2016/07/21 Parks and Recreation Commission MinutesPARKS AND RECREATION COMMISSION OF THE CITY OF ROHNERT PARK REGULAR MEETING MINUTES Thursday, July2I,2016 The Parks and Recreation Commission of the City of Rohnert Park met this date at Rohnert Park City Hall, 130 Avram Avenue, Rohnert Park, for a regular meeting to commence at 6:00pm. Call to order The meeting was called to order by Chair Borr at 6:01 p.m. Item 1. Roll Call Present: Chair Borr, Vice-Chair Griffin, Commissioners Bird, Canterbury Absent: Commissioner Black StaffPresent: Mitch Austin, Community Services Manager John McArthur, Director of Public Works and Community Services Hannah Deeter, Community Services Program Coordinator Renée Eger, Administrative Assistant Item 2. Pledge of Allegiance The Pledge of Allegiance was led by Chair Borr. Item 3. Acknowledgment of Meeting Agenda Posting Community Services Manager Austin acknowledged posting of the regular meeting agenda in the required public places per Brown Act requirements. Item 4. Public Comment Community Services Manager Austin introduced, and Commissioners welcomed, new staff member Hannah Deeter, Community Services Program Coordinator who will work at the Senior Center. Item 5. Approval of Minutes Action: Moved/Second (Griffin/Canterbury) to approve, as amended to include corrections to item 6.b., Second by "Black" in place of "Borr", typo to "Borr" on "AYES" count, and Item 10 Adjournment by "Chair Borr", the meeting minutes for Regular Meeting June 16, 2016. Motion carried by the following 3-0-1-1 vote: AYES: Borr, Griffin, Canterbury; NOS: None; ABSTAIN: Bird; ABSENT: Black. Item 6. Playground Equipment Themes r. Staff Report Community Services Manager Austin advised the Commission he is working with Development Services Manager Mary Grace Pawson in developing themetic approach and vetting process for upcoming parks. b. Review and Discuss Commission discussed whether opportunity would be available to view theme elements for parks prior to approval; Community Services Manager Austin advised timing and budget constraints in some projects might require Special Meeting or Item7. a. b. Item 8. a. b. Item 9. Item 10. a. b. c. possible subcommittee review. Vice-chair Griffin expressed interest in serving on the subcommittee. Sports Center 30 Year Anniversary Celebration Staff Report Community Services Manager Austin announced a celebration in early December is being developed for the 30-Year Anniversary of Callinan Sports Center. Review and Discuss The Commission recommended Myles Ahead demonstration, youth engagement through mini camps, and outreach to local CYO and LaCrosse organizations, to coincide with a membership drive could be possible celebration events. Youth Advisory Committee Discussion Staff Report Community Services Manager Austin provided the Commission with a model Youth Advisory Committee (YAC) sample from Mountain View. Review and Discuss The Commission discussed possible models and City involvement. The Commission will continue to discuss a YAC at upcoming meetings in order to develop a plan and associated costs to successfully implement a program. Parks and Recreation 2016 Agenda Plan Review Chair Borr recommended updating the Agenda Plan to include Youth Advisory Committee; Cultural Arts Bylaws should also be included. The duplicate Summer Review that appears in both September and October needs to be removed Maffers tolfrom Commissioners Summer updates Community Services Manager Austin stated that despite staffing shortage, the season has been successful. Summer camps and swim lessons were well attended. Myles Ahead update Community Services Manager Austin announced that outreach to Sports Center membership has been overwhelmingly supportive. The program would likely start in the fall. Additionally, the Par Course installed and an Olympic-style ceremony is planned for noon on August 5th. Commissioner Liaison Reports Commissioner Canterbury - nothing to report. Commissioner Bird - requested an update on Dorotea Park, whether a new water line is being installed. Director McArthur advised it was likely a repair. Vice Chair Griffin - Benicia Pool and Wilson Avenue area. Director McArthur advised that the Wilson Area is maintained through JEPA funds received. The Golf Course Oversight Committee discussed bunkers needing attention, the condition of rental carts, replacement of trees, dress code and the upcoming ice cream social at their recent quarterly meeting. Chair Borr advised active basketball camps are occurring in G Park. Community Services Manager Austin advised the Commission may look at the ordinance and if necessary add to Agenda Plan. He also mentioned that Softball Coaches were still driving into the park and parking by the ballfield. Item 11. Adjournment There being no further business, Chair Borr adjourned the regular meeting of the Parks and Commission at7:02 p.m. Borr, Chair
