2011/09/08 Planning Commission MinutesROHNERT PARK PLANNING COMMISSION MINUTES Thursday, September 8, 2011 The Planning Commission of the City of Rohnert Park met this date in a regular session commencing at 6:00 p.m. in the City Hall Council Chambers, 130 Avram Avenue, with Chairperson Armstrong presiding. Call To Order Roll Call Declaration of Abstention Acknowledgement of Public Noticing Unscheduled Public Appearances Approval of Minutes Draft Annex to 2010 Local H azard M itigation Plan for City of Rohnert Park Chairperson Armstrong called the meeting of the regular session to order at approximately 6:00 p.m. with Commissioner Armstrong leading the pledge. Prcsent : (3) Commissioners: Chairperson Armstrong, Commissioner Adams, Commissioner Haydon were present. Commissioner Borba and Commissioner Giudice were absent. Planning and Building Manager, Marilyn Ponton and Secretary Suzie Azevedo were present. Commissioner Borba arrived at the meeting at 6:03 p.m. Chairperson Armstrong acknowledged the posting of the Agenda of this meeting in three (3) public places, per the requirements of the Brown Act. Upon motion by Commissioner Haydon, seconded by Commissioner Borba, the minutes of the August 11,2011 regular meeting were approved as presented with a 3-0 vote. (Commissioner Adams abstained, Commissioner Giudice was absent) Planning and Building Manager, Marilyn Ponton, presented the staff report. She stated that The Disaster Mitigation Act of 2000 requires all cities, counties and special districts to adopt a Local Hazard Mitigation Plan (Plan) to receive disaster mitigation funding from Federal Emergency Management Agency (FEMA). The Plan is intended to facilitate pre-disaster planning activities and help implement measures that will assist the City in preparing for future events rather than focusing on the City's response to natural disasters after they have occurred. The City has elected to participate with the Association of Bay Area Governments (ABAG) (ABAG) and other local governments in the preparation of a Local Hazard Mitigation Plan for the region. This effort will result in ABAG's adoption of the attached Local Government Hazard Mitioation Plan Annex 2010- Tamino Natural Disasters. To continue in the effort, each participating entity must prepare an Annex to the ABAG umbrella document that will address the local potentialfor natural disasters and assess how each entity is to same. A Planning Commission Minutes Matters from Commissioners Matters from Planning Statr Adjournment requirement of the ABAG Local Government Hazard Mitigation Plan document states that the plan shall be updated at least every five years. Ms. Ponton reported that staff has completed the draft Plan and is requesting review of the proposed mitigation measures by the Planning Commission. The Planning Commission may review the plan and recommend approvalto the City Council. Upon City Councilapproval, the Plan will be forwarded to FEMA for review and approval prior to formal incorporation in the larger ABAG document. Ms. Ponton noted that tonite's hearing will serve as one of two opportunities as required for public review and comment on the draft plan. A brief discussion was held. Key comments and discussion points included: o Discrepancy of acreage for total urban lands;o Mitigations for underground natural gas pipelines in response to explosions and failures experienced recently in the City of San Bruno;o Plan is thorough, detailed and informative. Commissioner Adams left the meeting at 6:10 p.m. Commissioner Armstrong opened the public hearing. Commissioner Armstrong closed the public hearing. A motion was made by Commissioner Borba, seconded by Commissioner Haydon to adopt Resolution No. 2011-21 recommending approval to the City Council of the Association of Bay Area Governments report'Taming Natural Disasters" as the City of Rohnert Park's Local Hazard Mitigation Plan with the following amendments: Add footnote regarding changes in acreage; include mitigation for infrastructure fallout due to underground gas pipeline failure. The motion passed with a 3-0 vote. (Commissioner Giudice was absent, Commissioner Adams excused from meeting at 6:10 p.m.) None. Next meeting: Scheduled for October 13,2011. The September 22,2011 meeting has been cancelled. There being no further business, Chairperson Armstrong adjourned the meeting at 6:20 p.m.
