2012/06/14 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES Thursday, June 14, 2012 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Vice -Chairperson Haydon presiding. Call To Order Vice -Chairperson Haydon called the meeting of the regular session to order at approximately 6:00 p.m. with Chairperson Haydon leading the pledge. Roll Call Present: (3) Commissioners: Vice -Chairperson Haydon, Commissioner Giudice and Commissioner Armstrong were present. Commissioner Borba and Commissioner Adams were absent. Planning and Building Manager, Marilyn Ponton and Secretary Suzie Azevedo were present. Declaration of None. Abstention Acknowledgement of Vice -Chairperson Haydon acknowledged the posting of the Agenda of this Public Noticing meeting in three (3) public places, per the requirements of the Brown Act. Unscheduled None. Public Appearances Approval of Minutes Upon motion by Commissioner Armstrong, seconded by Commissioner Giudice, the minutes of the May 24, 2012 Planning Commission Meeting were approved as presented with a 3-0-2 vote. (Commissioner Adams and Commissioner Borba were absent). Sign Review Technical Staff Advisor, Norm Weisbrod, presented the staff report. The project property, 440-490 City Center Drive, is a housing development with 8 commercial File No. PL2012-020SR spaces facing City Center Drive. Burbank Housing is proposing a sign program for the benefit of the commercial tenants in the project. Mr. Weisbrod reviewed Tony Anthony the specifics of the proposed program and recommended that based on the Hoilan&Burbank analysis and findings of the report, the Planning Commission adopt Resolution Housing No. 2012-17 approving a Sign Program for Burbank Housing Development, subject to the findings and conditions of approval. A brief discussion was held by the Commission and staff. A motion was made by Commissioner Armstrong, seconded by Commissioner Giudice to adopt Resolution No. 2012-17 approving Sign Program for Burbank Housing Development subject to the findings and conditions of approval. The motion passed with a 3-0-2 vote. (Commissioner Adams and Commissioner Borba were absent). Planning Commission Minutes Conditional Use Permit Norm Weisbrod presented the staff report. The project property, 5704 Commerce Boulevard, is developed with a 9500 square foot industrial/commercial building. File No. PL2012-022UP The applicant John Fenn, is proposing to occupy a vacant 1900 square foot space within the building for the purpose of warehousing and selling craft beer on-line. John T. Fenn/Beercraft In order to sell beer on-line, the applicant is required by the ABC (Alcohol and Beverage Control) to open a retail store selling craft beer. The front 1/3 of the space will be devoted to the retail sales operation and the remaining space will be offices, storage and shipping and receiving. Mr. Weisbrod recommended Planning Commission of the application and proposal. Vice -Chairperson Haydon opened the public hearing. John Fenn, the applicant, was recognized and responded to Commission questions. Vice -Chairperson Haydon closed the public hearing. A brief discussion was held by the Commission. A motion was made by Commissioner Giudice, seconded by Commissioner Armstrong to adopt Resolution No. 2012-18 approving the Conditional Use Permit for warehousing, on-line sales and on-site retail sales of craft beer .The motion passed with a 3-0-2 vote. (Commissioner Adams and Commissioner Borba were absent) Design Guidelines Ms. Ponton gave a brief background and introduced Roxanna Vargas and Trent Review Greenan. Ms. Ponton reported that City recently contracted with the architectural firm of Vargas Green to prepare Design Guidelines for new development and File No. PL2012-017 remodeling of existing development through the City. Staff has reviewed and commented on several draft versions of the Guidelines and is now forwarding City of Rohnert Park them to the Commission for its consideration and review. Roxanna Vargas and Trent Greenan gave a power point presentation outlining the proposed Design Guideline document. Discussion was held between the architect, staff and the Commission. A motion was made by Commissioner Armstrong, seconded by Commission Giudice, to adopt Resolution No. 2012-19 recommending to the City Council approval of Design Guidelines for commercial, mixed-use and multi -family buildings. The motion passed with a 3-0-2 vote. (Commissioner Borba and Commissioner Adams were absent). Matters from None. Commissioners Matters from Planning The June 28, 2012 meeting has been cancelled.
