2014/02/24 Parks and Recreation Commission MinutesPARKS AND RECREATION COMMISSION OF THE CITY OF ROHNERT PARK REGULAR MEETING MINUTES Monday February 24, 2014 The Parks and Recreation Commission of the City of Rohnert Park met this date at Rohnert Park City Hall, 130 Avram Avenue, Rohnert Park, for a regular meeting to commence at 6:30pm. Call to order The meeting was called to order by Chair Tracy at 6:30 p.m. Roll Call Present: Chair Tracy, Vice-Chair Bird, Commissioners Griffin, Black, Borr Staff Present: Guy Miller, Community Services Manager John McArthur, Director of Public Works and Community Services Kimberly Roberts, Administrative Assistant Pledge of Allegiance The Pledge of Allegiance was led by Chair Tracy Approval of Minutes Motion: Bird /Griffin to approve the January 24, 2014 minutes. Approved 5-0. Acknowledgment of Meeting Agenda Posting Community Services Manger Miller acknowledged posting of the regular meeting agenda the required public places per Brown Act requirements. Public Comment None Item 1. Golf Course Pedestrian Safety The Commission considered a recommendation from the Golf Course Advisory Committee regarding warning signage for pedestrians entering the golf course. Motion by Griffin/Borr that no changes be made to the current signs or rules that would restrict pedestrian access. Motion passed 3-2. Ayes: Griffin/Borr/Black. Nays: Bird/Tracy. Item 2. Use of former CDC 2000R Tax Allocation Bonds: Update on the use of bonds for recreational facility upgrades and capital improvements Manager Miller reported on the proposed and approved use for the 2000R Tax Allocation Bonds as an informational item. Staff will be holding two community meetings to discuss B-Pool renovation options. Parks and Recreation Commission Page 2 of 2 February 24, 2014 Item 3. Park Supervisor Report: Manager Miller reported that copper wire was stolen in two parks, the issue is now resolved. Director McArthur confirmed that the 25 Trident Maple trees were planted at E-Park. Item 4: Change of meeting time: The Commission considered changing the meeting time. Motion by Black/Bird to keep meeting time at 6:30pm for February–May, and then move meeting time to 5:30pm for June- January. Approved 5-0 Item 5: Committee Assignments for 2014: 2014 Committee Assignment List is attached to minutes. Item 6. Committee Reports  Park Sponsorship Committee (Ad Hoc-meets as needed): No update.  Golf Oversight Committee Liaison: No update. Next meeting in April  Senior Citizen’s Advisory Commission Liaison (Black, Alt. Tracy): No update. Next meeting May 15, 2014  Bicycle Advisory Committee Liaison (Griffin, Alt. Bird): No report. Griffin unable to attend most recent meeting, he’ll present meeting minutes next month. Item 7: Matters to/from Commissioners Manager Miller notified the commissioners of the new rate proposal being reviewed by City Council on 2/25/2014.
