2013/05/23 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES Thursday, May 23, 2013 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding. Call To Order Chairperson Adams called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Adams leading the pledge. Roll Call Present: (4) Commissioners: Chairperson Adams, Commissioner Armstrong, Commissioner Giudice and Commissioner Haydon were present. Commissioner Borba was excused. Director of Development Services, Marilyn Ponton, Technical Advisor, Norm Weisbrod and Secretary Sonia Espino were present. Declaration of None Abstention Acknowledgement of Chairperson Adams acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes A motion was made by Commissioner Armstrong, seconded by Commissioner Haydon to approve the March 28th, 2013 minutes as presented. The motion passed with a 4-0 vote. Unscheduled Public Arthur Deicke from 5425 Snyder Lane spoke briefly to Commission about the Appearances status of the Community Service sign located at the corner of Rohnert Park Expressway and Snyder Lane. Site Plan & Architectural Review File No. PL2013-014SR Patrick Eulberg/Apple Norcal LLC Planning Technical Advisor, Norm Weisbrod presented the staff report. Mr. Weisbrod stated that Applebee's is proposing to replace the canvas awnings with metal awnings and replacing signs representing their new logo. The proposal also eliminates the awnings over the two (2) restaurant entrance doors and replaces them with curved metal eyebrows. He went on to state that awnings rather than the striped canvas material will be a red metal color with the Applebee's logo painted on a few of the awnings. Consequently, the existing wall signs on the building will be removed and replaced with new wall signs, and the building walls will be repainted a lighter color. Mr. Weisbrod recommended approval. Chairperson Adams opened the public hearing. The applicant, Patrick Eulberg, Apple Norcal LLC was recognized. A discussion was held between the Commission, staff and the applicant regarding his proposals. Chairperson Adams closed the public hearing. A motion was made by Commissioner Armstrong and seconded by Commissioner Guidice to adopt Resolution No. 2013-16. The motion passed with a 4-0 vote. Norm Weisbrod presented the staff report. He discussed that the proposed changes relate to revisions to the Land Use Regulations of the Zoning Ordinance in order to simplify the approval process for uses that comply with the requirements of the zoning districts. In addition, Mr. Weisbrod stated that passage of this resolution will simplify the approval process for new uses where appropriate and expansion of existing uses. He went on to state that an initial study and negative declaration were prepared for this proposal in accordance with the provisions of the California Environmental Quality Act (CEQA) Guidelines. Chairperson Adams opened the public hearing. Discussion made by Commissioner Adams and Haydon pertaining to these changes being a long time coming and the appreciation of staff for their hard work. A motion was made by Commissioner Haydon, seconded by Commissioner Guidice to adopt Resolution No. 2013-13. The motion passed with a 4-0 vote. Items from the Planning None Commission Matters from Planning Staff Adjournment Chairp r o Sec y Next meeting will be June 13, 2013 with Mary's Pizza, Chucke Cheese's and possible others. On June 27, 2013 staff will be taking the land use plan for input and comment on the University District. There being no further business, Chairperson Adams adjourned the meeting at 6:30 p.m.
