A RESOLUTION OF THE PLANNING COMMISSSION OF THE
CITY OF ROHNERT PARK RECOMMENDING TO THE CITY COUNCIL
APPROVAL OF DESIGN GUIDELINES FOR COMMERCIALO MIXED.USE AND
MULTI.FAMILY BUILDINGS
WHEREAS, the applicant, City of Rohnert Park, frled Planning Application No.
PL20l2-017 recommending to the City Council Approval of the Design Guidelines for
Commercial, Mixed-Use and Multi-Family Buildings; and
WHEREAS, Planning Application No. PL20l2-017 was processed in the time and
manner prescribed by State and local law, and
WHEREAS, this project is categorically exempt from the requirements of the California
Environmental Quality Act CEQA Class 1 Section 15301 Existing Facilities because the Design
Guidelines will only apply to specific project sites under new construction or remodeling of
existing structures and an Environmental Determination will be considered on a case by case
basis for each future project.
WHEREAS, on June 14,2012, the Planning Commission held a public meeting at which
time interested persons had an opportunity to testify either in support or opposition to the Design
Guidelines; and
\ryHEREAS, the Planning Commission has reviewed and considered the information
contained in Planning Application No. PL20l2-017 for the proposed Design Guidelines for
Commercial, Mixed-Use and Multi-Family Buildings.
NO\ry, THEREFORE, BE IT RESOLVED that the Planning Commission of the City
of Rohnert Park makes the following findings, determinations and recommendations with respect
to the proposed Design Guidelines for Commercial, Mixed-Use and Multi-Family Buildings:
Section 1. The above recitations are true and correct.
Section 3. Findines Resarding: Desiqn Guidelines for Commercial. Mixed-Use and
Multi-Family. The Planning Commission hereby makes the following findings concerning the
Design Guidelines for Commercial, Mixed-Use and Multi-Family Buildings pursuant to policies
in the General Plan2020:
I. Provide safe, conveníent and comfortable pedestrian connections wíthín
commercial centers and between commercial centers and adjacent sites and
resídential neighborhoods.
Criteria Satisfïed. The Design Guidelines state that all buildings should be sited
to contribute to an active street wall and vibrant pedestrian environment. All
buildings should have active facades with windows and entries facing the street.
2. Minimize the visual dominance of garages by maintaining appropriate
development standards in the Cíty's zoníng and subdivisíon regulations and/or
desígn gddelines.
Criteria Satisfied. The Design Guidelines state that garage doors should be
located and be designed to minimize their visual prominence from public streets.
Garage doors should not be a prominent element on facades.
Section 4. A public meeting on the proposed Design Guidelines for Commercial, Mixed-
Use and Multi-Family Buildings was held on June 14, 2012.
NO\il, THEREFORE, BE IT FURTHER RESOLVED, THAT the Planning
Commission does hereby adopt the Findings stated hereinabove and recommend City Council
approval of the Design Guidelines for Commercial, Mixed-Use and Multi-Family Buildings as
provided for in Exhibit A, in its entirety.
DULY AND REGULARLY ADOPTED on this 14th day of June, 2012by the City of
Rohnert Park Planning Commission by the following vote:
