REGULAR MEETING MINUTES
Wednesday, March 16, 2017
The Parks and Recreation Commission of the City of Rohnert Park met this date at City Hall,
130 Avram Avenue, City Council Chambers, Rohnert Park, for a regular meeting to commence
at 6:00 p.m.
Call to order
The meeting was called to order by Chair Griffin at 6:06 p.m.
Item 1. Roll Call
Present: Chair Griffin, Vice-Chair Black; Commissioner Bird
Absent: Commissioners Borr and Canterbury
Staff Present: Cindy Bagley, Community Services Manager
John McArthur, Director of Public Works and Community Services
Tom Kelley, General Services Supervisor
Renée Eger, Administrative Assistant
Item 2. Pledge of Allegiance
The Pledge of Allegiance was led by Chair Griffin.
Item 3. Acknowledgment of Meeting Agenda Posting
Community Services Manager Bagley acknowledged posting of the regular meeting agenda in
the required public places per Brown Act requirements.
Item 4. Public Comment
Rohnert Park resident, Karen Carter, addressed the Commission regarding repurposing of the
Alicia Park swimming pool area into a dog park. Ms. Carter stated the pool has been filled and
the building is in disrepair; additionally, she provided the Commission with neighborhood poll
results from an online survey in support ofher request.
Director McArthur advised the Commission could direct staff to put the issue on an upcoming
agenda to address. Chair Griffin advised staff to add to the next regular meeting agenda.
Item 5. Approval of Minutes
The minutes for the Parks and Recreation Commission regular Me.eting January T9,2017 , were
previously approved.
Action: Moved/second (Black/Griffin) to approve, as presente{, the meeting minutes for Special
Meeting February 2,2017. Motion carried with the following 2-0-I-2 vote AYES: Griffin,
Black;NOS: None; ABSTAINS: Bird; ABSENT: Borr, Canterbury.
Action: Moved/second (Bird/Black) to approve, as presented, the meeting minutes for Special
Meeting February 22,2017. Motion carried with the following 3-0-0-2 vote AYES: Griffin,
Black, Bird; NOS: None; ABSTAINS: None; ABSENT: Borr, Canterbury.
Item 6. Parks and Facilities Update
a. Staff Report
General Services Supervisor Kelley provided the Commission with an update on the
maintenance and repairs Public Works crews are working on in the City's parks. The
first phase of the Country Club tree replacement project was recently completed. A
current recruitment is open for Landscape Supervisor.
Commissioner Black commented that many park fields are uneven. Supervisor Kelley
advised that Crews will roll the fields in the coming weeks and then follow-up by
aerating the turf.
Item 7. Sister Cities Committee Update
a. Staff Report
Manager Bagley advised the Commission that a local Rohnert Park student is leaving
today for Rohnert Park's Sister City. Two students will arrive and Manager Bagley
requested a liaison for the welcoming event.
b. Discussion
Commissioner Canterbury had previously been the liaison; Manager Bagley advised
she would check with Commissioner Canterbury on availability.
Item 8. Capital Improvements
^. Staff Report
Director McArthur presented the Commission with a PowerPoint on priority projects
and funding needs.
b. Discussion
Commissioners asked questions regarding some of the projects listed; Director
McArthur provided clarification. The project list will be emailed to the Commission.
Item 9. Agenda Planning
The Commission reviewed the2017 Agenda Plan and confirmed May and September as Workshop
meetings (Special Meeting) in place of Regular Meetings.
Item 10. Matters tolfrom Commissioners
a. Reports to Council
Manager Bagley clarified for the Commission that the Cultural Arts annual report should
include itemized works of arts, rather than buildings or facilities. The reports will be sent
to the Commission for review
b. Summer Recruitment
Manager Bagley the Commission that recruitment for summer programming, including
Aquatics and Camp staff is currently underway.
c. AquaticCoordinatorRecruitment
Manager Bagley advised the Commission that second round interviews for the Aquatic
Coordinator will be held tomorrow.
Manager Bagley advised the Commission that funding is not available in the next fiscal year for
a consultant for the Master Parks Plan.
Director McArthur provided an update to the Commission on the digital billboard at the
Community Center.
Commissioner Black commented that there had recently been problems with hot water
availability at the Sports Center and requested better signage at the front of the building in the
future. Commissioner Black also inquired whether the meeting with the school district regarding
the Joint Use Agreement had occurred. Manager Bagley responded that it had not. Commissioner
Black expressed appreciation and commented that she had recently attended a pottery class at the
Community Center.

There being no further business, Chair Griffin adjourned the special meeting of the Parks and
Recreation Commission at 7 :26 p.m.
