Thursday, October 30, 2012
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Adams presiding.

Chairperson Adams called the meeting of the regular session to order at
approximately 6:00 p.m. with Chairperson Adams leading the pledge.

Commissioner Giudice was absent.
Planning and Building Manager, Marilyn Ponton and Secretary Suzie Azevedo
were present.

Chairperson Adams acknowledged the posting of the Agenda of this meeting in
three (3) public places, per the requirements of the Brown Act.
Planning and Building Manager, Marilyn Ponton, presented the staff report.
ln August 2010, Sonoma Mountain Village was approved as a Planned
Development. ln addition to the Planned Development, a Development
Agreement was adopted by the City Council. The Development Agreement
contains specific requirements and time lines that must be adhered to by the
developer. Sonoma Mountain Village has submitted an application to amend the
following sections of the Development Agreement:
o Section 4.11Park lmprovements B. Soccer Field (1) Developer Obligation.
This section states that the developer, at its sole cost and expense, shall
undertake and complete construction of a Soccer Field and purchase and
install the equipment, all to the City's satisfaction, by the earlier of (i)
December 31,2012 or (ii) issuance of the two-hundredth (200th)
residential building permit for the project. The develooer would like to
extend the Soccer Field Deadline to December 31. 2016.
o Section 4.21 Contribution Toward Public Safety Response Vehicle.
Developer agrees to pay, on or before December 31, 2012, a contribution
of up to Two Hundred Thousand Dollars ($200,000) for the purpose of

The developer would like to extend the deadline for pavment of the Public
Safetv Response contribution until Julv 1. 2013. and to increase the
amount of the contribution to Three Hundred Thousand Dollars
($300.000t.
Ms. Ponton reviewed in detail each of the amendments and stated that based on
the analysis of the report, staff recommends that the Planning Commission, by
motion, adopt Resolution No.2012-25 recommending to the City Council approval
of the proposed second Amendment to the Development Agreement for the
Sonoma Mountain Village Planned Development.
Chairperson Adams opened the public hearing.
Richard Pope, Director of Development for Sonoma Mountain Village, was
recognized and briefly spoke to the Commission.
City Manager, Gabriel Gonzalez, also addressed the Commission regarding the
amendments as proposed.
Chairperson Adams closed the public hearing.
A brief discussion was held.
A motion was made by Commissioner Haydon, seconded by Commissioner
Borba to adopt Resolution No.2012-25 recommending to the City Council
approval of the proposed second Amendment to the Development Agreement for
the Sonoma Mountain Village Planned Development. The motion passed with a
3-0-1 vote (Commissioner Armstrong abstained).
Ms. Ponton gave a brief presentation on the FOCUS/Priority Development Area.
The Metropolitan Transportation Commission (MTC) and Association of Bay Area
Governments (ABAG) are developing a new long-range plan for the nine-county
region, to be known as Plan Bay Area (part of their One Bay Area program),
which will integrate the Sustainable Communities Strategy (SCS) with
Transportation 2035, the regional transportation plan (RTP) that is already in
development. The Priority Development Area (PDA) planning program has been
renamed from the Station Area & Land Use Planning program to reflect the
direction of the Plan Bay Area. The program is intended to increase transit
ridership by creating complete communities and encouraging an intensification of
use near transit stations and transit services. Ms. Ponton updated the
Commission on the City's status with the PDA Program and next steps.
Next meeting: The November 8,2012 and the November 22,2012
inq have been cancelled.
There being no further business, Chairperson Adams adjourned the meeting at
6:42 p.m.
