A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROHNERT PARK, CALIFORNIA, APPROVING SITE PLAN AND
ARCHITECTURAL REVIEW FOR THE EXTERIOR REMODEL OF A RED LOBSTER
RESTAURANT AT 6440 REDWOOD DRrVE (ApN 143-391-056)

WHEREAS, the applicant, Angel Robinson, GHAS Architects for Red Lobster, filed
Planning Application No. PL201l-037SR for Site Plan and Architectural Review to allow the
exterior remodel of a Red Lobster Restaurant on property located at 6440 Redwood Drive (APN
143-391-0056), in accordance with the City of Rohnert Park Municipal Code;
WHEREAS, Planning Application No. PL2}ll-037SR was processed in the time and
manner prescribed by State and local law;
WHEREAS, on January 26,2012, the Planning Commission reviewed Planning
Application No. PL2011-037SR during a scheduled public meeting at which time interested
persons had an opportunity to testify either in support of or opposition to the project; and,
WHtrREAS, at the January 26,2012, Planning Commission meeting, upon hearing and
considering all testimony and arguments, if any, of all persons desiring to be heard, the
Commission considered all the facts relating to Planning Application No. PL2011-037SR;
NOW, THEREFORE' THE PLANNING COMMISSION OF THE CITY OF
ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Factors considered. The Planning Commission, in approving Planning
Application No. PL20l l-037SR, makes the following factors, to wit:
A. That the developments general appearance is compatible with existing development and
enhances the surrounding neighborhood.
Criteria Satisfied. The subject property is developed with a Red Lobster Restaurant that
was constructed in 1991. The existing restaurant use is permitted in the C-R Regional
Commercial District. The proposed modifications to the exterior of the building and site
will improve the appearance of the building and be an asset to the sunounding
commercial uses in the area.
B. That the development incorporates avariationfrom adjacent on-site and oífs¡s
structures in height, bulk, and area; arrangement on the parcel; openings or breaks in
the façade facing the street; and/or the line and pitch of the roof,
Criteria Satisfied. The proposed remodeling of the building will result in a variation in
the roof line of the building including a tower element, articulation in the façade
including metal awnings, accent wall lights and a tower element to enhance the entrance
to the restaurant building. The architecture of the building will stand out as an attractive
visual element in this commercial complex.
C. That the development will be located and oriented in such a menner so as to provide
pedestrian, bicycle and vehicular connections with adjacent properties, as appropriate,
and avoids indisqiminate location and orientation.
Criteria Satisfied. Red Lobster Restaurant has been in this location for many years and
the location has been conducive to pedestrian and bicycle access. The restaurant is easily
accessible to other commercial development in the area and the location of the restaurant
at a major commercial hub in the city is easily accessible by automobile.
Section 3. Environmental Clearance. The project is categorically exempt from the
California Environmental Quality Act, Article 19, Section 15301 (Existing Facilities).
NOW THEREFORE BE IT RESOLVED, that the Planning Commission does hereby
approve Planning Application No. PL201l-037SR subject to the following conditions:
1. The Site Plan and Architectural Review approval shall expire one year from the Planning
Commission approval date, unless prior to the expiration a building permit is issued and
construction is commenced and diligently pursued toward completion and the use is
initiated, or an extension is requested and approved.
2. The facility shall comply with any and all applicable provisions of the Rohnert Park
Municipal Code and any state or federal agency.
3. Any landscaping damaged during construction shall be replaced.
4. The applicant shall provide a minimum of four (4) bicycle parking spaces adjacent to the
entrance to the building.
5. The landscaping shall be maintained in a neat, weed free, litter free condition at all times.
6. Upon completion of the parking lot slurry coat, all parking on the subject property shall be
restriped in conformance with Exhibit A.
BE IT FURTHER RESOLVED that said action shall not be deemed final until the
appeal period has expired and that the appeal period shall be ten (10) working days from the date
of said action. No building permits shall be issued until the appeal period has expired, providing
there are no appeals.

of Rohnert Park Planning Commission by the following vote:
