2013/09/12 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES Thursday, September 12, 2013 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding. Call To Order Chairperson Adams called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Adams leading the pledge. Roll Call Present: (3) Commissioners: Chairperson Adams, Commissioner Borba and Commissioner Haydon were present. Commissioner Blanquie and Giudice were excused. Technical Advisor, Norm Weisbrod and Secretary, Suzie Azevedo were present. None Declaration of Abstention Acknowledgement of Chairperson Adams acknowledged the posting of the Agenda of this meeting in Public Noticing three (3) public places, per the requirements of the Brown Act. Approval of Minutes A motion was made by Commissioner Haydon, seconded by Commissioner Borba to approve the August 22, 2013 minutes as presented. The motion passed with a 3-0-2 vote. (Commissioner Blanquie and Commissioner Giudice were absent. Unscheduled Public Appearances Conditional Use Permit Technical Advisor, Norm Weisbrod, presented the staff report. The applicant proposes using a portion of the Buchanan Food Services parcel, PL2013-042UP 5980 State Farm Drive, for a 65 foot high monopole and related ground mounted electrical equipment. The parcel to be leased by the applicant is approximately Michael Mooney for 50 by 50 feet with a 12 foot wide access easement out to State Farm Drive. The Capital Telecom enclosure will include the monopole, an 11 by 20 foot equipment enclosure, future representing AT&T diesel generator, equipment meter bank and four future 10 by 20 foot lease areas for future equipment enclosures. The equipment and monopole is enclosed by a 6 foot high chain link fence with 3 strands of barb wire across the top. As mentioned above, the height of the monopole is 65 feet. However, there is a note that it can be extended to 80 feet. Under the recent modification to the Zoning Code, after an antenna pole receives conditional use approval and is constructed, if it is modified in the future with additional or new antenna structures that does not increase the height of the supporting pole, it can be approved subject to Administrative Review. However, if the height of the pole is increased, than the structure requires a new Conditional Use Permit approval. Ms. Ponton recommended approval of the application as proposed. Planning Commission Minutes September 12, 2013 A brief discussion was held. Chairperson Adams opened the public hearing. Michael Mooney, applicant, was recognized and spoke briefly. Chairperson Adams closed the public hearing. A motion was made by Commissioner Borba, seconded by Commissioner Haydon to adopt Resolution No. 2013-22 approving a Conditional Use Permit to allow mobile phone antenna and related electronic support equipment subject to the findings and conditions of approval. The motion passed with a 3-0-2 vote. (Commissioner Blanquie and Commissioner Guidice were absent. Preliminary Specific The Commission was informed that the applicant, Redwood Equities, has Plan - withdrawn the application to amend the Southeast Specific Plan.
