2011/06/23 Planning Commission ResolutionPLANNING COMMISSION RESOLUTION NO. 2011-15 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROHNERT PARK, CALIFORNIA, APPROVING FINDINGS FOR CONFORMITY OF THE 2011 PUBLIC FACILITIES FINANCE PLAN (PFFP) WITH THE CITY'S GENERAL PLAN 2020 \üHEREAS, on July 25, 2000, the City Council approved Resolution No. 2000-152 adopting a comprehensive update of the City's General Plan. WHEREAS, in 2004, the City of Rohnert Park adopted its Public Facilities Finance Plan (PFFP) which outlined a comprehensive program for allocating the cost of construction capital facilities required to support new development; and WHEREAS, the PFFP implemented the City's General Plan policies that call for new development to pay a "fair-share" of the costs of improvements required to serve new development; and \ryHEREAS, this fair share analysis is consistent with California Government Code Section 66000 et. Seq. (the Mitigation Fee Act). WHEREAS, at the June 23, 2011 Planning Commission meeting, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, the Commission considered all the facts relating to Planning Application No. PL20I1-001 Revised, the draft 201I Update to the Public Facilities Finance Plan. NO\il, THEREFORE, THE PLANNTNG COMMISSION OF THE CITY OF ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS F'OLLOWS: Section 1. That the above recitations are true and correct. Section 2. Findings. The Planning Commission is based on the public testimony, its own discussion and analysis, and its review of the staff analysis, the Planning Commission finds that the City's 201I Update to the Public Facilities Finance Plan is in conformity with, and supports the goals and policies established in the Rohnert Park General Plan 2020 as more particularly set forth in the Staff Report dated June 23,2011. Section 3. Environmental Clearance. The project is categorically exempt from the California Environmental Quality Act, pursuant to Califomia Code of Regulations, Article 19 Categorically Exemptions, Section I 5306 Class 6 Information Collection. NO\il THEREFORE BE IT RESOLVED, that the Planning Commission does hereby recommend approval of Planning Application No. PL20l0-001 Revised, 20l l Update to the Public Facilities Finance Plan for Conformity with the City's General Plan.
