Thursday, Febru ary 10, 2011
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 7:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Armstrong presiding.

Chairperson Armstrong called the meeting of the regular session to order at
approximately 7:00 p.m. with Commissioner Giudice leading the pledge.
Present : (4) Commissioners: Chairperson Armstrong, Commissioner Borba,
Commissioner Guidice and Commissioner Haydon were present. Commissioner
Adams was excused.
Planning and Building Manager, Marilyn Ponton and Secretary Suzie Azevedo
were present.
None.
Chairperson Armstrong acknowledged the posting of the Agenda of this meeting
in three (3) public places, per the requirements of the Brown Act.
Quinn Conklin, RohnertParkPatch, an on-line, community specific news and
information newspaper was recognized and spoke briefly.
Upon motion by Commissioner Giudice, seconded by Commissioner Borba, the
minutes of the December 9, 2010 regular meeting were approved as presented
with a 4-0 vote. (Commissioner Adams was excused).
Upon motion by Commissioner Haydon, seconded by Commissioner Giudice, the
minutes of the January 27,2011 regular meeting were approved with a 4-0 vote
with the following correction: "Chairperson Armstrong" acknowledged the posting
of the Agenda of this meeting. (CommissionerAdams was excused).
Planning and Building Manager, Marilyn Ponton presented the staff report. The
applicant, Brother Built Cycles, is proposing a full service motorcycle repair shop
in an existing industrial building at 635 Martin Avenue, Suite 2. Ms. Ponton
reviewed the operational details of the proposed motorcycle shop and noted that
any road testing of serviced motorcycles would be conducted on Rohnert Park
Expressway, Martin Avenue, Labath Avenue, Business Park Drive, Stony Point
Road and Highway 101. Ms. Ponton stated that based on staff analysis, staff
recommends that the Planning Commission approve the proposed motorcycle
repair shop, subject to the findings and conditions of approval in Resolution 2011-
04.

The owner(s) of Brother Built Motorcycles, Brandon and Shawn James, were
recognized and briefly addressed the Commission.
Chairperson Armstrong closed the public hearing.
After a brief discussion, a motion was made by Commissioner Giudice, seconded
by Commissioner Borba to adopt Resolution No. 2011-04 approving a Conditional
Use Permit to allow a motorcycle repair shop in an existing industrial building
located at 635 Martin Avenue. The motion passed with a 4-0 vote.

Ms. Ponton reviewed the contents of the staff report. She stated that the
applicant proposes moving the martial arts studio from its present location at5677
Redwood Drive to a new location within the city at 10 Enterprise Drive. The
studio gives instruction in severaltypes of karate/kick boxing. Ms. Ponton
reviewed the operational specifics of the martial arts studio and stated that based
on the analysis and findings, staff recommends that the Planning Commission, by
motion adopt Resolution No. 2011-03 approving a Conditional use Permit to allow
a martial arts studio, subject to the finds and conditions of approval.
Chairperson Armstrong opened the public hearing.
Teri Crews, Sonoma County MartialArts Studio, was recognized and spoke
briefly to the Commission.
Chairperson Armstrong closed the public hearing.
A brief discussion was held by the Commission by the Commission and staff.
A motion was made by Commissioner Haydon, seconded by Commissioner
Borba to adopt Resolution No. 2011-03 approving a Conditional Use Permit to
allow a martial arts studio, subject to the findings and conditions of approval. The
motion passed with a 4-0 vote. (Commissioner Adams was excused)
Ms. Ponton updated the Commission on the status of Development projects within
the City. The presentation included status of the following Specific Plans/Planned
Developments:
o Northeast Specific Plan. Sonoma Mountain Villageo University Districto Southeast Specific Plano Wilfred Dowdello Stadium Lando Northwest Specific Plan
