Thursday, June 9,2011
The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 7:00
p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Armstrong presiding.

Chairperson Armstrong called the meeting of the regular session to order at
approximately 7:00 p.m. with Commissioner Borba leading the pledge.
Present : (5) Commissioners: Chairperson Armstrong, Commissioner Giudice
CommissionerAdams, Commissioner Borba and Commissioner Haydon were
present.
Planning and Building Manager, Marilyn Ponton and Secretary Suzie Azevedo
were present.
Chairperson Armstrong acknowledged the posting of the Agenda of this meeting
in three (3) public places, per the requirements of the Brown Act.
None
Upon motion by Commissioner Adams, seconded by Commissioner Giudice, the
minutes of the May 26, 2011 regular meeting were approved as presented with a
3-0-2 vote. (Commissioner Borba and Commissioner Haydon abstained).
Planning and Building Manager, Marilyn Ponton presented the staff report. The
applicant, Jeff Schach, is requesting a Conditional Use Permit to allow an outdoor
cinema on an undeveloped .85 acre parcel located at 6 Padre Parkway. Ms.
Ponton reviewed the operational details of the proposed summer night cinema
series which included, but was not limited, to the following:
o Friday evenings from approximately 8:30 p.m. 10:00 p.m. or shortly
thereafter;o Dates: 2 showings in the month of July, one each in the months of August
and September;o Parking for 50 cars proposed in two rows; seating area for up to 200
people;o 15 x 25 foot lnflatable screen; screen and projector powered by whisper
quiet generator;. 2 signs, maximum 24 square feet each.

Ms. Ponton addressed concerns regarding no¡se, refuse and dust and dirt tracked
onto city streets and noted that conditions of approval have been added to
minimize impacts to the surrounding area. Based on findings in the report, Ms.
Ponton recommended approval of the Resolution 2011-14, conditionally
approving the use permit for 4 outdoor summer cinemas at 6 Padre Parkway.
A brief discussion was held by the Commission and staff.
Chairperson Armstrong opened the public hearing.
The applicant, Jeff Schach, Brain Freeze Yogurt was recognized. Mr. Schach
spoke to the specifics of the cinema series and responded to comments and
questions from the Commission.
Wallace Trujillo, Centreville Homeowners Association President, spoke briefly
regarding minor concerns (disposal of garbage, traffic) and expressed overall
support of the project.
Chairperson Armstrong closed the public hearing.
Discussion was held between staff and the Commission. Key points included:
o Location - Closer proximity to Farmers Market?. Signage - Duration to be displayed.o Hay bales - Removal after each event vs. remaining in place throughout.o Disposal of garbage.
A motion was may by Commissioner Borba, seconded by Commissioner Haydon
to adopt Resolution No. 201 1-14, approving a conditional use permit for outdoor
summer cinema subject to conditions as presented and modifications/additions as
follows:
4. The applicant shall provide refuse containers for use by cinema patrons.
They shall be installed and removed the same day as the cinema. At no
time shall the refuge containers located at the Centreville common area
be utilized for the Summer Cinema events.
6. The applicant may place two (2) 24 square foot signs on the subject property.
The signs may be allowed two (2) weeks prior to the event as shown
and approved on the submitted site plan and shall be rcmoved the day
immediately following the September cinema event (October 1,20111.
10. The applicant shall provide an FM sound system that will permit vehicles to
receive the movie sound on their vehicles FM radios. Patrons in vehicles
shall be informed that the operation of the car motor is not allowed
throughout the cinema showing. Vehicle patrons shall utilize the
auxiliary position on the vehicles electric system to power the FM radio.

18. At any time should the applicant desire to retocate the Summer Cinema
event to a location in closer proximity to the Farmers llflarket, no formal
Planning commission review is necessary, however, approvats shall be
obtained from the Gity through the Parks and Recreation Department
