MINUTES
Thursday, October 24, 2013
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding.
Call To Order
Chairperson Adams called the meeting of the regular session to order at
approximately 6:00 p.m. with Chairperson Adams leading the pledge.
Roll Call
Present: (3) Commissioners: Chairperson Adams, Commissioner Blanquie and
Commissioner Haydon were present. Commissioner Borba and Giudice were
excused.
Development Services Manager, Marilyn Ponton, Technical Advisor, Norm
Weisbrod and Secretary, Suzie Azevedo were present.

Approval of Minutes
A motion was made by Commissioner Blanquie, seconded by Commissioner
Adams to approve the September 12, 2013 minutes as presented. The motion
passed with a 3-0-2 vote. (Commissioner Borba and Commissioner Giudice were
absent.

Technical Advisor, Norm Weisbrod, presented the staff report. The City is

Stadium Area Master Plan or SAMP) to designate the proposed project site as the

project site is comprised of approximately 3.0 acres of a 15.26 acre parcel (APN:
PL2013-047UP
143-040-124) in the southwest corner of the SAMP area. The General Plan land
use designation for the site is Regional Commercial.
City of Rohnert Park
The area of Rohnert Park westerly of Highway 101 lacks a City Public Safety
Facility. To ensure that the City can maintain its goal of providing responses to
emergency calls within four (4) minutes, the City has planned to locate a Public
Safety Facility in the northwest portion of the City. The Environmental Impact
Report (EIR) prepared for the SAMP (SCH # 2005042111) was certified by the
City of Rohnert Park City Council on June 10, 2008. Mitigation Measure 14-1 a of
the SAMP EIR requires dedication to the City of Rohnert Park of a 3 -acre site
within the northwest area of the City for future development of a Northwest Public

This project is proposed to facilitate the Public Safety Facility that is already
anticipated in the SAMP to a location that is central and provides good access.
The relocation of the Public Safety Facility site would not result in an increase in
development intensity and overall land uses planned within the City of Rohnert
Park. It would reduce the total amount of land planned for Regional Commercial
land uses within the SAMP. Mr. Weisbrod recommended approval of the
Resolutions as listed.
A brief discussion was held by the Commission.
Chairperson Adams opened the public hearing.
There being no public comment, Chairperson Adams closed the public hearing.
A motion was made by Commissioner Blanquie, seconded by Commissioner
Haydon to adopt Resolution No. 2013-23 recommending approval to the City
Council of the Negative Declaration for the Public Safety Facility Site General
Plan Amendment and Stadium Area Master Plan Final Development Plan
Amendments. The motion passed with a 3-0 vote. (Commissioner Borba and
Commissioner Giudice were absent).
A motion was made by Commissioner Blanquie, seconded by Commissioner
Haydon to adopt Resolution No. 2013-24 recommending approval to the City
Council of an amendment to the Land Use Diagram of the City of Rohnert Park
General Plan for the Public Safety Facility Site from Regional Commercial to
Public/Institutional. The motion passed with a 3-0 vote. (Commissioner Borba
and Commissioner Giudice were absent).
A motion was made by Commissioner Blanquie, seconded by Commissioner
Haydon to adopt Resolution No. 2013-25 recommending to the City Council
approval of amendments to the City of Rohnert Park Stadium Area Master Plan
Final Development Plan reflecting the change in land use for the Public Safety
Facility Site. The motion passed with a 3-0 vote. (Commissioner Borba and
Commissioner Giudice were absent).
Development Services Manager, Marilyn Ponton provided the staff report. The
applicant is requesting amendments to the General Plan, Zoning Map, and
Stadium Area Master Plan Final Development Plan (hereinafter referred to as the
Stadium Area Master Plan or SAMP) to include the proposed project site in the
SAMP and designate the location for future development of a portion of the high
density residential housing units allocated in the SAMP.
The SAMP Final Development Plan, adopted by the City of Rohnert Park in
February 2008, provides standards for development within the 29.8 acre SAMP
area, which is located in the northwest corner of the City. Land uses within the
boundaries of the SAMP include: High Density Residential (12-24 units/acre),
Commercial -Regional, and Parks/Recreation. The proposed project site is
comprised of 3.0 acres (APN: 143-040-127) in the northwest area of the City,
adjacent to the northeastern boundary of the SAMP. The proposed project site is
currently zoned "P -I" Public Institutional and the General Plan land use
designation for the site is Public/Institutional.

Ms. Ponton summarized the proposal as noted below and recommended
approval:
General Plan Amendment
The project proposes to amend the City of Rohnert Park General Plan Diagram
(General Plan Figure 2.2-1) to change the land use designation of the project site
from Public / Institutional to High Density Residential. Exhibit 1 of Attachment B
shows the proposed change to the General Plan Diagram.
Zoning Amendment
The project proposes to amend the boundaries of the SAMP Planned
Development ("PD") Zoning District, which would require an amendment to the
City of Rohnert Park Zoning Map to change the zoning designation for the project
site from "P -I" to "PD". The rezoning of the project site would allow for residential
land uses. Exhibit 1 of Attachment C shows the proposed amendment to the City
Zoning Map.
Stadium Area Master Plan (SAMP) Final Development Plan Amendment
The project proposes to amend the boundaries of the SAMP PD Zoning District to
include the 3.0 -acre project site. Expanding the SAMP boundaries to include the
project site would increase the acreage of High Density Residential area from
approximately 13.6 acres to 16.6 acres total and the total acreage within the
SAMP would increase from 29.8 acres to 32.8 acres. The SAMP allows for
development of a maximum of 338 housing units. Earlier this year, the City
Council approved the 244 -unit Fiori Estates project within the SAMP. The project
applicant is proposing to utilize the project site in combination with the remaining
2.44 -acre parcel adjacent to the southern boundary of the project site to develop
the additional 94 of the high density residential units allocated in the SAMP. The
adjacent parcel is located within the SAMP boundaries. No increase in the
number of residential units. The project would also require minor amendments to
the text and figures in the SAMP Final Development Plan to reflect the changes in
acreage and boundary adjustments.

Haydon to adopt Resolution No. 2013-26 recommending approval to the City
Council of the Mitigated Negative Declaration for the Redwood Equities General
Plan Amendment, Zoning Amendment, and Stadium Area Master Plan Final
Development Plan Amendments. The motion passed with a 3-0 vote.

Haydon to adopt Resolution No. 2013-27 recommending approval to the City

General Plan for the project site from Public/Institutional to High Density
Residential. The motion passed with a 3-0 vote. (Commissioner Borba and

Haydon to adopt Resolution No. 2013-28 recommending approval of the
proposed rezoning of the project site from Public Institutional (P-1) to Planned
Development (P -D) and amending the City of Rohnert Park Zoning Map. The
motion passed with a 3-0 vote. (Commissioner Borba and Commissioner Giudice
were absent).
A motion was made by Commissioner Blanquie, seconded by Commissioner
Haydon to adopt Resolution No. 2013-29 recommending approval to the City
Council of amendments to the City of Rohnert Park Stadium Area Master Plan
Final Development Plan reflecting the addition of 3.0 acres to the Master Plan.
The motion passed with a 3-0 vote. (Commissioner Borba and Commissioner
Giudice were absent).
