore for Codding Enterprises, filed Planning
Application No. PLSR2014-0010 and PLSI-2014-0020 for Site Plan and Architectural Review to
allow building facade improvements and a Sign Program for Raley's Towne Center at 6455 State
Farm Drive (APN 143-051-054), in accordance with the City of Rohnert Park Municipal Code;
WHEREAS, Planning Application No. PLSR2014-0010 and PLSI2014-0020 were
processed in the time and manner prescribed by State and local law;
WHEREAS, on November 13, 2014, the Planning Commission reviewed Planning
Application No. PLSR2014-0010 and PLSI2014-0020 at which time interested persons had an
opportunity to testify either in support of or opposition to the project; and,
WHEREAS, at the November 13, 2014, Planning Commission meeting, upon
considering all testimony and arguments, if any, of all persons desiring to be heard, the
Commission considered all the facts relating to Planning Application No. PLSR2014-0010 and
PLSI2014-0020;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Factors considered. The Planning Commission, in approving Planning
Application No. PLSR2014-0010, makes the following factors, to wit:
A. That the developments general appearance is compatible with existing development and
enhances the surrounding neighborhood.
Criteria Satisfied. The new facade treatment for the shopping center will be a substantial
improvement in the appearance of the center. The modification to the building is in
conformance with the City's Design guidelines. The proposed improvements to the
building fagade will enhance the appearance of the shopping center and bring it up to
current standards.
B. That the development incorporates a variation from adjacent on-site and off-site
structures in height, bulk, and area; arrangement on the parcel; openings or breaks in
the fagade facing the street; and/or the line and pitch of the roof.
Criteria Satisfied. Because of the design of the shopping center buildings the roof line
will remain in its current form. Only the color of the roof material will be changed.
C That the development will be located and oriented in such a manner so as to provide
pedestrian, bicycle and vehicular connections with adjacent properties, as appropriate,
and avoids indiscriminate location and orientation.
Criteria Satisfied. The shopping center has excellent vehicular access from major
arterials and is convenient for pedestrians and cyclists. The center also has vehicular and
pedestrian access from the adjacent shopping center fronting on Commerce Boulevard.
Section 3. Factors considered. The Planning Commission, in approving Planning
Application No. PLSI2014-0020, makes the following factors, to wit:
A. That the proposed location of the use is in accordance with the objectives of the zoning
ordinance and the purposes of the district in which the sign is located.
Criteria Satisfied. The shopping center is located in the C-R Regional Commercial
District and the shopping center and uses within the shopping center conform to all of the
requirements of that district.
B. That the proposed location of the sign and the conditions under which the sign would be
operated and maintained will not be detrimental to the public health, safety or welfare, or
materially injurious to properties or improvements in the vicinity.
Criteria Satisfied. The two monument signs are located in an area that will not impact
vehicles, cyclists or pedestrians. The building wall signs will conform to all requirements
of the Zoning Ordinance.
Section 4. Environmental Clearance. The project is categorically exempt from the
California Environmental Quality Act (CEQA), Article 19, Section 15301 Existing Facilities
minor alterations and 15311 accessory structures on -premises signs.
NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby
approve Planning Application No. PLSR2014-0010 and PLSI2014-0020 subject to the following
conditions:
1. The Site Plan and Architectural Review and the Sign Program approval shall expire
one year from the Planning Commission approval date, unless prior to the
expiration a building permit is issued and construction is commenced and diligently
pursued toward completion and the use is initiated, or an extension is requested and
approved.
2. The facility shall comply with any and all applicable provisions of the Rohnert Park
Municipal Code and any state or federal agency requirements.
3. Prior to the installation of any signs, the applicant shall submit and receive approval
of a Sign Review.
4. The property shall be maintained in a weed free and litter free condition at all times.
5. No later than October of 2017, all of the refuse enclosures, on the shopping center
property shall be reconstructed with concrete block walls, a metal roof, drainage to
the sanitary sewer system and metal gates details subject to approval of the
Development Services Department.
6. A Building Permit shall be obtained for all exterior modifications to the building
and site and for all signs.
BE IT FURTHER RESOLVED that said action shall not be deemed final until the
appeal period has expired and that the appeal period shall be ten (10) working days from the date
of said action. No building permits shall be issued until the appeal period has expired, providing
there are no appeals.
DULY AND REGULARLY ADOPTED on this 13th day of November, 2014 by the
City of Rohnert Park Planning Commission by the following vote:
