A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROHNERT PARKO CALIFORNIA, FINDING CONSISTENCY WITH THE
GENERAL PLAN 2O2O FOR PROPERTY PURCHASE AGREEMENT \ryITH THE
SONOMA MARIN AREA RAIL TRANSIT DISTRICT (SMART) FOR A 60 FOOT
STRIP OF LAND SOUTH OF ROHNERT PARK EXPRESSWAY AND NORTH OF
SEED FARM DRIVE

WHEREAS, the City of Rohnert Park proposes entering into a Purchase Agreement with
the Sonoma Marin Rail Transit District (SMART) for a sixty (60) foot wide strip of land south of
Rohnert Park Expressway and North of Seed Farm Drive adjacent to the west side of the
SMART property line (Portion of APN 143-051-044), in accordance with the City of Rohnert
Park Municipal Code;
WHEREAS, Planning Application No. PL20l2-04lGP was processed in the time and
manner prescribed by State and local law;
WHEREAS, on January 24,2013, the Planning Commission reviewed Planning
Application No. PL20l2-04lGP during a public meeting at which time interested persons had an
opportunity to testify either in support of or opposition to the project; and,
WHEREAS, at the January 24,2013, Planning Commission meeting, upon hearing and
considering all testimony and arguments, if any, of all persons desiring to be heard, the
Commission considered all the facts relating to Planning Application No. PL20|2-041GP;
NOWO THEREFORE' THE PLANNING COMMISSION OF THE CITY OF
ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Factors considered. The Planning Commission, in frnding that the
Purchase Agreement with SMART was consistent with the General Plan 2020 makes the
following factors, to wit:
A. TR-H Coordínate wíth regional agencies on transportatíon improvements in the Rohnert
Park Planning Area.
The City has been working with SMART on acquisition of the Seed Farm Drive right-of-way
to develop a transit station adjacent to Rohnert Park Expresswa]¡.
B. TR-33 Encourage the Sonoma County Transportation Authority 6Cf4 b continue in
their efforts to develop commuter raíl servíce along the Northwestern Pacific ríght-of-
way. Work with SCTA to resolve issues regarding commuter rail design and operation in
Rohnert Park, íncluding:
o Location of rail stations
Sale of the Seed Farm Drive right-of-wal¿ to SMART will result in the transit station beine
constructed at this location serving Rohnert Park.
C. TR-34 Undertake a comprehensive study to evaluate and implement a multi-hub transit
corridor along Rohnert Park Expressway with the following characteristics:
o Rail transít station in the vicinity of the Rohnert Park Expressway/Northwestern
Pacific righrof-way.
The transit studl¡ has alread)¡ been completed by SMART. The sale of the Seed Farm Drive
rieht-of-wal/ to SMART will facilitate the construction of the transit station at this location in
conformance with policy TR-34.
Section 4. On February 15,2072, the Board of Directors of the Sonoma-Marin Area Rail
Transit District certified a Supplemental EIR (SCH#2002112033) that identified Rohnert Park
Expressway as an alternative transit station location. No further CEQA action is required for the
sale of the Seed Farm Drive righrof-way to SMART.
NOW THEREFORE BE IT RESOLVED' that the Planning Commission does hereby
finds that the Property Purchase Agreement with SMART is consistent with the General Plan
2020.
DULY AND REGULARLY ADOPTED on this 24th day of January, 2013 by the City
of Rohnert Park Planning Commission by the following vote:

Planning Commission
