2014/01/27 Parks and Recreation Commission MinutesPARKS AND RECREATION COMMISSION OF THE CITY OF ROHNERT PARK REGULAR MEETING MINUTES Monday January 24, 2014 The Parks and Recreation Commission of the City of Rohnert Park met this date at Rohnert Park City Hall, 130 Avram Avenue, Rohnert Park, for a regular meeting to commence at 6:30pm. Call to order The meeting was called to order by Chair Black at 6:30 p.m. Roll Call Present: Chair Tracy, Commissioners Bird, Black, Griffin Absent: Commissioner Borr. Staff Present: Guy Miller, Community Services Manager John McArthur, Director of Public Works and Community Services Tom Kelley, General Services Supervisor Pledge of Allegiance The Pledge of Allegiance was led by Chair Black Approval of Minutes Motion: Griffin /Bird to approve the December 16, 2013 minutes. Approved 4-0. Acknowledgment of Meeting Agenda Posting Community Services Manger Miller acknowledged posting of the regular meeting agenda the required public places per Brown Act requirements. Public Comment None Item 1. Election of Officers Nomination by Griffin/Bird of Commissioner Tracy for Chair. Approved 4 -0. Chair Tracy takes over the meeting. Nomination by Black/Bird of Commissioner Bird for Vice-chair. Approved 4-0. Item 2. Proposed Amendment to the Field User Fee Schedule Motion by Griffin/Black to change the current Field Use Fee Schedule to only allow weekday reservations of the athletic fields to begin at 3:00p.m. and any special requests outside of these hours be under separate request. Approved 4-0. Item 3. Golf Course Pedestrian Safety Parks and Recreation Commission Page 2 of 2 January 24, 2014 The Commission considered a recommendation from the Golf Course Advisory Committee regarding warning signage for pedestrians entering the golf course. Motion by Black/Griffin that no changes be made to the current signs or rules for pedestrian access. Motion failed 2-2. Ayes: Black/Griffin. Nays: Bird/Tracy. Chair Tracy asked that this item be brought back in February for reconsideration. Item 4: Use of former CDC 2000R Tax Allocation Bonds Manager Miller and Director McArthur reported on the proposed use for the 2000R Tax Allocation Bonds as an informational item. This item will be discussed at the City Council meeting. Item 5: Park Supervisors Report\ Parks Supervisor Kelley reported on the status of Golis Park baseball field renovation, Roberts lake Dog Park and Eagle Park tree removal. Item 6. Committee Reports  Park Sponsorship Committee (Ad Hoc-meets as needed): No update.  Golf Oversight Committee Liaison: No meeting.  Senior Citizen’s Advisory Commission Liaison (Black, Alt. Tracy): No update.  Bicycle Advisory Committee Liaison (Griffin, Alt. Bird): No report. Item 7: Committee Assignments for 2014 This item was not addressed and will be brought back next month. Item 8: Change of Meeting Dates and Times The Commission consensus was to not change the day of the meetings but bring back this item next month to see if there is any interest in changing the meeting times. Item 9: Matters to/from Commissioners Manager Miller reported on the budget and water usage reductions Adjournment- There being no further business, Chair Tracy adjourned the regular meeting of the Parks and Recreation Commission at 7:35p.m. Bonnie Black, Chair Guy Miller, Community Services Manager
