Thursday, October 27, 2011
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Armstrong presiding.

Chairperson Armstrong called the meeting of the regular session to order at
approximately 6:00 p.m. with Commissioner Armstrong leading the pledge.
Present : (4) Commissioners: Chairperson Armstrong, Commissioner Adams,
Commissioner Haydon and Commissioner Giudice were present. Commissioner
Borba was absent.
Planning and Building Manager, Marilyn Ponton and Secretary Suzie Azevedo
were present.
Commissioner Borba anived at the meeting at 6:08 p.m.
Chairperson Armstrong acknowledged the posting of the Agenda of this meeting
in three (3) public places, per the requirements of the Brown Act.
None
Upon motion by Commissioner Adams, seconded by Commissioner Haydon, the
minutes of the September 8,2011 regular meeting were approved as presented
with a 5-0 vote.
Planning and Building Manager, Marilyn Ponton, presented the staff report. She
.stated that the applicant, Larry Klug, Architect representing the owner, Carl Best,
requests consideration of a one-year extension of planning approvals for Site
Plan and Architectural Review for the property located at6277 Commerce
Boulevard. Ms. Ponton gave a brief summary of entitlements approved in 2006
and noted that the applicant has not been able to acquire tenants for the
proposed building because of the existing economic conditions. Ms. Ponton
recommended approval of the one-year extension.
A brief discussion was held by the Commission. Larry Klug, Architect was
recognized.
A motion was made by CommissionerAdams, seconded by Commissioner
Giudice to adopt Resolution No. 2011-22 approving a one year time extension of
File No.2006-047SR,to the findinos and conditions of a
Municipal Code

The motion passed with a 5-0 vote.
Ms. Ponton gave the staff report. She reported that in 2010, the City updated its
General Plan Housing Element. Several of the programs included in the Housing
Element require an amendment to the City's Zoning Ordinance to implement the
policies and to achieve the goals as set forth. Ms. Ponton provided a brief
summary of the Housing Element policies, the corresponding implementing
programs involving amendments to the text of the Zoning Ordinance and a brief
description of the proposed amendment. Ms. Ponton recommended that the
Planning Commission adopt Resolution 2011-23 recommending approvalto the
City Council for amendments to the text of the Zoning Ordinance.
A brief discussion was held.
Chairperson Armstrong opened the public. There being no comment,
Chairperson Armstrong closed the public hearing.
Discussion between staff and the Commission continued. Key points and
comments included the following:
. Supportive/Transitional Housing - Can transitional housing be located in a
residential zoning district without conditional use permit or Planning
Commission approval?o Page 137, 4.2 - #2 - Single Room Occupancy - clarification regarding term
"Administrative Permit" - "An SRO residential hotel may be permitted or
permitted with approval of an administrative permit". Commission
direction: change to Administrative "Approval".o Parking space reduction for student housing - .5 spaces to be corrected to
read .75 spaces.
A motion was made by Commission Borba, seconded by CommissionerAdams to
continue the matter to the December 8,2011 Planning Commission. The
Comm ission req uested further clarification regardin g the following :
o Prior permit on San Francisco Way brought before the Commission for
recovery facility.. Transitional Housing - consult with City Attorney regarding transitional
housing definition; is it legal to require a notice to be sent to neighbors
when transitional and/or supportive housing is proposed to be established
in a residential neighborhood; are there any restrictions that can be put on
this type of housing.
The motion passed with a 5-0 vote.
Commissioner Haydon reported on a solar "switch" event attended by herself,
Commissioner Giudice and Commissioner Adams held at Sonoma Mountain
Village.
Next meeting: Scheduled for November 10,2011. The November 24,2011
(Thanksgiving) meeting has been cancelled.
