ROHNERT PARK PLANNING COMMISSION
MINUTES
Thursday, February 28, 2013
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding.
Call To Order
Chairperson Adams called the meeting of the regular session to order at
approximately 6:00 p.m. with Chairperson Adams leading the pledge.
Roll Call
Present: (5) Commissioners: Chairperson Adams, Commissioner Borba
Commissioner Armstrong, Commissioner Giudice and Commissioner Haydon
were present. .
Planning and Building Manager, Marilyn Ponton and Secretary Suzie Azevedo
were present.

Acknowledgement of
Chairperson Adams acknowledged the posting of the Agenda of this meeting in
Public Noticing
three (3) public places, per the requirements of the Brown Act.
Approval of Minutes
A motion was made by Commissioner Giudice, seconded by Commissioner
Armstrong to approve the January 24, 2013 minutes as presented. The motion
passed with a 5-0 vote.
Conditional Use
Planning and Building Manager, Marilyn Ponton, presented the staff report. She

stated that the applicant proposes receiving approval for a supermarket in the

vacant market space (old Pacific Market) located at the Mountain Shadows
Shopping Center. At the present time the applicant is not naming a specific

supermarket tenant for the space. However, the applicant believes that the space

can be more effectively marketed if entitlement for a supermarket is obtained.
Ms. Ponton presented the conditions for the new market and outlined the site plan

Chairperson Adams opened the public hearing. Joe Vellutini, representing
Mountain Shadows Plaza was recognized.
Discussion was held between staff, the Commission and the applicant.
Chairperson Adams closed the public hearing.
Key discussion points included: hours of operation, outside seating and BBQ
option, trailer storage, organic waste/compactor.

Haydon to adopt Resolution No. 2013-12, approving a Conditional Use Permit
and Site Plan and Architectural Review for a supermarket in the Mountain
Shadows Plaza shopping center located at 901 Golf Course Drive. The motion
passed with a 5-0 vote.
Norm Weisbrod, Technical Advisor presented the staff report. The City of
Rohnert Park owns 29.8 acres located north of Hinebaugh Creek, south of
Business Park Drive, west of Costco and east of Labath Avenue. The site was
previously occupied by the Rohnert Park Stadium and the City's wastewater
holding ponds. In 1981, the Rohnert Park Stadium was constructed for the
Redwood Pioneers, a team of the California Baseball League that has since been
disbanded. In 1995, the stadium was taken over by the Sonoma County
Crushers. The Crushers folded in 2002 and the stadium was no longer needed,
prompting the City to consider its demolition and replacement with an alternative
use. In September 2004, the City Council declared the property as surplus. In
2008, the Stadium Area Master Plan dated February 6, 2008 was approved for
the 29.8 acre site consisting of the following uses:
• High Density Residential 13.6 Acres up to 338 units
• Commercial Regional 15.7 Acres up to 140,000 sf. of commercial
building area
• Park 0.5 Acres
This current proposal is for the larger 10.09 acre site. This is the result of recent
evaluation by the applicant's engineer and the result of some lot line adjustments
with the adjacent school district property and KRCB radio and television station.
Staff is not aware where the land areas in the Stadium Lands Master Plan
originated and is relying on the current information available.
The Master Plan area is zoned PD Planned Development. Under the Planned
Development zoning, a Conditional Use Permit is required prior to the
construction of any phase of the Master Plan. The intent of the Conditional Use
Permit is to further clarify the details of the development phase and ensure that
each component complies with the established provisions of the district.
The applicant proposes a 244 unit apartment complex consisting of nine (9) three-
story buildings as follows:
• Five Buildings Thirty-two (32) units each 160 Units
• Four Buildings Twenty-one (21) units each 84 Units
Total 244 Units
Mr. Weisbrod reviewed the site and development features and recommended
approval as conditioned.
Chairperson Adams opened the public hearing. The applicant, Tom Allen was
recognized.
Discussion was held between staff, the applicant and the Commission. Key
discussion points included: schools/busing, solar water conservation features,
environmental approaches to projects, gated community, Dowdell
extension/Northwest Specific Plan.

A motion was made by Commissioner Borba, seconded by Commissioner
Armstrong to adopt Resolution No. 2013-07, approving a Conditional Use Permit
and Site Plan and Architectural Review for a 244 unit apartment complex (Fiori
Estates) located on a 11.16 acre site on Dowdell Avenue northerly of Carlson
Court. The motion passed with a 5-0 vote.
