2014/05/19 Parks and Recreation Commission MinutesPARKS AND RECREATION COMMISSION OF THE CITY OF ROHNERT PARK REGULAR MEETING MINUTES Monday May 19, 2014 The Parks and Recreation Commission of the City of Rohnert Park met this date at Rohnert Park City Hall, 130 Avram Avenue, Rohnert Park, for a regular meeting to commence at 6:30pm. Call to order The meeting was called to order by Chair Tracy at 6:31 p.m. Roll Call Present: Chair Tracy, Vice-Chair Bird, Commissioners Griffin, Black, Borr Staff Present: Guy Miller, Community Services Manager John McArthur, Director of Public Works and Community Services Tom Kelly, General Services Supervisor Laura Campbell, Maintenance Worker I Kimberly Roberts, Administrative Assistant Sports & Fitness Center Pledge of Allegiance The Pledge of Allegiance was led by Chair Tracy Approval of Minutes Commissioner Griffin noted a correction to the April 21, 2014 minutes: In the discussion for the Draft Memorial Policy, it should read “…there are plaques or headstones in the ground that they are able to mow over” instead of “…there are plaques or headstones in the ground that they are able to mow around.” Commissioner Bird also noted a correction: In the discussion for the Draft Memorial Policy, it should read “Manager Miller presented the draft policy for memorial benches and trees” and not “…presented the draft policy for memorial beaches and trees”. Motion: With these corrections noted, Tracy/Bird to approve the April 21, 2014 minutes. Approved 5-0. Acknowledgment of Meeting Agenda Posting Community Services Manger Miller acknowledged posting of the regular meeting agenda the required public places per Brown Act requirements. Public Comment None Item 1. Community Center Rain Garden Maintenance Worker I Laura Campbell and General Services Supervisor Tom Kelly presented the Landscape Rehabilitation Pilot Project for the Sports & Fitness Center. Ms. Campbell noted that some of the current landscape problems with the S&FC area are: deteriorated landscape, irrigation problems, Page 2 of 3 invasive plants, prone to pests, and slippery walkway. The Landscape Rehabilitation Pilot Project plan will create a better entryway, enhance general appearance, and reduce water consumption. Some components to this project are 2,825 gallon rain harvest tanks, drought tolerant landscape, use of native plants, and a dry riverbed feature. This project was envisioned through the Rotary Club of Rohnert Park-Cotati and construction is a collaborative effort between the Rotary Club and Public Works. Darren Patterson, Community Services Director of the Rotary Club, explained how the new gutter system would work. Discussion followed. Item 2. Report on 2014 Aquatics Program Community Services Manager Miller presented a report on the city’s aquatics program. H-Pool is currently open for lap swim, splash aerobics, swim school, and swim team. B-Pool will open June 7, 2014 through August 17, 2014 for rec swim, swim school, and lap swim. The opening of M-Pool is still dependent on budget approval, but the proposed schedule will be from June 14-August 17. The city is short staffed on lifeguards. To help remedy this, another life guard training course is in session. If hired by the city, Rohnert Park reimburses the individual for the course fees. Discussion followed. Item 3. Committee Reports • Park Sponsorship Committee (Ad Hoc-meets as needed): No report. • Golf Oversight Committee Liaison: Commissioner Griffin reported that the meeting canceled due to lack of quorum. Next meeting is in July. However, they did discuss the erosion repair planed around the lake between the 10th and 18th hole. • Senior Citizen’s Advisory Commission Liaison (Black, Alt. Tracy): Meeting was on 5/15/14. Commissioner Black was in attendance. The meeting was mainly a repeat of Jessica Schieberl report to the Commission April 21, 2014, and there are two new members: Thomas Hannah. and Rodger Schwanke. • Bicycle Advisory Committee Liaison (Griffin, Alt. Bird): Commissioner Griffin reported that there was a meeting on April 28, 2014. There was an election of officers and the committee reviewed the plans for the train stations and bike paths. Item 4: Matters to/from Commissioners Community Services Manager Miller reported to the Commission that Friday June 6th will be the start of the Farmer’s Market. It will be on Fridays throughout the summer from 5pm-8pm. There will be a few new bands this year. Community Services Manager Miller also readdressed the meeting time change effective next month, as discussed at the 2/24/14 meeting. The Parks and Recreation Commission will now meet starting at 5:30pm for the months of June through January. All approved this time change. Commissioner Black read an excerpt from a e-mail from a member of the public thanking Public Works for their efforts in inproving the dog park. Chair Tracy also expressed her appreciation for the improvements Public Works has been making around the city. Commissioner Griffin inquired on how the fishing derby went. Community Services Manager Miller and Commissioner Borr reported that they heard it went well and was well attended.
