MINUTES
Thursday, August 22, 2013
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding.
Call To Order
Chairperson Adams called the meeting of the regular session to order at
approximately 6:00 p.m. with Chairperson Adams leading the pledge.
Roll Call
Present: (4) Commissioners: Chairperson Adams, Commissioner Giudice,
Commissioner Haydon and Commissioner Blanquie were present. Commissioner
Borba was absent.
Development Services Manager, Marilyn Ponton, Secretary Suzie Azevedo were
present.
Swearing in of New
Chairperson Adams introduced and provided a brief background on newly

appointed Planning Commissioner Dan Blanquie. Recording Clerk, Suzie
Azevedo, administered the Oath of Office to Commissioner Blanquie.

Abstention
Acknowledgement of
Chairperson Adams acknowledged the posting of the Agenda of this meeting in
Public Noticing
three (3) public places, per the requirements of the Brown Act.
Approval of Minutes
A motion was made by Commissioner Giudice, seconded by Commissioner
Hayton to approve the June 27, 2013 minutes as presented. The motion passed
with a 3-0-1-1 vote. (Commissioner Borba was absent, Commissioner Blanquie
abstained)

Development Services Manager, Marilyn Ponton presented the staff report.
Consistency Finding
With the demise of the California Community Redevelopment Law, the City no
longer has the funds to manage properties that were originally purchased and

managed under Redevelopment. However, the City is still committed to
maintaining those properties for the benefit of low and moderate income

households. The City, therefore, proposes transferring the ownership of the five
(5) properties as listed to the Sonoma County Community Development
Commission. That agency will manage and maintain the properties to the benefit
of low and moderate income tenants. Prior to the transfer of property ownership,
the City must find that the actions are consistent with the Rohnert Park General
Plan 2020. Ms. Ponton stated that based on the analysis and findings of this
report, Staff recommends that the Planning Commission, by motion, adopt
Resolution No. 2013-21 advising the City Council that the Planning Commission

finds that transfer of ownership of the five (5) mentioned properties to the Sonoma
County Community Development Commission is consistent with the General Plan
2020.
A brief discussion and comment session was held by staff and the Commission.
Commissioner Giudice indicated that he would be abstaining from the vote due to
person affiliation with agencies (Cots/Scayd) utilizing these properties and
dissatisfaction with lawmakers in Sacramento who have eliminated
redevelopment funds that support these agencies.
A motion was made by Commissioner Adams, seconded by Commissioner
Blanquie to adopt Resolution No. 2013-21 advising the City Council that the
Planning Commission finds that transfer of ownership of the five (5) mentioned
properties to the Sonoma County Community Development Commission is
consistent with the General Plan 2020. The motion passed with a 3-0-1-1 vote.
