2013/04/25 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES Thursday, April 25, 2013 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding. Call To Order Chairperson Adams called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Adams leading the pledge. Roll Call Present: (5) Commissioners: Chairperson Adams, Commissioner Borba Commissioner Armstrong, Commissioner Giudice and Commissioner Haydon were present. . Planning and Building Manager, Marilyn Ponton, Technical Advisor, Norm Weisbrod and Secretary Suzie Azevedo were present. — — -- _ -- - .... .... .___..... -- — -- --.. - None Declaration of Abstention Acknowledgement of Chairperson Adams acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes None. The minutes of the March 28, 2013 meeting will be presented at the next regularly scheduled meeting. Preliminary Specific Planning and Building Manager, Marilyn Ponton gave a brief background of the Plan — Northwest Northwest Specific Plan Area. She stated that tonite the Commission will be Specific Plan reviewing and providing comment, if any, on the Preliminary Specific Plan for the approximately 87.2 acre site. She introduced Bruce Brubaker of , the city's File No. PL2012-026SP consultant working on the preparation of the Specific Plan document. Mr. Brubaker updated the Commission on activity to date and responded to questions from the Commission. Mr. Brubaker provided an overview of the proposed land City of Rohnert Park use and informed the Commission of future timeframes for the preparation of the Specific Plan. Discussion was held between staff, the Commission and the applicant. Chairperson Adams closed the public hearing. Key discussion points included: hours of operation, outside seating and BBQ option, trailer storage, organic waste/compactor. Consensus: Good plan so far. Marilyn Ponton presented the staff report. Dowdell Avenue is presently constructed from Martin Avenue northerly several hundred feet terminating opposite the Costco building. With the construction of Fiori Estates 244 unit apartment complex, the plan is to construct Dowdell Avenue to Business Park Drive. In order to accomplish this, right-of-way must be obtained from Sonoma Media Investments, LLC (Press Democrat) and C.B. Properties. This property acquisition requires a finding that the acquisition is consistent with the General Plan 2020. A motion was made by Commissioner Adams, seconded by Commissioner Armstrong to adopt Resolution No. 2013-15 advising the City Council that the acquisition of right-of-way from Santa Rosa Press Democrat and C.B. Properties, Inc. for the Extension of Dowdell Avenue to Business Park Drive is consistent with the General plan 2020. The motion passed with a 5-0 vote. Technical Advisor, Norm Weisbrod presented the staff report. The Zoning Ordinance is Chapter 17 of the Rohnert Park Municipal Code. Chapter 17.06 contains the Land Use Regulations. The purpose of the revisions is to simplify the approval process for uses that comply with the requirements of the zoning districts where they are located and are compatible with surrounding uses. In many cases, the current Zoning Ordinance requires conditional use approval for some uses that, from past experience, can be approved as a permitted use or by an administrative permit. This will result in a shorter review process for the business proponent, a lesser fee for the business owner and less time spent on the proposal. Mr. Weisbrod reviewed the proposed changes. Based on the comments of the Commission, staff will revise the proposed changes and advertise the item for a Planning Commission meeting probably the last meeting in May or the first meeting in June. There is a twenty day (20) day advertising period because of the Negative Declaration. A discussion was held by staff and the Commission and comments were provided. Marilyn Ponton provided the staff report. The Planning Commission is charged with the responsibility for ensuring that adopted plans are consistent with goals and policies of the adopted General Plan. The Planning Commission is being requested to review the attached draft Five -Year Capital Improvements Program FY 2013-14 through 2017-18 (CIP) to determine consistency with the General Plan. The CIP is proposed to be adopted by the City Council with the fiscal year 2013-2014 Budget. 2 Planning Commission Minutes April 25, 2013 A motion was made by Commissioner Armstrong, seconded by Commissioner Haydon to adopt Planning Commission Resolution No. 2013-17 reporting to the City Council that the draft Five Year Capital Improvement Program Budget FY 2014-2018 is consistent with the Rohnert Park General Plan 2020. The motion passed with a 5-0 vote.
