A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROHNERT PARK, CALIFORNIA, FINDING CONSISTENCY WITH THE
GENERAL PLAN 2020 TRANSFER OF CITY OWNED SINGLE-FAMILY HOMES
LOCATED AT 7668 BEVERLY DRIVE (APN 143-273-023),309 BURTON AVENUE
(APN 143-252-005), 7783 BURTON AVENUE (APN 143-203-001), 746 BRETT AVENUE
(APN 143-271-049 AND 7982 SANTA BARBARA DRIVE (APN 143-073-005) TO THE
SONOMA COMMUNITY DEVELOPMENT COMMISSION

WHEREAS, the City of Rohnert Park is transferring the ownership of property located at
7668 Beverly Drive (APN 143-273-023, 309 Burton Avenue (APN 143-252-005), 7783 Burton
Avenue (APN 143-203-001), 746 Brett Avenue (APN 143-271-049 and 7982 Santa Barbara
Drive (APN 143-073-005) to the Sonoma Community Development Commission in accordance
with the City of Rohnert Park Municipal Code;
WHEREAS, Planning Application No. PL2013-0037GP was processed in the time and
manner prescribed by State and local law;
WHEREAS, on August 22, 2013, the Planning Commission reviewed Planning
Application No. PL2013-0037GP during a public meeting at which time interested persons had
an opportunity to testify either in support of or opposition to the project; and,
WHEREAS, at the August 22, 2013, Planning Commission meeting, upon hearing and
considering all testimony and arguments, if any, of all persons desiring to be heard, the Planning
Commission considered all the facts relating to Planning Application No. PL2013-0037GP;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Factors considered. The Planning Commission, in finding that the transfer
of ownership of the five (5) above mentioned single-family homes to the Sonoma County
Community Development Commission is consistent with the General Plan 2020 and makes the
following factors, to wit:
A. HO -C Address to the maximum extent feasible the housing needs of all economic
segments of the present and future community,ig ving highest priority to lower income
households.
These properties help address the needs of low and moderate income tenants. Transferring the
ownership to the Sonoma County Community Development Commission will assure that that
commitment will remain.
B. HO -7 Comply with the affordable housing requirements of California Community
Redevelopment Law to maximize the number of affordable units provided;
C. HO -10 Preserve the affordability of the City's existing affordable housing stock.; and
HO -11 Ensure the longterm affordability of units developed or provided with City
assistance.
These five (5) single-family units are part of the City's affordable housing requirement under the
California Community Redevelopment Law. Even though Redevelopment no longer exists,
transferring ownership of the properties to the Sonoma County Community Development
Commission reinforces the City's commitment to maintaining affordable units in Rohnert Park.
Section 3. This proposal is exempt from the requirements of the California
Environmental Quality Act CEQA Article 5 Section 15061 (b) A project is exempt from CEQA
if..
(3) The activity is covered by the general rule that CEQA applies only to projects, which
have the potential for causing a significant effect on the environment. Where it can
be seen with certainty that there is no possibility that the activity in question may
have a significant effect on the environment, the activity is not subject to CEQA.
The sale of the five (5) properties will not have a significant effect on the environment.
NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby
find that the transfer of ownership of the above mentioned five (5) single-family homes to the
Sonoma County Community Development Commission is consistent with the General Plan
2020:
DULY AND REGULARLY ADOPTED on this 22nd day of August, 2013 by the City
of Rohnert Park Planning Commission by the following vote:
