2017/10/23 Parks and Recreation Commission MinutesPARKS AND RECREATION COMMISSION OF THE CITY OF ROHNERT PARK SPECIAL MEETING MINUTES Monday, October 23, 2017 The Parks and Recreation Commission of the City of Rohnert Park met this date at the Community Center Lounge, 5401 Snyder Lane, Rohnert Park, for a special meeting to commence at 5:00 p.m. Call to order The meeting was called to order by Chair Griffin at 5:06 p.m. Item 1. Roll Call Present: Chair Griffin, Vice -Chair Black, Commissioners Borr, Canterbury Absent: Commissioner Bird Staff Present: Cindy Bagley, Community Services Manager Aidan Humrich, Community Services Administrative Assistant Item 2. Pledge of Allegiance The Pledge of Allegiance was led by Chair Griffin. Item 3. Acknowledgment of Meeting Agenda Posting Community Services Manager Bagley acknowledged posting of the special meeting agenda in the required public places per Brown Act requirements. Item 4. Public Comment None. Item 5. Approval of Minutes — Approval of minutes for Parks and Recreation Commission Special Meeting October 5, 2017. Action: Moved/second (Borr/Black) to approve the meeting minutes for Special Meeting of October 5, 2017. Motion carried with the following 4-0-0-1 vote AYES: Griffin, Black, Borr, Canterbury; NOS: None; ABSTAINS: None; ABSENT: Bird. Item 6. Rainbow and Golis Park Design Options a. Discussion and Direction (5-12 year old Structures) Commissioners discussed the playground equipment options for Rainbow Park first, and it was decided that the two design options for the 5-12 year olds were ready to take out for public comment. Next, the three designs for the 5-12 year olds for Golis Park were discussed, and after some conversation, it was determined that the "Nature" theme and "Dr. Suess" theme (5-12 Option 3) were the two that Commissioners wanted to bring to the public for comment. 5-12 Option 4 with the awning was determined to be inappropriate due to the shady conditions in Golis Park. Action: Move/second (Borr/ Black) to forward the "Nature" and "Dr. Seuss" designs for the 5- 12 year old playground at Golis Park for public input. Motion carried by the following 4-0-0-1 vote: AYES: Griffin, Black, Borr, Canterbury; NOS: None; ABSTAIN: None; ABSENT: Bird. b. Discussion and Direction (2-5 year old Structures) Commissioners discussed the playground equipment options for the 2-5 year old play area at Golis Park. All Commissioners agreed that the train structure was attractive and fun, and that the option with the parent/child swings was different and special. Manager Bagley advised that the tentative date for public comment at Rainbow and Golis parks is Saturday, November 4th, and that Commissioners do not need to attend. Action: Move/second (Canterbury/Borr) to forward the "Parent Swing" (Option 2) and "Train" (Option 1) designs for the 2-5 year old play area at Golis Park for public input. Motion carried by the following 4-0-0-1 vote: AYES: Griffin, Black, Borr, Canterbury; NOS: None; ABSTAIN: None; ABSENT: Bird. Item 7. Matters to/from Commissioners a. Commissioner Liaison Reports Chair Griffin reported on the last Golf Course Oversight Committee meeting. At that meeting there was conversation about improving the South Course, as well as the need to develop a uniform policy around memorial plaques. Manager Bagley added that Director McArthur is currently looking into the memorial plaque policy. b. Burton Recreation Red Cross Staff Shelter Manager Bagley reported on the timeline of events immediately following the start of the wildfires that began Monday, October 9th. H, G and K sections were evacuated in the early morning hours, and the Burton Recreation Center was opened as an evacuation shelter. At it's height on Monday evening there were an estimated 25 evacuees in the Center sleeping on Red Cross cots. On Tuesday, October 10`h, the Red Cross determined that the few evacuees at Burton should be consolidated into the Sonoma County Fairground shelter. Wednesday, October 11th, the Burton Recreation Center was turned over to the Red Cross as a shelter for their volunteers. There are currently 60 Red Cross volunteers sleeping at Burton, and they are expected to stay there until November 11th c. Spamalot Opening Manager Bagley reported that the Spreckels Theater production of Spamalot opened on October 13th, and there has been relatively good turnout, especially considering the fire disruption. d. Other Matters Manager Bagley advised that another Special Meeting will need to be scheduled before the November 14th City Council meeting, to finalize the recommendations for the summer aquatic report and the skate park and bocce courts. Commissioner Canterbury suggested moving the Regular Meeting from the 16th of November, so that it falls before the 14th. Manager Bagley agreed to reschedule with the Commissioners via email in the coming week. Commissioner Borr expressed once again, for the record, his disappointment with the lack of transparency surrounding the negotiations between the City and the SOMO developers as regards the Sunrise Park field renovations. Manager Bagley advised Commissioner Borr to reach out to the City Mangager's office directly with any specific questions, as her department has not been involved in the negotiations. She added that she would pass on Commissioner Borr's concerns. Chair Griffin asked Manager Bagley when the City will take possession of Twin Creek Park in the new University District development. Manager Bagley explained that the possession date is unknown, but there will be an opening ceremony at the park when the City takes possession.
