2013/06/13 Planning Commission MinutesA&N R91:01� ' _T�1124�W-ARWILLtZ614 lI'1I1, B&IL91,1L1 MINUTES Thursday, June 13, 2013 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding. Call To Order Chairperson Adams called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Adams leading the pledge. Roll Call Present: (3) Commissioners: Chairperson Adams, Commissioner Giudice and Commissioner Haydon were present. Commissioner Borba and Commissioner Armstrong were excused. Development Services Manager, Marilyn Ponton, Technical Advisor, Norm Weisbrod and Secretary Sonia Espino were present. Declaration of None Abstention Acknowledgement of Chairperson Adams acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes A motion was made by Commissioner Haydon, seconded by Commissioner Guidice to approve the May 23, 2013 minutes as presented. The motion passed with a 3-0 vote. Unscheduled Public Kim Gutzman, 6301 Commerce Blvd spoke briefly to Commission about the Appearances upgrade to the shopping center with Panera Bread & Bakery coming in. Site Plan & Architectural Planning Technical Advisor, Norm Weisbrod presented the staff report. Mr. Review Weisbrod stated that the applicant proposes a 2,250 square foot addition to the existing building. The addition will be added to the rear of the building between File No. PL2013-012SR the rear of the building and the driveway extending along the westerly property line. The addition will include landscaping and maintenance of the dirt area between Chuck E Cheese's and Food Maxx. He went on to state that the Deborah Shannon/CEC shopping center has a surplus of 20 parking spaces, and has more than adequate Entertainment Inc, parking. Furthermore, the signs on the front of the building will consist of the name "Chuck E Cheese's" and the logo consisting of a smiling mouse head. The applicant will also submit an application for a sign program for the center including a new monument sign with Chuck E Cheese's identified on the sign. Mr. Weisbrod recommended approval. Chairperson Adams opened the public hearing. The applicant, Deborah Shannon, CEC Entertainment Inc was recognized. Ms. Shannon spoke briefly about the project and a discussion was held between the Planning Commission Minutes June 13. 2013 Commission, staff and the applicant regarding the proposals. Chairperson Adams closed the public hearing. A motion was made by Chairperson Adams and seconded by Commissioner Guidice to adopt Resolution No. 2013-19. The motion passed with a 3-0 vote. Conditional Use Permit Marilyn Ponton presented the staff report. Mary's Pizza Shack is proposing live for Live Entertainment music for (7) dates in 2013. The music would take place in the patio dining area, and it would start at 5:30pm and end by 8:30pm. The music will be jazz with two PL2013-020UP or three musicians using moderate amplification. The music would cater to adult/family clientele and there will be no cover charge. Mrs. Ponton Cullen recommended approval. Williamson/Mary's Pizza Shack Chairperson Adams opened the public hearing. Discussion took place between Commissioners and staff regarding sound to nearby neighborhoods. It was concluded that the applicant's intent was to create an ambiance for its customers and that the amplified music would not impact nearby neighborhoods. A motion was made by Commissioner Haydon, seconded by Commissioner Guidice to adopt Resolution No. 2013-18. The motion passed with a 3-0 vote. Conditional Use/Site Planning Technical Advisor, Norm Weisbrod presented the staff report. He stated Plan & Architectural that the proposal is to demolish a 10,200 square foot commercial building located Review for Drive-Thru at the north end of the shopping center and replace it with a Panera Bread Bakery Restaurant with a drive thru window. The restaurant would be open Monday through Saturday 6am to Spm, and Sunday 7am to 8pm. Panera serves a wide variety of food PL2013-013SRICUP consisting of sandwiches, salads, soups, and other food items including daily baked bread. Mr. Weisbrod recommended approval of restaurant. Moni Dosanjh/Panera Bread & Bakery Chairperson Adams opened public hearing. Discussion took place between Commissioners, staff and the owner of the Valero Station regarding traffic and landscaping concerns with proposed project. It was concluded that the traffic would not be an issue and that the trees that the Valero owner was concerned about would not be cut down. Panera Bread representatives requested the use of vinyl awnings. The Commissioners recommended metal awnings as the recent approved Chuck E Cheese's and Applebee's. Panera Bread agreed upon the metal awnings. Chairperson Adams closed the public hearing. A motion was made by Commissioner Adams, seconded by Commissioner Haydon to adopt Resolution No. 2013-20, as conditioned. The motion passed with a 3-0 vote. Items from the Planning Commissioner Haydon is now an employee for the Sonoma Water Agency Commission Matters from Planning I Next meeting will be June 27, 2013 to discuss the University District. In addition, Staff there will be a public scoping meeting on June 20, 2013 to review. the Planning Commission Minutes June 13, 2013 Environmental Impact Report for the Northwest Specific Plan Area.
