The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Vice-Chairperson Haydon presiding.

Vice-Chairperson Haydon called the meeting of the regular session to order at
approximately 6:00 p.m. with Chairperson Haydon leading the pledge.
Present: (3) Commissioners: Vice-Chairperson Haydon, Commissioner Borba
and Commissioner Armstrong were present. Commissioner Giudice and
Commissioner Adams were absent.
Planning and Building Manager, Marilyn Ponton and Secretary Suzie Azevedo
were present.
None.
Vice-Chairperson Haydon acknowledged the posting of the Agenda of this
meeting in three (3) public places, per the requirements of the Brown Act.
None.
Upon motion by Commissioner Borba, seconded by Commissioner Armstrong,
the minutes of the February 9,2012, March 22,2012, April 26,2012 and May 10,
2012 regular meeting(s) were approved as presented with a 3-0-2 vote.
(Commissioner Adams and Commissioner Giudice were absent).
Planning and Building Manager, Marilyn Ponton, presented the staff report. The
project property, 415 Rohnert Park Expressway, is currently the Beverly's Outlet
Store and is located between the Target Store and Burlington Coat Factory. The
applicant, 99 Cent Only store, proposes exterior modifications to the storefront
and the loading, pallet storage and refuse area at rear of the building. Ms.
Ponton reviewed the proposed alterations and operational details of the 99 Cent
Store. Ms Ponton recommended approval of the application as submitted.
Representative for the applicant, Craig Schaffer, was recognized and spoke
briefly to the Commission
Further discussion was held.
A motion was made by Commissioner Armstrong, seconded by Commissioner
Borba to adopt Resolution No. 2012-15 approving Site Plan and Architectural
Review for the exterior bu modifications for the 99 Cent Onlv store at 4't 5

Rohnert Park Expressway. The motion passed with a 3-0-2 vote. (Commissioner
Adams and Commissioner Giudice were absent).
Marilyn Ponton presented the staff report. The project property, 6340 Commerce
Boulevard (adjacent to the rear of the Safeway store) currently houses a Sprint
antenna consisting of a 65 high single pole with three (3)four (4)foot Sprint panel
antennas with associated masonry equipment enclosure. The applicant proposes
to remove three existing panel antennas on the structure and install three new
antennas. Ms. Ponton reviewed the details of the antenna modifications and
recommended approval of the application as submitted.
Vice-Chairperson Haydon opened the public hearing. The applicant's
representative, Evan Terbrueggen was recognized and spoke briefly to the
Commission.
Vice-Chairperson Haydon closed the public hearing.
A brief discussion was held by the Commission.
A motion was'made by Commissioner Borba, seconded by Commissioner
Armstrong to adopt Resolution No. 2012-16 approving the Conditional Use Permit
for modification of an existing cellular antenna tower located at 6340 Commerce
Boulevard. The motion passed with a 3-0-2. (Commissioner Adams and
Commissioner Giudice were absent)
Ms. Ponton presented the staff report. She reported that Government Code
Section 65400 mandates that the planning agency of cities submit a annual report
on the status of the General Plan and progress on its implementation to their
legislative bodies, the Governor's Office of Planning and Research (OPR) and the
Housing and Community Development (HCD) by April 1st of each year. The
report must address the City's progress in its General Plan implementation,
including the progress in meeting its share of regional housing needs. The intent
of this requirement is to ensure that the General Plan directs all land use
decisions and remains an effective guide for future development. Ms. Ponton
noted that the information included is provided for compliance with the
Government Code Requirements related to the provision of an annual report on
the status of the Rohnert Park General Plan. Also included is the Supplement to
Housing Element Progress Report, General Plan Amendments and the Housing
Element Progress Report. Ms. Ponton reviewed in more detail the annual report
on the status of the Rohnert Park General Plan for Calendar Year 2011 and
stated that no action is necessary. The report will be forwarded to the City
Council for review and submitted to the State Office of Planning and Research
and the Department of Housing and Community Development.
Commissioner Armstrong had question(s) regarding the trail from SSU to Crane
Creek as identified in the CIP document.
Commissioner Armstrong commented on public art displayed in other
jurisdictions.
